BEIJING -- The Industrial and Commercial Bank of China (ICBC) has planned to open a subsidiary in the United States, as part of its going-global strategy which also involves Russia, Indonesia and the Middle East, Board Chairman Jiang Jianqing said here on Wednesday."Preparations have been going on smoothly. We hope to receive approval from American authorities as early as possible," said Jiang, a delegate to the ongoing 17th National Congress of the Communist Party of China, at a news briefing.Jiang said that next month the ICBC would open a branch in Russia and take over the Bank Halim in Indonesia. Applications to set up new branches in Dubai and Doha have been approved by the banking authorities of China, paving the way for its march into the emerging Middle East market.In its latest overseas expansion, the ICBC clinched an agreement with Seng Heng Bank Limited on August 29 to acquire a stake of nearly 80 percent of the bank in Macao for 4.683 billion patacas (US5 million), according to the bank's website.Jiang said that the ICBC would "cautiously" advance its going- global strategy. "Only when the price, opportunity and place are right will we make a move."The bank has established more than 100 branches so far in 13 countries and regions, mainly through greenfield investment, merger and acquisition. But overseas business only contributed three percent of its total assets and four percent of its profits. TAIYUAN -- Fifteen miners have been confirmed dead following Saturday's gas explosion in a coal mine in Linfen City, north China's Shanxi Province, rescuers said on Sunday. Rescue operation is still going on. The gas blast occurred around 1:50 p.m. on Saturday at Pudeng Coal Mine in Kecheng Township of Puxian County. About 30 miners were trapped underground, according to preliminary estimates. "The exact number of miners trapped underground is yet to be affirmed," said a spokesman for Shanxi Provincial Bureau of Coal Mine Safety Supervision. The cause of the gas explosion is being investigated. Pudeng Coal Mine, which is in operation with permits, produces 150,000 tons of coal a year. Zhao Tiechui, director of the State Administration for Coal Mine Safety Supervision, together with local officials have rushed to the accident site to direct rescue efforts.

Central China's Hubei Province has banned pearl farming in all lakes, rivers and reservoirs in an attempt to prevent water quality from worsening, local aquatic products administration said Saturday.Pearl farms have covered a total area of 13,000 hectares in the province, and the annual output has exceeded 400 tons, a spokesman with the administration said.Some farmers resorted to pesticides and manure to farm the pearl oysters, which has caused swathes of algae to bloom in the water, and turned the water stinky, he said.The administration said it would not approve new applications to establish such farms, and has ordered all water areas used to cultivate pearls to be cleaned.Over the past several months, blue-green algae outbreaks, usually caused by pesticides runoffs and other pollutants, have been reported in Taihu Lake, Chaohu Lake and the Dianchi Lake in southwestern China, endangering domestic water supplies.Zhou Shengxian, director of the State Environmental Protection Administration (SEPA), unveiled a set of tough new rules early July to tackle worsening pollution in the three lakes.The rules include a ban on all projects involving discharges containing ammonia and phosphorus. He also ordered all fish farms to be removed from the three lake areas by the end of 2008.
