SAN DIEGO (KGTV) - San Diego Police are asking for the public's help in locating a hit-and-run driver who ran over a pedestrian in a wheelchair in the East Village.Police said the pedestrian, a 47-year-old female who was in a wheelchair, was run over at the intersection of F Street and Park Boulevard just before 4 a.m. Saturday. The woman suffered serious but non-life threatening injuries.The vehicle - described as a silver, newer model, SUV - stopped momentarily after running over the woman and her chair, before driving off westbound on F St., police said. The driver then turned northbound on 11th St. and was last seen driving eastbound on E St.Police said the suspected SUV has chrome rims, a tinted sunroof, and possibly tinted windows. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. SAN DIEGO (KGTV) — San Diego County will launch a new public awareness campaign this week on COVID-19 as the number of community coronavirus outbreaks increased by three, to a total of 10 in the past seven days, officials reported Monday.Two other triggers involving the growth of new cases and the positivity rate of tests are "not moving in the right direction," said Supervisor Nathan Fletcher."These are concerning numbers," Fletcher said. "They're concerning because they clearly represent an increase in community spread and number of cases tied to our reopening and the fact that more people are out doing more things." The county says there are currently 59 active community outbreaks, including 17 in skilled nursing facilities, 20 in non-skilled nursing facilities, and 22 in community settings.The three new outbreaks were traced to construction, retail manufacturing, and retail businesses in different parts of the county, according to Dr. Eric McDonald, the medical director of the county Health and Human Services Agency's Epidemiology and Immunization Branch.RELATED: How San Diego County officials monitor coronavirus trendsMcDonald provided more context to the outbreaks, adding that all outbreaks to date except for two have included 10 or fewer people — including the three newest outbreaks.He also said that no outbreaks have been related to recent demonstrations around the county.A community outbreak is considered three or more cases from the same place.The county will launch a public education campaign involving a new infographic on the use of facial coverings beginning this week, said county Public Health Officer Dr. Wilma Wooten. 1669

SAN DIEGO (KGTV) - San Diego Police are investigating an alleged attack on three women in hijabs in Little Italy as a possible hate crime. The incident happened around 12:45 p.m. Sunday on Columbia Street near Beech.Three women in hijabs were walking under scaffolding when a man approached from the other direction. Despite one woman moving to give him room, witnesses say 50-year-old Kyle Allen lunged his shoulder into one of them. "Fists started flying, and it was his fists. He started swinging at the women, trying to hit the woman that he almost knocked down, but he ended up hitting one of the other women," said a witness named Amy, who called 911 during the altercation. A hijab is a headscarf worn by some Muslim women. Amy, who asked us not to use her last name, said she also saw Allen rip off one of the women's hijabs from her face. "As I got closer I heard him calling her names and telling them to go back to where they came from," Amy said. Cell phone video shot after the incident showed Allen, going back and forth with bystanders. He ultimately walked to his high rise apartment around the corner. Witnesses followed him and pointed police in his direction.A San Diego Police spokesman told 10News that Allen greeted officers at his unit with a handgun that had a silencer. He was arrested without incident on firearms, battery, and criminal threat charges. Calls and texts to Allen's phone were not immediately returned. Two police officers were staged on his floor inside his building, but he was not there. Allen is scheduled to be arraigned Oct. 21. 1583

SAN DIEGO (KGTV) -- San Diego Police officers responded to a call from a Pacific Beach woman who recorded a confrontation with a solicitor claiming to be a charity worker.Sarah Jarzabek said she began recording the incident at around 3 p.m. Saturday when the man became increasingly aggressive toward her and her neighbor."Scared to death, honestly," Jarzabek told 10News, after reflecting on the incident. Jarzabek and her friend Emily Herton were watching a movie at her home when a stranger knocked on her door. "He said that he came from Ohio, from Cleveland," Herton told 10News. "He said he was trying to raise money for some missionary work for children."The women admit they thought it was a joke but as the man continued with his story claiming to be a missionary and spreading God's love, they felt something did not seem right."He had four different I.D.s behind his one I.D.," Jarzabek said. When she told him that they did not have cash to give, she said the man angrily left her front door and marched toward her neighbor's home. That is when she started to record him on her phone. "I was going to warn [the neighbor], and then the guy, he flips a switch," Jarzabek said. The 12-second video shows the man lunging toward Jarzabek trying to cover the camera then take multiple swings. "He chases me across the street, and screaming that he's going to kill me," Jarzabek said. Jarzabek said she and Herton barricaded themselves inside her home and called 911. San Diego Police told 10News that the man was gone by the time an officer responded. An SDPD spokesperson says that because the man did not actually touch Jarzabek, officers did not file an official report. After the incident, Jarzabek posted the video on Facebook and recruited the help of their local Guardian Angels. Within hours, many people replied on the post about their recent encounters with the same man.The people commenting on the post said he was some sort of charity worker describing himself as a Christian missionary, domestic abuse organization volunteer, or reformed criminal organization volunteer. Commenters also described the man becoming confrontational when they refused to give him money. Other commenters claim to have seen him scoping out neighborhoods in Ocean Beach and other San Diego communities. Jarzabek hopes her post raises awareness about dealing with questionable door-to-door solicitors."It takes a lot to make me feel endangered, and this guy literally shook me," said Jarzabek.San Diego Police said they would like to speak with the man in the video.
