SAN DIEGO (CNS) - UC San Diego is the seventh-best university and the best public school in the country, according to just-released rankings from Washington Monthly.UCSD fell slightly in the nonprofit magazine's rankings compared to 2017, when the school ranked sixth overall but second to Texas A&M among public universities. Harvard took over the top spot on the list from Stanford, first on last year's list, with MIT, Princeton and Yale rounding out the top five.Washington Monthly ranks schools based on a number of factors, the theme being how positively each school impacts its community and the country at large. SAN DIEGO (CNS) - The San Diego Unified School District has started voluntary COVID-19 testing for students and staff at several elementary schools, under a partnership with UC San Diego Health, it was announced Tuesday.The testing initiative is designed to help to keep students and staff safe while expanding in-person learning amid the pandemic. The reopening strategy was developed in collaboration with UCSD infectious disease experts, according to SDUSD Superintendent Cindy Marten."The end of the COVID-19 crisis is now in sight with the development and delivery of a safe and effective vaccine, and that has given us all cause to hope," Marten said. "In the meantime, we are doing everything we can to continue operating safely despite the worsening infection rates in our community. That is why testing is essential."San Diego Unified's testing plan was announced in November, and the Board of Education voted then to authorize an initial million investment in the testing plan, which includes a joint laboratory services testing agreement with UCSD Medical Center. The board will consider ratifying that agreement Tuesday.Eventually, the testing program could be expanded to include all 100,000 students within the district and its more than 10,000 staff members."Scientific models from our colleagues at UC San Diego show we can prevent 90% of all transmissions on campus with effective testing every two weeks," Marten said. "That level of protection will not only help us reopen schools; it will help us keep them open, and avoid the back-and-forth, open-and- shut problems that have plagued other school systems."Free COVID-19 tests will be available to students and staff at 10 district campuses this week -- Rosa Parks, Penn, Foster, Gage, Mason, Vista Grande, Dingman, Jerabek, Hearst and Benchley Weinberger elementary schools -- with additional testing to be offered from Jan. 4-15.The goal is to test every student and staff member every two weeks, starting with those on campus for the first phase of school reopening."The implementation of COVID-19 testing is an important tool for district campuses in identifying and limiting the spread of the coronavirus," district physician Dr. Howard Taras said. "Although voluntary, I strongly urge student and staff participation in the testing program for their health and the health of others."The campuses were selected based on generally higher local case rates of community infections, combined with student and staff participation rates in appointment-based learning.The tests will be administered in campus auditoriums and multi-purpose rooms by medical professionals from UCSD Health in conjunction with staff members from the district's health office. The procedure, which takes about 15 seconds, involves swabbing both nostrils. The swab itself is inserted roughly the same distance as a common nasal spray applicator."The science is clear when it comes to the importance of COVID-19 testing, even if a person has no symptoms," said Patty Maysent, CEO of UC San Diego Health. "It is a critical component in slowing and containing the spread of COVID-19, along with measures like masking, social distancing and proper hand hygiene. Swabbing a mouth or a nose is quick and easy. And it can ultimately help save lives."Test results will be available about 24 hours following the test. Individuals who test positive will receive a phone call from a UCSD health professional and follow-up from district nursing staff. Those who test positive for COVID-19 will not be re-tested for 90 days."Even after the vaccine rolls out this winter, I anticipate that testing will remain an important tool for schools," Taras said. "I do not anticipate that school-age children will be offered the vaccine for many months after the vaccine is available to adults."There is very little research on the effectiveness of this vaccine on children under 12. And while we are hopeful that it will be just as effective in younger age groups as it is in adults, vigilance about reducing the numbers of potentially positive and infectious children on our campuses via testing will remain an important precaution for many months after staff members are vaccinated," he said. 4423

SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

SAN DIEGO (KGTV) -- A group of Black student leaders from Poway Unified School District schools met last week with administrators, principals and counselors to discuss ways to address issues of racism and inequality in the district.The students are the presidents of the Black Student Unions at each of PUSD's five high schools.It was the first meeting since the student leaders sent an email asking to see changes in the district to improve the lives of students of color."Making PUSD not just not racist but transparently anti-racist," said Jade Thompson, president of the BSU at Rancho Bernardo High School.Thompason helped write the email, which also talked about the recently created Instagram account "Black in PUSD,” which anonymously details students' experiences with racism."We just think it was a great way to open up people's eyes cause people like to say not in this community," said Thompson.Superintendent Dr. Kim Phelps agrees, saying, "To hold people accountable, including the district and our teachers and everybody ... I'm proud of our students for doing that.”Phelps and Thompson both described the meeting as productive and positive.Among the issues discussed were student education and assemblies addressing racism. The district is also committing to more diverse hiring and curriculum."It's upon us to try to do better; we have a lot of work to do and we want to do better so it’s a growing and learning opportunity for all of us," said Phelps.The students and administrators also talked about the consequences for racism-related incidents.Students said they'd like to see a form of restorative justice instead of just punishment.Although both students and staff agree there's a lot more to be done, they also say the first step is recognizing the problem and starting the conversation."I have a lot of hope for the future of this year and the years to come," said Thompson. 1906

SAN DIEGO (KGTV) -- A customer at a downtown flooring warehouse found a man dead inside the business Wednesday afternoon, according to San Diego Police.First responders arrived and performed CPR but could not resuscitate the man.According to police, homicide detectives were called to the 1000 block of G Street around 4 p.m. to investigate the death.Ghedeer "Tony" Radda, 49, the owner of the business, suffered traumatic injuries to the torso, according to Lt. Matt Dobbs, but it was unclear if he'd been shot or stabbed.Police said surveillance cameras captured two suspects running from the area. They have yet to determine a motive.Police said one of the suspects is a man seen wearing a mask resembling an older woman with gray hair. He was also wearing a gray jacket and dark pants. The second suspect is a woman last seen with purple hair police say may be a wig. She was also wearing a dark jacket and blue jeans. Radda leaves behind a wife and two young children.
