OCEANSIDE, Calif. (KGTV) - A partnership is turning around the lives of young people at risk in North County. As 10News explores Life in Oceanside, we’re turning our focus to the success of the Boys & Girls Club. One of the young people helped by the program is 17-year-old Hunter Meyer. Like many teenagers, he struggled to find himself. RELATED: Mayor Pete Weiss talks Life in Oceanside“I became someone who preferred to sneak out late, get into a lot of trouble and run-ins with police,” said Meyer. Meyer said he started hanging out with gang members in sixth grade. As a freshman, he was kicked out of high school. Life became more difficult for him. “We were drinking and I came back just feeling like I’ve lost everything. I kind of lost who I was, you know, and then the next day I tried to hang myself and my mom and little brother walked in. That was kind of the turning point where I realized things needed to change drastically,” Meyer said. RELATED: Oceanside businesses continue to rely on thriving military communityMonths later, Meyer found out he was referred to a program to help at-risk youth called Oceanside Youth Partnership. It was started by Oceanside Police Lt. Valdavinos. “The people he was dealing with didn't have positive relationship with law enforcement and we weren't getting to them early enough,” said Ashley Sanchez, an OYP crime prevention specialist and mentor. Meyer was in the first class, spending two hours per week for 12 weeks to be redirected away from gangs. Two years since the first session, OYP has had many success stories like Hunter, who has been working for the Boys & Girls Club since 2018. 1853

On Aug. 26, 2017, 15-year-old Damon Grimes was involved in a police pursuit while driving an ATV in Detroit. That pursuit ended in a crash that claimed Grimes’ life.Reporters at Scripps station WXYZ in Detroit requested video from the crash under the Freedom of Information Act, and received 25 hours worth of video from police body cameras and dash cameras, surveillance video and cell phone video shot by witnesses that tell the story of the senseless death.Officials did not provide footage from the dash cam of the pursuit by Michigan State Troopers, Mark Bessner and Ethan Berger.At 5:31 p.m., video shows Damon Grimes riding his ATV down Rossini Avenue and Gratiot in Detroit. At that time, Trooper Mark Bessner requested priority to chase an ATV.“He flipped. Flipped!” Detroit Police Officer Williams said, video shows.“Yup, tell them there’s an accident,” said DPD Officer Boersman, who was first on the scene.Grimes had hit a parked Ford F-150 with his ATV and he flew off the four-wheeler.“0-9, he’s slowed down, we tased him and he crashed out. Have EMS step it up,” Bessner said.As Detroit Police Officer Kimberly Buckner heads to the scene in her squad car, radio chatter from MSP can be heard on the radio. “If you could just maybe have a unit or two make it there for moral support, sounds like it could be a pretty bad one.”“They never said what they were chasing him for just came over there and said MSP’s in a chase," Officer Addison said.“Don’t run from the State Police, you get ****ed up,” another officer said.Also on video, troopers can be seen attempting CPR on Grimes.“They tased his a** while he was cruising,” said an officer who walked up to Buckner as he covers her body cam.Buckner then shuts off her camera.As the ambulance arrives around 5:37 p.m., the stretcher is wheeled up to Grime’s body while another officer shuts off his body camera.At this point, Stephenson turns on her body cam.“Should we give them like an escort or something?” she asks Wade. “Should we give them an escort to St. Johns?”“For him? Hell no!” Wade said. “They got lights and sirens. We only do that for police. If an officer gets shot we’ll do that.”“I didn’t know they were chasing a four-wheeler,” said Stephenson.Damon Grimes was pronounced dead on arrival at St. John’s Hospital.Due to his insensitive comments, Detroit Police Officer Aubrey Wade was reassigned.Trooper Mark Bessner, the passenger in the MSP vehicle in pursuit, is accused of breaking protocol and taser use. He is awaiting an August murder trial. He resigned from Michigan State Police.The Grimes family has filed a million civil suit against Bessner. They have also filed a ,000 suit again Trooper Ethan Berger, the driver of the MSP pursuit vehicle. 2813

OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961. OCEANSIDE, Calif. (KGTV) - Oceanside could be getting a new active sports complex, complete with a man-made wave pool, perfect for surfing competitions, according to Mayor Peter Weiss. The idea is in it's beginning stages, no formal paperwork has been submitted to the city clerk. 10News spoke with her Wednesday and she said the developer, Zephyer Partners, has been talking with council members.Neighbors have already been hearing construction equipment hacking away at the remains of the drive-in that operated before the swap meet took over."When I was driving by and I saw you standing here I thought I need to find out because she probably knows more than I do," Neighbor Liz Lewellen said.She said the neighborhood has been wondering what could happen to the lot. Mayor Weiss told 10News the developer gave him this pitch, "n active sports complex, there would be a BMX track, a climbing wall, things like that, it would also have a hotel and then sports oriented retail." He also described a wave pool that mimics the Kelly Slater Surf Ranch in Fresno. The facility is state-of-the-art and perfect for competitions.The idea sparking interest in the community. Lewellen was shocked and excited when she heard."I love the idea that it's commercial coming in because this area desperately needs more restaurants more things," Lewellen said. "So that's really exciting, I know that we have the skate park up the street and that's been a god send for the kids and the active people in the neighborhood."Thursday Zephyr Partners will host a community workshop at Saint Mary Star of the Sea School from 6-8 p.m."It's something unique, I think I'd like to actually see the plans what they're proposing," Weiss said.When asked if Lewellen would try out the wave pool, "I've always wanted to learn how to surf," she said laughing, "so maybe, we'll see, if it's the perfect wave, maybe someone can train me how to perfectly get up on the board."Lewellen had one concern though, wondering how traffic would affect her drive to and from home.Zephyr Partners did not respond to 10News's request for comment.
