WASHINGTON — The Supreme Court sounded skeptical Monday that President Donald Trump could categorically exclude people living in the country illegally from the population count used to allot seats among the states in the House of Representatives.But it also appeared possible that the justices could avoid a final ruling on the issue until they know how broadly the Trump administration acts in its final days in office and whether the division of House seats is affected.No president has tried to do what Trump outlined in a memo in July — remove millions of noncitizens from the once-a-decade head count of the U.S. population that determines how many seats each state gets in the House of Representatives, as well as the allocation of some federal funding.Justice Amy Coney Barrett was among several members of the court who said the administration’s argument for broad discretion in deciding whom to exclude is troublesome because “a lot of the historical evidence and long-standing practice really cuts against your position.”The court decided to hear the case on a fast track, based on the administration’s plea for a decision by early January, when Trump is required by law to transmit census numbers to Congress. The Census Bureau is supposed to send the data to Trump by Dec. 31. However, the bureau said last month they are checking anomalies and the data will be delayed. They did not give a new date, only saying they hope some data will be available in January. Another unknown is if data quality will be affected by the pandemic, a shortened schedule and natural disasters in 2020 that displaced thousands of people.In 2019, the Supreme Court ruled that the Trump administration could not include a question on the census that asked if a person was an American citizen. 1791

WASHINGTON — The Justice Department has unsealed charges against a Libyan bombmaker in the December 21, 1988 explosion of Pan Am Flight 103 over Lockerbie, Scotland. The attack killed 259 people in the air and an additional 11 on the ground in the town of Lockerbie. The flight was leaving London's Heathrow International Airport heading to New York's John F. Kennedy International Airport. Most of those onboard were Americans. "There is no question that the Pan Am 103 attack was aimed at the United States. And this heinous assault lives in infamy in the collective memory of the American people," Attorney General William Barr said during a Monday press conference unsealing the charges. Barr unsealed charges against Abu Agila Mohammad Masud, who officials believe is in Libya.Forensic investigators determined plastic explosive had been detonated in the Boeing 747's cargo hold.The charges were announced on the 32nd anniversary of the bombing and in the final news conference of Attorney General Barr’s tenure, underscoring his personal attachment to a case that unfolded during his first stint at the Justice Department under President George H.W. VISTA, Calif. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. They plan to notify families and faculty on Wednesday.The new threshold system does not apply to elementary schools.There is one reported case each at Roosevelt Middle Schoo, Alamosa Park Elementary School, Mission Meadows Elementary, and Alta Vista High.In light of the positive cases, at least 400 students and nearly two dozen staff members have been ordered to quarantine. 1672

(AP) — A northern Illinois auto museum says it has no plans to stop displaying a Dodge Charger from the “Dukes of Hazzard” television show with the Confederate flag painted atop the vehicle.The flag is increasingly viewed as a symbol of racism. NASCAR has banned it and it's being removed from the Mississippi state flag.However, the Volo Auto Museum says the famed “General Lee” from the first season of the TV show isn’t going anywhere.Museum director Brian Grams tells the Northwest Herald that he would not remove it any more than he would remove Nazi memorabilia from the museum’s military exhibit.Grams calls the vehicle "a piece of history." 667

  

VIRGINIA BEACH, Va. -- If you are working from home, you may have bought some new items to accommodate the situation, or you are probably using more of the resources you already pay for.If you were planning on writing off these new expenses on your next tax return, "Unfortunately, there are no tax benefits to working from home if you are an employee,” Scott Rinehart, a tax professional and financial advisor with Carlson Financial, said.While tax season is months away, Rinehart said he has already received some questions from people."I've had people ask, 'since I work from home, can I deduct my office now?'” he explained.Say, for example, if you bought a laptop and it cost a couple hundred dollars, the rent on your apartment or certain utilities like electricity -- just to name a few examples -- you cannot write those off on your taxes.“The tax act a few years ago got rid of that tax break for employees,” Rinehart said.He mentioned an exception, however."If you are self-employed and now instead of going to your office, you're working from home, you can deduct a portion of your home you're using as your office."It is the same scenario for those homeschooling their children, Rinehart added, but he explained that extra paid leave was provided in the Family First Coronavirus Response Act for parents tending to their children.A tax write-off normally helps to reduce the amount of tax you owe."I think there will be folks who will try to claim these expenses when they itemize,” Rinehart said, “or add some sort of miscellaneous deduction, and they're just not going to be allowed."If you do make these claims or accidentally file for a write-off, Rinehart said, “You may get a letter from the IRS at some point saying, 'Hey, you owe us some money.’”In that event, Rinehart said the IRS will try to work with the filer to fix the issue.
