(KGTV) -- Families in one South Bay city got one step closer to relief from skyrocketing rent Thursday as a group turned in signatures supporting a measure that could make its way to the November ballot. The National City Families for Fair Rent coalition has collected 3,500 signatures from registered voters in favor of implementing a program to stabilize rent.The initiative is called the National City Rent Control and Community Stabilization Ordinance.In order to get the measure on the November ballot, the coalition needs the signatures of 2,300 registered National City voters.Researchers say the measure is important because National City is one of the last safe havens for families struggling to pay rent. "It is one of the last places, sort of the last refuge for families struggling to get by have been able to afford to rent," said Dr. Peter Brownell,Research Director at Center on Policy Initiatives.The city council can now take one of three actions. Enact it without sending it to the ballot, send it to the ballot or request a report from city staff.If a report is requested, the council will have to reconvene and take one of the first two options within 30 days. 1220

NASCAR CEO Brian Z. France was arrested for aggravated driving while intoxicated and possession of a controlled substance on Sunday night, the Sag Harbor Village Police in New York said.France, the leader of the auto-racing sports governing body, was driving a 2017 Lexus on Main Street at 7:30 p.m. and ran a stop sign, police said. During a traffic stop, it was determined he was operating the vehicle while intoxicated, police said.Police also said he was in possession of oxycodone pills. He was arrested and held overnight, police said. France was arraigned at Sag Harbor Village Justice Court on Monday morning and then was released on his own recognizance."We are aware of an incident that occurred last night and are in the process of gathering information," NASCAR said. "We take this as a serious matter and will issue a statement after we have all of the facts."NASCAR was created by William H.G. France, a stock car driver and gas station owner, in 1947 and has stayed in the France family's name. Monday morning, the CDC removed what it calls was a “draft version of proposed changes” to their website that seemed to indicate they were embracing mounting evidence that COVID-19 is airborne and is transmitted through tiny droplets that can linger in the air and spread farther than six feet.“A draft version of proposed changes to these recommendations was posted in error to the agency’s official website. CDC is currently updating its recommendations regarding airborne transmission of SARS-CoV-2 (the virus that causes COVID-19). Once this process has been completed, the update language will be posted,” the CDC website now reads.The website was changed over the weekend, according to multiple media reports, to reflect several updates to their guidance about how COVID-19 spreads and preventative measures to take.The “draft” changes included stating COVID-19 transmits through the air and warned about poorly ventilated situations, saying that is “thought to be the main way the virus spreads.”On the Centers for Disease Control and Prevention’s website about coronavirus, under how it spreads, they listed the main way as: “Through respiratory droplets or small particles, such as those in aerosols, produced when an infected person coughs, sneezes, sings, talks, or breathes. These particles can be inhaled into the nose, mouth, airways, and lungs and cause infection.”They also had updated the guidance that particles can remain in the air longer and travel farther than originally thought.“There is growing evidence that droplets and airborne particles can remain suspended in the air and be breathed in by others, and travel distances beyond 6 feet (for example, during choir practice, in restaurants, or in fitness classes). In general, indoor environments without good ventilation increase this risk,” the CDC website read over the weekend.The website has been changed back to their previous guidance which states COVID-19 is believed to be transferred through larger droplets through close contact, closer than six feet, with a person who coughs, sings, or otherwise expels these larger droplets carrying the virus.The updated draft passages and comments on smaller particles and ventilation appeared to embrace recent studies from the CDC.Including one released by the CDC earlier this month showing Americans with positive COVID-19 test results were twice as likely to eat at a restaurant or cafe than those who tested negative.“Reports of exposures in restaurants have been linked to air circulation. Direction, ventilation, and intensity of airflow might affect virus transmission, even if social distancing measures and mask use are implemented according to current guidance. Masks cannot be effectively worn while eating and drinking, whereas shopping and numerous other indoor activities do not preclude mask use,” that report stated.In the “draft” changes to the CDC website, they included a preventative measure about ventilation, stating “Airborne viruses, including COVID-19, are among the most contagious and easily spread.” That passage is no longer on the website.The draft changes on the air transmission of COVID-19 also came on the heels of the CDC’s director, Dr. Robert Redfield, saying masks could be even more helpful in combating the coronavirus than a vaccine. President Donald Trump said later Redfield was confused by the question and misspoke.The World Health Organization changed their guidance and noted the prevalence of air transmission, and those particles lingering in the air, earlier this summer in July. He could outspend me, out-market me and do pretty much anything when it came to money. So it was just me talking to people," Phillips said.Phillips sat at Mamadou's Restaurant in Glenpool, Oklahoma by himself to watch the results come in on election night. He said even his wife went home early. But the Republican stayed neck in neck with the incumbent all evening."Then the polls and stuff actually went down. So they stopped reporting for about 10 minutes and we were stuck on the last four counties. I was losing within half a point. Then they all came in at the same time and I went up and won by 350 votes," Phillips said.Phillips said he spoke with a couple other lawmakers and put a few posts on social media. That was the extent of his campaign."Straight party voting was huge for the Republican party. They came out and they wanted the Republicans in and I was the Republican. That accounted for 50-something percent of my votes," Phillips said.The representative-elect is a teacher at Tulsa Community College. His father, sister and stepmother are also educators. That we could go from being the last in something to being the first in something. MISSION BAY PARK (CNS) - A 36-year-old woman was hit by a car while riding her moped-style scooter in the Mission Bay Park neighborhood, authorities said today.She was cruising south on Ingraham Street around 1 p.m. Saturday when she took the Sunset Cliffs offramp, according to the San Diego Police Department.``A car tried to pass her on the left and collided with her, causing her to lose control,'' Officer Robert Heims said. ``She was ejected from the scooter.''The woman suffered a pelvic fracture, a broken tooth and multiple abrasions, he said. She was taken to a local hospital for treatment of non-life- threatening injuries.Police haven't identified any witnesses.
