We're just a few months away from the midterm elections, and with crucial races determining the balance of power in Washington, we're taking a hard look at the issues that matter to you! Each week, we'll dive deep into a new issue—from education and immigration to gun control and jobs. This week, we’re talking trade. In order to understand the trade war, it’s important to know what tariffs are.A tariff is basically a tax thrown on something that's being imported. Say a company in Country A really wanted to sell shoes in Country B. Country B could throw a tariff on those sweet sneakers, meaning it would cost the company in Country A more money to sell them. There are essentially two types of tariffs: specific and ad valorem. The latter is a flat tax on one unit of some imported good; like a 0 tariff on each bushel of wheat. Ad valorem, which means "according to value" in Latin, is a tax based on the percentage of that good's value. So, if there's a 15 percent tariff on a type of car, the money that tariff is bringing in would rise and fall with the car's market price, but the percentage would stay the same. Nowadays, tariffs can be implemented to protect domestic companies from worldwide competition and to protect consumers for national security reasons, or in retaliation for the actions of another country. But using tariffs come with a risk. If two countries start slapping punitive tariffs on each other, it could spark a tit for tat trade war, which almost no one wants.   1523

WASHINGTON, D.C. – What police reform proposals will get the endorsement of President Donald Trump and Senate Republicans? While House Democrats have already announced what legislation they are seeking, Republicans in the Senate, as well as the White House, have been more mum. That is expected to change this week.Sen. Tim Scott (R-SC) is working with the White House on what ideas the president could support. Scott is the only African American senator in the Republican caucus.White House officials hinted the president would likely provide more guidance on what he supports and what he doesn't when he travels to Dallas, Texas, on Thursday.CNN reported Wednesday that the president is considering an executive order on police reform, which would not require Congress' approval.“We’re still wrestling with America’s original sin,” said Senate Majority Leader Mitch McConnell, referring to slavery, when he spoke with reporters Tuesday.“We try to get better but every now and then it’s perfectly clear we’re a long way from the finish line,” said McConnell. 1065

WASHINGTON, D.C. -- Late Saturday, President Trump criticized the FBI for missing signals about the Florida school shooter.According to CNN, the FBI said it failed to act on information regarding Nikolas Cruz, who murdered 17 people at his former high school in Parkland.Trump described the failure as “very sad” in a tweet around 8 p.m. Saturday.“Very sad that the FBI missed all of the many signals sent out by the Florida school shooter. This is not acceptable. They are spending too much time trying to prove Russian collusion with the Trump campaign - there is no collusion. Get back to the basics and make us all proud!”Very sad that the FBI missed all of the many signals sent out by the Florida school shooter. This is not acceptable. WASHINGTON (AP) — The House Thursday passed a 7 billion defense policy bill that would give the military a 2.6 percent pay hike, the largest in nine years. The bipartisan 351-66 vote sends the measure to the Senate, where a key panel completed a companion measure in a closed-door session on Wednesday. The annual measure sets policies and a budget outline for the Pentagon that are funded by a subsequent appropriations bill that typically follows its parameters fairly closely. The military got a major budget increase under the terms of a bipartisan pact passed earlier this year that the Pentagon's many allies in Washington promise will address shortfalls in military readiness such as pilot training, maintenance of equipment, and procurement of new weapons systems.Readiness issues contributed to a situation in which almost four times as many military service members died in training accidents as opposed to combat. Just this spring, aviation accidents have claimed 25 lives.House Armed Services Committee Chairman Mac Thornberry, R-Texas, said that the measure puts a particular focus on pilot training and retention."The key focus of this bill is restoring readiness to ensure that when our men and women in uniform go out on mission, they have the best equipment, the best training and the best support our nation can provide," Thornberry said. The measure would block the use of operational military units or military equipment if President Donald Trump carries out plans for a massive military parade in Washington, D.C., if it would hamper military readiness. 1581

WASHINGTON, D.C. – Election Day is less than 50 days away, but results from the election could take a lot longer. That's because a record number of voters are voting by mail this election and different states have different rules regarding when those ballots can be opened and processed. Absentee ballots or mail-in ballots generally take a lot longer to count compared to in-person voting machines, because ballots need to be opened and scanned. For instance, in the crucial swing states of Michigan, Wisconsin and Pennsylvania, ballots can't be opened until Election Day. That differs from other states, like Colorado, which can open ballots as they come into election offices. That means it will take election officials in those swing states a herculean effort to process and scan ballots to get accurate results by the end of election night. Each state is facing either pending legislation at their State Capitol or various lawsuits asking the rules be changed. Those aren't the only reasons results may be delayed. In many states, like North Carolina, Georgia, Nevada and Minnesota, ballots are allowed to be postmarked on Election Day. That means it may take a few days to arrive to an election office. "I think we are looking at five to seven days to roughly a week," said Ted Trimpa, a political consultant. "The challenge is you are going to have so many states doing mail-in ballots that have never done mail ballots," Trimpa said. And it may not just be swing states that are the issue. In New York, a state that will almost certainty vote Democrat, primary results from earlier this year took four weeks in some cases. Henry Rosoff, a political reporter with WPIX in New York City, explained New York law requires 48 hours to pass after the election before absentee ballots can be counted. "We are not going to even begin to count half of our votes until 48 hours after Election Day," Rosoff said. "If we were a swing state, it would seem absolutely outrageous," Rosoff said. 1994
