NEW CASTLE, Del. – Joe Biden laid out the third tier of his “Build Back Better” economic policy plan during a speech on Tuesday.The speech in New Castle, Delaware, focused on the presumptive Democratic nominee’s plan to support working families, childcare and educators.Watch Biden's speech below:The plan will create around 3 million new jobs in the caregiving and education industries, and will cost about 5 billion over 10 years, according to the campaign. Biden says the plan will be paid for by rolling back tax breaks for real estate investors with incomes over 0,000, as well as taking steps to increase tax compliance for high-income earners.The campaign announced proposals to eliminate the waiting list for home and community care under Medicaid, provide fresh funding to states and groups that explore alternatives to institutional care, and add 150,000 new community health workers.As for childcare, the former vice president is proposing a bailout for childcare centers, which have been hit hard by the pandemic. He’s also proposing national pre-K for all children ages 3 and 4.This economic speech is the third of four Biden is giving before the Democratic National Convention is held in Milwaukee in August. 1236

Nightly protests like the ones in Kenosha have been seen in cities across the country before: Ferguson, Baltimore, Minneapolis. The calls for charges against officers involved in shootings may be growing louder amongst protesters, but charges and prosecutions in these cases remain rare.Five days after Kenosha police officer Rusten Sheskey grabbed Jacob Blake’s shirt and fired seven shots into his back, many are angry no charges have been filed.“The reason people expect charges in these cases to be filed so quickly is because when a civilian harms someone, they're charged, you know, immediately,” said Kate Levine, an associate law professor at Cardozo Law School in New York.“I believe that all ordinary citizens should be treated the way the police are treated, and prosecutors should do a thorough investigation before they charge,” said Levine, who studies police prosecutions.Bowling Green criminal justice professor Phil Stinson tracks these types of cases. He says even when charged with more serious crimes, like manslaughter or murder, officers are rarely convicted.“About 1,000 times each year, an on-duty police officer shoots and kills someone. And it's actually a very rare event that an officer is charged with murder or manslaughter resulting from one of those shootings,” he said.In many cases, experts say it takes public pressure or independent video evidence to even get charges filed.In the case of Laquan McDonald, a black teen shot dead by a white police officer in 2014, it wasn’t until dashcam video was released 13 months after the shooting that Chicago police officer Jason Van Dyke was charged and eventually convicted of 2nd degree murder."Absent the release of that footage, what you have is the police officers saying Laquan McDonald was threatening us. Right. And only when you see the video do you see this is a kid walking away from them, not threatening them,” said Levine.According to a statistical analysis by Bowling Green University, since 2005, 119 police officers were arrested for shooting and killing someone while on duty. While 44 were convicted of a crime, most were for convicted for lesser offenses. Only seven were convicted of murder.“Instead of treating it as a potential criminal homicide case in a crime scene, it seems that the assumptions they start with in these cases are that an officer was involved in a shooting and that it was probably legally justified,” said Stinson.In Louisville, police executed a no-knock warrant on the wrong apartment shooting and killing 26-year-old Breonna Taylor. Five months since the deadly incident, none of the officers face criminal charges.And now, Jacob Blake is paralyzed from his wounds and recovering in a Wisconsin hospital.Stinson says we’ve reached a tipping point.“People of all walks of life are realizing that these are not isolated incidents. These types of things happen with impunity on a regular basis. And we need to make great changes to policing in the United States.” 2992

NEW YORK CITY — Fire marshals arrested a 36-year-old man accused of setting off fireworks that burned down a Brooklyn home last month, officials said Thursday.Officials said that the video shows Damien Bend igniting the illegal fireworks on June 24. Bend is charged with arson, FDNY Commissioner Daniel Nigro said."Illegal fireworks pose significant dangers to the safety of New Yorkers and their property," Nigro said. "Our Fire Marshals will continue to actively enforce the laws relating to illegal possession and sales of fireworks in New York City."Bend allegedly set off numerous fireworks, sending one of them through a window at around 9:25 p.m. last Friday night. Officials say he continued to light them, even as flames could be seen through the window of the 51st Street home.Video shows that one of the people with Bend appeared to be smoking a cigarette and filming himself as he shot off the fireworks.His friend, also filming himself, eventually noticed the house was burning at 9:32 p.m. — about seven minutes after the fire started.The video showed one of the men trying to contain the fire with a garden hose, to no avail."They were doing it in such a confined area it was just bound to happen," said FDNY Captain Michael Koco, director of safety education. "It was a recipe for disaster."The FDNY has set up one of a number of informational booths across the city to inform residents of the dangers of setting off fireworks, given the dramatic spike in complaints."A lot of times, the people that are being harmed are the bystanders," Koco said.In the last nine days, fire marshals in New York have arrested 17 people and confiscated nearly ,000 worth of illegal fireworks.It took 60 firefighters to knock down the blaze started by fireworks at 51st Street."They're illegal for a reason," Koco said. "You're talking about explosives. NEW YORK, N.Y. - Walking around the city is a learning experience.Two life-long friends have written a book about their travels and discoveries on the streets of Manhattan.Lori Zimmer started writing and walking about a decade ago after losing her job.“I never had the time. Now I was taking note,” Zimmer said.“Art Hiding in New York” was born when she visited Maria Krasinski, who illustrated the book. It was an artistic choice to use drawing instead of photographs.“It’s a little more playful and fun. Illustrations brought it to life,” Krasinski said.Click here to read about and purchase the book.
