SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - Peeps are traditionally a sign of Spring: brightly colored marshmallow candy that’s front and center on store shelves.Long after Easter, Peeps, made by the Just Born company, appear to stay fresh as ever, seemingly indestructible in their pastel packages.In 2002, 10News put the durability of the everlasting marshmallows to the test. Reporter Herb Cawthorne, photographer Richard Klein and producer Revelle Anderson put Peeps on camera.The inspiration was simple, according to Klein. “We were sitting around talking about the purpose behind the Peep,” Klein said.That led to an elaborate shoot at San Diego locations. The candy was shot, run over, thrown off a five-story tower, and stomped with a crane."During the entire shoot I chewed on a Peep. It never got smaller. I wondered how we ate them as kids,” Cawthorne told 10News in 2018.The 2002 video shows only children eating the Peeps.Adults may want to take notice. Peeps are gluten-free and fat-free.Since their inception Peeps have crossed over into other holidays as well, now available in a variety of shapes for Halloween, Christmas, Valentine's Day, and the summer season.Peeps were first created in 1953 by laboriously hand-squeezing marshmallow through pastry tubes, according to Just Born. The process was eventually simplified and brought the production time of the treat from 27 hours down to 6 minutes.As far as the company is concerned, they hope their product retains its freshness year-round. SAN DIEGO (KGTV) -- New details are emerging after an infant was attacked by a pit bull in Logan Heights Monday night.Family members now say the dog broke free of its leash before running to the infant’s bouncy chair. The pit bull was reportedly startled by the chair, leading to the attack.8-week-old Jema Gonzales is said to be in serious condition and has so far had one surgery.RELATED: Baby severely injured by pit bull bite in Logan HeightsThe incident happened on Irving Avenue around 2:30 p.m. Monday. After the attack, paramedics took Jema to the hospital with lacerations to the face and possibly a punctured eye. Witnesses originally said the dog licked then bit Jema’s face. SAN DIEGO (KGTV) - Only in their second year of operation, Wheels of Change is preparing for a major expansion this year.San Diego teenager, Kevin Barber, and his mom, Carolyn Barber, MD, initially launched the program in 2018 in partnership with Alpha Project.Homeless individuals are paid /hr to clean up trash, traveling together in a van to different job sites. Thanks to new sources of funding, the nonprofit will be able to expand crews from 10 to 20 individuals, serving the community five days a week. "We were able to show the world, hey this works! Let's keep funding it more and let's expand the program," said Kevin. The city committed 0,000 to help fund the program, and they've also raised additional funding privately and from foundations.
