SAN DIEGO (KGTV) - The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aide, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. "[Provide] basic human kindness, and," LaPointe said as she sighed heavily, "I am so grateful to be able to do that to extend that kindness and I would like to extend that kindness to more people." 1347

SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary. SAN DIEGO (KGTV) -- The California Independent System Operator again Sunday reminded consumers throughout the state conserve energy, warning of more possible rotating outages.SDG&E said early in the day Sunday that customers should be prepared for possible outages to be called from 4 p.m. to 9 p.m.The news comes after a flex alert was issued statewide from 3 p.m. to 9 p.m. daily through Monday, September 7.“Energy conservation is essential in helping reduce the possibility of widespread rotating outages and the number of people impacted. Understandably, it may be difficult to reduce energy use during the high temperatures and the ongoing pandemic. However, everyone is urged to do their part to cut back on energy use, if health and safety permits, during this critical time,” SDG&E wrote.Just before 6:30 p.m., CAISO issued a Stage 2 emergency and warned that consumers should conserve power until 9 p.m. to avoid rolling outages. Stage 2 is the step before rolling outages are ordered.The energy provider said turning off air conditioners, avoiding the use of the dishwasher, clothes washers and dryers, and switching off unused lighting can all help conserve energy.SDG&E also said the Valley Fire, which has currently burned 1,500 acres near Alpine, has impacted electrical equipment and caused power outages.SDG&E said it’s working with Cal Fire in an effort to restore power quickly. 1421

SAN DIEGO (KGTV) - The first of its kind "Pass the Torch" ceremony Saturday honored veterans and the 77th anniversary of the Battle of Midway, aboard the USS Midway.The ceremony acknowledged as time goes on, less veterans are able to tell their stories. This was the opportunity to share those incredible moments from the battle that turned the tide in WWII.Doctor Charles Monroe served during the battle and said this was the most challenging moment he faced, "One Jap Zero was above, I looked back and looked up and pulled my gun up to try and shoot him and the turret stopped working and the gun stopped working, so I prayed. I wasn't a Christian, but I prayed and said ,'Lord get me out of this mess and I'll go to church,' and I kept my word."Monroe was paired with Paige Dominguez, 26, who is enlisting as a hospital corpsman. She told 10News she felt goosebumps as she heard the harrowing tales from heroes who passed away.When the moment came to say the oath, she felt like everything fell away, "it felt like we got to have that little moment to share and it was just us and I thought that was really an incredible opportunity."An opportunity Monroe hopes will last a lifetime, ensuring his sense of duty is passed on, "realize that the Navy has has a great part in the defense of our nation.""I think it's extremely important just like learning about 9/11, and learning about WWI and WWII, all of that because we wouldn't be where we are today if we didn't acknowledge what has gotten up here," Dominguez said.Paige will start boot camp August 12th. 1567
