CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. Arguably, vaping bans do more harm than good as smokers see switching to smoke-free products as having no advantage over the combustible products they will continue to use." 1712

CLEVELAND, Ohio - Like any other case, President Donald Trump’s positive COVID-19 test will set into motion a series of events designed to determine who the president might have been in close contact with. That investigation—called contact tracing—is considered by many experts to be one of the best ways of handling new outbreaks and potential COVID-19 clusters.President Trump announced early Friday morning that he and the first lady had tested positive for the virus. The president had been in Cleveland earlier in the week for the first presidential debate. The incubation period for COVID-19 is anywhere between two to 14 days, although in many cases the period is between three to five days. It remains unclear where and how President Trump was infected with the virus.Members of the small crowd that attended the debate in person were required to be tested for the virus. Anyone with a positive test was not allowed inside.In typical cases, once a person has tested positive for the virus, contact tracers—which act almost like disease detectives—will ask the patient a series of questions about their activities prior to the positive test. Eventually, the contact tracers will work to find out who the patient might have been in close contact with.Generally, close contact is defined as another person who may have been within six feet of the patient for at least 10 minutes. The people identified as close contacts will be alerted by the contact tracers of their possible exposure and risk of infection. All parties are then asked to self-quarantine for at least 14 days.Although the close contacts are not apprised of the identity of the person who tested positive for the virus, sometimes they are not forthcoming with information to contact tracers.“When we call the contacts, you get a variety of responses. Sometimes people hang up, sometimes they cuss us out,” said Romona Brazile of the Cuyahoga County Board of Health.The contact tracers will also ask the close contacts about any possible pre-existing conditions and advise them on how to keep the virus from spreading in their homes. The goal of contact tracing is to determine who might have been exposed in order to keep the virus from spreading uncontrollably.Whether it be SARS, HIV, or Ebola, contact tracing has been used by epidemiologists and virologists for decades. It is considered by many to be one of the best ways to prevent further spread of diseaseThe Cuyahoga County Board of Health has had anywhere from 60 to 75 contact tracers and can activate more as they are needed, officials said. CRAWFORDSVILLE, Ind. — An Indiana man has been charged with murder after he allegedly killed and decapitated his wife.Police arrested Michael Parks of Crawfordsville on Friday after investigators found his wife's body and severed head, according to court documents filed Monday.On Aug. 20, the Montgomery County Sheriff's Office received a report of a deceased woman, identified as Hope Parks, whose headless body was found on County Road 225 on the Sugar Creek Bridge.Michael Parks told Crawfordsville police his wife had been missing since Aug. 18 following an argument. He said the last time he saw her was when she left their house and got into a silver or white Honda that was driven by an unknown person.During a search of the couple's house, police found dried blood in the gravel driveway in front of an overhead garage door, on the garage floor with a shoe print and on an exterior deck. Officers also discovered a trail of dried blood in the grass.Later in the day, investigators found a human head with a bullet wound buried in the cellar of the house.Police also found a .22 caliber rifle and ammunition, which matched a spent .22 caliber cartridge casing that was found in the yard next to a trail of blood. A phone believed to have belonged to Hope Parks was found in a safe in the home's bedroom. Investigators also found a man's shoe with tread similar to the footprint in the blood droppings in the garage.The next day, investigators discovered a blue tarp that was stained with blood, along with hair and plastic bags containing blood-covered rags that were found in the hole where the severed head was buried.An initial hearing for Michael Parks was held Tuesday. COUNCIL BLUFFS, Iowa — Yanise Ho says with all the negativity going on, she wants to prove that there are good people in the world.She's been on her journey for five months and has already rollerbladed through 15 states just depending on strangers.Ho fixes her wheels as she prepares to rollerblade across Nebraska."Rollerblades become a part of my body, it's not a bicycle, I have to figure out how to lock it up, it's a part of me," said Yanise Ho.Carrying 43 pounds on her back, Ho started in Miami and plans to finish in Portland, Oregon by November, and blade all the way back, making her trip about 6,200 miles."My mission is to show that there are amazing people in the world, every day I have no plans, just faith and the goodness of people," said Ho.Rolling state to state, without knowing where she'll sleep next or when she'll have her next meal."Somehow, I always stumble upon the best people in the world," said Ho.The 23-year-old "bladress" does not accept money just food and a place to sleep.Rollerblading about 700 miles a day, Ho says since she started, each night a stranger has opened up their home for her to rest."Every day I feel like everyone is my family, and this is how the world should be," Ho said.Her greater goal is to raise ,000 to sponsor 130 girls in Kenya and Uganda to go to secondary school."They can contribute to the scholarship that I am raising funds for other girls to be able to go to school and chase their dreams," said Ho.Follow Yanise Ho on her journey by visiting her Facebook page. 1551
