SAN DIEGO (KGTV) - South Bay Pentecostal Church has been involved in a legal battle since May regarding worshiping indoors, and officials think Friday could be the light at the end of the tunnel.Senior Pastor Arthur Hodges believes during a motions hearing Friday morning the church will be granted permission to reopen indoors.His hope comes from the latest rulings by several judges.On Dec. 3, the Supreme Court ruled places of worship in New York could reopen, saying restrictions meant to curb the pandemic violated the First Amendment of the Constitution.After that ruling, the high court issued an unsigned order to California judges to reconsider Gov. Gavin Newsom's restrictions.On Wednesday, a judge ruled restaurants could reopen indoors in San Diego."That absolutely makes us hopeful, and I've told restaurateurs, business owners, whatever, we're fighting for you, too. Now we have a bigger gun than they do. We've got the Constitution, OK; they don't have that. but they're finding ways to get around it with the right to assemble," Hodges said.Hodges said back in May their initial lawsuit was voted down 5-4 by the Supreme Court.Hodges believes under a high court that shifted majority when Judge Amy Coney Barrett replaced the late Ruth Bader Ginsburg, they will prevail."If religious liberties are lost, you can mark it down your personal liberties are going to be lost," Hodges said, arguing this lawsuit is to protect more than places of worship.Hodges said if they win this legal battle it will pave the way for the rest of the country. 1563

SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. Those jobs are largely in retail, accomodation, and restaurants.At The French Gourmet in Pacific Beach, owner Michel Malecot says sales are down 90 percent and that the restaurant and its catering business have lost 0,000. He has put in 0,000 of savings to keep the lights on and pay his suppliers. "It's like being a zombie," Malecot says. "You are in the tomb and nothing is really happening yet. Your instinct takes over and you have to try to make it."Malecot says he is initially optimistic about the loan program. SAN DIEGO (KGTV) - Since the deadly shooting in Parkland, Florida last month, the San Diego County District Attorney's office has seen 19 cases of local school threats.Nine juveniles so far have been charged criminally, according to District Attorney Summer Stephan."We can't assume that the threat is a joke," Stephan said.Stephan said that even though there is not an intent to carry out a school shooting, the person behind a social media threat could face a felony charge if they determine there is an intent to cause fear.Students could receive consequences ranging from custody time, community service, additional mental health services, restorative justice, or access to social media taken away ordered by a judge.San Diego County school threat timeline:"When they hear the judge mention taking their social media away, you can see their faces change over that," Stephan said. "It's important that parents and [the] community really talk to their kids."Stephan said investigators look at a number of factors when determining which cases rise to the level of charges."We have to look at do they have access to weapons? Have they acquired weapons recently? Have they visited websites that indicate a fascination with school shootings and violence?" Stephan said.Of the 19 cases, Stephan said eight cases "did not rise to the level" of criminal charges. However, she said they will work with the minor and the family to prevent a similar situation in the future. A couple of the other cases are still under investigation. 1533
