A federal appeals court handed the Trump administration a partial victory Monday, granting its emergency request to allow parts of its latest travel ban to go into effect while the appeal is pending.A three-judge panel -- all appointed by former President Bill Clinton -- on the 9th US Circuit Court of Appeals decided Monday to keep the lower court's order in place, freezing the ban, for foreign nationals who have a "close familial relationship" with a person in the United States, but granted the Trump administration's request to allow it to go into effect for everyone else.The 9th Circuit panel is set to hear oral arguments on the case on December 6.President Donald Trump signed an executive order in January banning foreign nationals from specific Muslim-majority countries from traveling to the United States, but the restrictions have been tied up in the legal system and have since been revised multiple times.In October, a federal judge in Hawaii blocked the third iteration of the travel ban one day before it was scheduled to take effect.At the time, Judge Derrick Watson said it "plainly discriminates based on nationality."The ban targeted foreign nationals from eight countries -- Chad, Iran, Libya, North Korea, Syria, Venezuela, Somalia and Yemen -- with varying levels of restrictions.The second version of the travel ban, issued in March, had barred residents of six Muslim-majority countries -- Iran, Syria, Libya, Sudan, Somalia and Yemen. 1487

Gibson's Chief Financial Officer, Bill Lawrence, left the firm six months before 5 million of senior secured notes were due to mature. Lawrence had been working for the company for little over a year before he left, reports say."Another 5 million in bank loans will come due immediately if those notes, issued in 2013, are not refinanced by July 23," the Nashville Post report says.Bond holders are frustrated.The Gibson company recently sold a former Baldwin Piano warehouse in The Gulch. The warehouse was sold for .4 million, the Nashville Post says."It also is trying to sell the nearby Valley Arts building on Church Street, although that deal has landed in court. A huge, swirling pile of trash in the Pacific Ocean is growing faster than expected and is now three times the size of France.According to a three-year study published in Scientific Reports Friday, the mass known as the Great Pacific Garbage Patch is about 1.6 million square kilometers in size -- up to 16 times bigger than previous estimates.Ghost nets, or discarded fishing nets, make up almost half the 80,000 metric tons of garbage floating at sea, and researchers believe that around 20% of the total volume of trash is debris from the 2011 Japanese tsunami.The study -- conducted by an international team of scientists with The Ocean Cleanup Foundation, six universities and an aerial sensor company -- utilized two aircraft surveys and 30 vessels to cross the debris field.Along with nets to survey and collect trash, researchers used two six-meter-wide devices to measure medium to large-sized objects. An aircraft was also fitted with advanced sensors to collect 3D scans of the ocean garbage. They ended up collecting a total of 1.2 million plastic samples and scanned more than 300 square kilometers of ocean surface.The bulk of the pile is made up of larger objects while only 8% of the mass is microplastics, or pieces smaller than 5 millimeters in size."We were surprised by the amount of large plastic objects we encountered," Chief Scientist Julia Reisser said in a statement. "We used to think most of the debris consists of small fragments, but this new analysis shines a new light on the scope of the debris.  1542

A major earthquake Tuesday night struck the territory of New Caledonia, sparking tsunami alerts. The earthquake had a preliminary magnitude of 7.5 and rattled the area just after 8 p.m., according to the United States Geological Survey. The quake struck just over 100 miles east southeast of Tadine, New Caledonia. According to the USGS, waves between three and nine feet above the tide level are possible along some coasts of New Caledonia and Vanuatu.
