GUANGZHOU, Nov. 13 (Xinhua) -- Chinese Vice President Xi Jinping attended the opening ceremony of the 2009 UCLG World Council Meeting & Guangzhou International Sister Cities Conference, which gathered more than 1,000 representatives from about 210 cities and local organizations of more than 60 nations.     Founded in May 2004, the United Cities and Local Governments (UCLG) is the largest local government organization in the world. The mayor of Guangzhou is the current co-president of UCLG. Xi said the UCLG has become an important platform for multilateral exchanges and cooperation as well as a bridge of friendship for global cities. He believed that the UCLG would be able to integrate wisdom and strength of urban planning and management from different nations, and play a positive role in promoting peace and development of the world. The theme of this meeting, "Cities: Approach to Global Financial Crisis", is a topic just in time.     He raised three suggestions to cities and local governments around the world on how to jointly overcome the difficulties of the global financial crisis.     He called on the UCLG members to deepen pragmatic cooperation in the areas such as economy, trade, science and technology, in order to boost the recovery of the world economy and achieve mutual benefits and win-win results.     He also suggested the UCLG members adhere to the policy of open market and fight against the trade and investment protectionism with concrete actions.     Furthermore, he pointed out that the world cities and local governments should encourage innovation to promote new growth points and a new round of restructuring of global industries.     In the speech, Xi also introduced the achievements of social and economic development made in the past 60 years since the founding of the New China and especially since the opening up and reform policy was carried out 30 years ago.     During the past 30 years, the industrialization and urbanization process of China has dramatically accelerated, he said. The urbanization rate was only 17.9 percent in 1978, and the figure jumped to 45.7 percent in 2008, a growth of one percentage point per year.     Xi also explained the policies that China has taken to respond to the global financial crisis. He said although the world economy had showed some positive changes, the full recovery would still have a long way to go.     China would do its best to stabilize its own economic development, while playing an active role in international cooperation in order to promote the recovery of world economy, he noted.     He reiterated that China would continue to support the developing countries with a responsible attitude and fulfill its commitments of providing foreign assistance so as to push forward the realization of UN Millennium Development Goals.     Beijing Municipal government and the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) jointly held the World Council Meeting of UCLG in June, 2005. BEIJING, Nov. 17 (Xinhua) -- China and the United States are committed to working together and with other countries for a successful outcome at Copenhagen summit next month, said a joint statement issued here Tuesday after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama.     The two sides have held a constructive and productive dialogue on the issue and maintained that international cooperation is indispensible in dealing with climate change, which poses one of the greatest challenge of the time, the statement said.     Both sides concede that transition to a low-carbon economy is an opportunity to promote continued economic growth and sustainable development in all countries.     Regarding the upcoming Copenhagen summit, the two countries expressed their willingness to strive for an agreed outcome based on the principle of common but differentiated responsibilities and respective capabilities.     "The two sides, consistent with their national circumstances, resolve to take significant mitigation actions and recognized the important role that their countries play in promoting a sustainable outcome that will strengthen the world's ability to combat climate change," said the statement.     The two countries also agreed that the outcome should include the emission reduction targets of developed countries and nationally appropriate mitigation actions of developing countries, adding that it should also substantially scale up financial assistance to developing countries, promote technology development, dissemination and transfer, and pay particular attention to the needs of the poorest and most vulnerable countries to adapt to climate change.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here on Tuesday that both China and the United States appreciated the major role of the G20 summit in coping with the global financial crisis.     Speaking to the press after talks with visiting U.S. President Barack Obama, Hu said he and Obama spoke highly of the significant roles played by the G20 summit.     "China and the United States would work together with all other members to fully carry out the commitments of all G20 summits and continuously strengthen the role of G20 in the management of the global economy, while pushing forward the international financial system reform and increasing the voices of developing countries on the global financial arena by ensuring that they are better represented," Hu said.

BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added. 

NAIROBI, Jan. 6 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who was visiting Nairobi, capital of Kenya, said Wednesday China-Africa relations are enjoying broad popular support and a solid political foundation and the two sides should forge a new type of strategic partnership to increase the vitality and creativity of cooperation in the new era.     "In fact, with the joint efforts and cultivation of the two sides, China-Africa relations have made much progress in recent years as evidenced by deeper political mutual trust, closer cooperation for mutual benefits, and stronger people-to people ties," said Yang at a joint press conference with Kenyan Foreign Minister Moses Wetang'ula.     The top Chinese diplomat said in the haze of the international financial crisis, both China and Africa have met the difficulties head-on and accelerated cooperation, which has become a highlight in the international cooperation for development.     "This is the success of China and Africa. This is also the success of South-South cooperation. It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. We will work with all member states of FOCAC to implement the outcomes of the Ministerial Conference in a concrete way," he said, adding that one of the important missions of his visit to Africa, which will also bring him to Nigeria, Sierra Leone, Algeria and Morocco, is "to show to Africa the sincerity of the Chinese government, discuss with African countries the implementation actions on the ground, and bring the outcomes of the conference to the African people".     On his part, Wetang'ula applauded good relationship between the two countries and expressed appreciation of China's technical and financial support to Kenya, reiterating that Kenya committed to One-China policy.
