SAN DIEGO (KGTV) -- Local gym owners are faced with another difficult decision as San Diego County moves into the purple tier, the most restrictive of the state’s classifications of COVID-19 spread.Under the new regulations, gyms may not operate indoors, meaning those who cannot operate outdoors will be mandated to close.The restrictions take effect Saturday.RELATED: County moves into California's COVID-19 purple tier“You want your members happy. You want your staff happy. You’ve got to put food on your table. And you’re trying to do the right thing, you’re wearing a mask and you’re indoors, so it’s going to be just an unbelievable, worrisome time,” said Bryan Welch, general manager of the Point Loma Sports Club.Welch said the new restrictions will not have a significant impact on his gym because the Point Loma Sports Club had already moved 90% of its operations outside. But he said he empathizes with gyms that do not have usable outdoor space or a cooperative landlord.Even some gym owners that can move outside may not choose to do so. They say limits would force them to operate at an untenable loss, leaving them to choose between operating indoors in violation of public health orders or going out of business. One owner, who did not wish to be identified, told ABC 10News he plans to continue indoor operations in order to stay in business.RELATED: Restrictions to hit retailers as holidays approachWhile Welch is empathetic to gyms facing that tough decision, he said he believes the only way to safely reopen all businesses is for the portion of the public that has eschewed safety measures to commit to wearing masks and social distancing.“I think your freedom actually grows. SAN DIEGO (KGTV) – Local and federal authorities are asking for the public’s help in finding a father suspected of abducting his two children and fleeing to Mexico.Authorities said on Jan. 12, 2019, Foong Lian Chin’s ex-wife dropped off their two sons, with the understanding that he would return them to her on the following day.However, when Chin did not return the kids, the ex-wife “called law enforcement to check Chin’s address” but “there was no answer at his house.” Law enforcement also tried to reach Chin by phone but could not get a hold of him.On Jan. 16, 2019, a court gave Chin’s ex-wife full custody of the couple’s children and an arrest warrant was issued for Chin. Authorities said the million warrant is for parental child abduction.According to authorities, investigators learned Chin took his sons -- 8-year-old Huaiyu Chin and 7-year-old Binyu Chin -- to Mexico.Chin, who immigrated to the U.S. from Singapore in the 1980s, has lived in New York, Southern California, and Baja California.Chin and his sons were believed to have last been spotted in Tijuana, Mexico.Chin is Asian, 47 years old, 5 feet 8 inches tall, and weighs 130 pounds. SAN DIEGO (KGTV) — It has been over six months since a water main break spilled thousands of gallons of water into North Park streets, but some homeowners are still dealing with the aftermath.Jonathan Head has owned a triplex on Idaho street for almost twenty years."There's two buildings," Head said. "It was built in [the] 1940s."Back in October, a water main broke near his property. His tenants started to text him early that morning on October 4th. "It made my heart drop... it was like a river," Head said. While the water did not enter the living space, Head said it went into the vents flooding the crawl space beneath. "The wiring, the plumbing [was] completely saturated," Head said. He said city workers tried to fix the problem, but it was too late."By the time they got the equipment in, most of the water had penetrated the soil," Head said. He believes that made it difficult to dry out the property, which is why they are seeing problems with the foundation. Head said cracks below and inside the home developed. He filed a claim with the City of San Diego, but said he got no response."The city still has not compensated the clients entirely for the full scope of the damage," said Head's attorney, Evan Walker. There is now a lawsuit claiming roughly 5,000 worth of damage. "I think the city has known for some time about the precarious condition of its pipes and that it has done nothing," Walker added. SAN DIEGO (KGTV) — If you're trying to find a precious ticket to San Diego Comic-Con this summer, watch out for villainous scammers scalping fake badges.The Better Business Bureau has issued a warning that third-party sellers may sell fake badges."For consecutive years now, Comic-Con International has sold out in record time and obtaining a badge has become strenuous," the BBB writes. "One of the most pervasive scams BBB has found over the years is the reselling scam in which a scammer claims they bought a badge but can no longer attend the convention."MAP: Where to find you favorite Comic-Con exhibitsScammers may offer their fake badge, tricking customers into thinking they can change the name on their badge to theirs. But they can't and Comic-Con doesn't allow legitimate badge holders to do so."A key factor for consumers to remember is Comic-Con provides a refund at the buyer’s request, making it unnecessary to resell a ticket," BBB adds.The BBB says another common scam with SDCC badges is scammers sell "extra tickets." Comic-Con badgeholders are limited to one ticket each, so third-party sellers can't have extra badges to sell. SAN DIEGO (KGTV) - Infrastructure improvements will halt Coaster and Amtrak rail service this weekend in San Diego County.During the March 3 - 4 closures, neither Amtrak or Metrolink will be available to commuters in Oceanside, according to North County Transit District (NCTD). Connecting bus service will require an Amtrak reservation, however.There will be no connecting bus service for Coaster commuters, though passengers can use Breeze Route 101 or MTS connecting service, NCTD says.10NEWS TRAFFIC CONDITIONSCoaster and Amtrak service will be canceled on March 10 - 11 as well due to an emergency exercise. The exercise will be held at the Carlsbad Poinsettia Coaster Station from 10 a.m. to 3 p.m. Those in the immediate area should expect to see emergency vehicles.On the Friday following each closure, southbound Amtrak Rail 2 Rail trains A792 and A796, scheduled to depart Oceanside at 10:05 p.m. and 12:01 a.m., will complete their trips to Santa Fe Depot, but Amtrak train A590 will be canceled.The Monday following each closure, rail service will re-open, though trains may be delayed up to fifteen minutes.For future closure information, visit NCTD's website. 1196
