SAN DIEGO, Calif. – When college students were forced out of dorms, some without family or a permanent home didn’t have anywhere to go.Young people who are too old for the foster care system have been some of the hardest hit by COVID-19. Researchers with the Field Center for Children’s Policy found they've been severely impacted by the unemployment, education disruption, homelessness, and food insecurity brought on by the pandemic.“Once I turned 21, because I emancipated from foster care, there weren’t any housing resources for me available. It was kind of, you’re on your own," said Jackie Robles. During the shutdown, Robles was transitioning into graduate school at UCLA.“There was a lot of confusion with dorms shutting down, sororities and fraternities pretty much dismantled. And then also on-campus jobs and part-time jobs, those were all being laid off or non-existent," said Gianna Mulkay.Mulkay is Executive Director of Together We Rise, a nonprofit dedicated to helping foster children. When COVID-19 hit, they moved quickly to support former foster youth in college, calling on volunteers to open their homes, working with hotels to secure rooms, and even purchasing RVs for students.“Before you know it, we were serving 1,200 students, with not just longer-term housing, but making sure they had meal assistance, making sure they stayed enrolled," said Mulkay. Through the rapid response effort, Robles received money for food and rent before landing in a housing program for the homeless.“We’re very nervous about the continued close-downs and what that means for housing for foster youth," said Mulkay. It’s a system that was already in crisis, Mulkay says, noting some of the dismal statistics.Among them: 80% of the prison population has experienced the foster care system, 70% of foster youth go homeless within 18 months of aging out of the system, and 70% of young women in the foster care system will become pregnant by age 21. Mulkay says there's also a huge disparity in education, only 50% of foster youth graduate high school, and just 3% graduate college.“Foster community is hit, and it’s hit hard. We don’t think it will ever be the same again," said Mulkay. But the rapid response effort is showing results; 100% of students who received help re-enrolled for college this fall. They now have funding to provide this critical lifeline to youth in 14 states.“This is definitely way more direct, way more in the trenches of discovering the real issues," said Mulkay. SAN DIEGO, Calif. (KGTV) - A large San Diego Church is continuing to hold in person, indoor services despite orders from San Diego County to hold services in outdoor settings only. Awaken Church has gotten three cease and desist orders at different locations and also had an outbreak at one of those locations, according to San Diego County.County Supervisor Nathan Fletcher said the church is not cooperating with the county in regards to the outbreak at their Balboa location, so the county had to publicly announce the community outbreak and ask anyone impacted to quarantine. Typically, the specifics of community outbreaks would not be publicized, but he said the lack of cooperation from the church led to the public notice.“The Awaken Church in general has continued to be very defiant and continue to put the members of their church at a great risk and continue to not cooperate as we seek to investigate positive cases, which led us to the unique situation of publicly reporting that they did have a public outbreak at the Awaken Church,” said Supervisor Fletcher.Anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 is asked to quarantine for two weeks.Related: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreakSupervisor Fletcher said the county is trying to find a balance between respecting freedom of religion and also keeping the community safe.“We do recognize the first amendment role and I recognize the important role faith plays in our lives and in our community, particularly in a time of difficulty, which is why we work so hard to try and make sure that it is available, it just has to be available in a safe way,” he said.Glenn Smith is a Professor of Constitutional Law at California Western School of Law and also teaches at UC San Diego, and said there’s a chance churches could fight restrictions in court, but it depends on the circumstances. He said if a church is impacted by blanket rules for an area, they would likely not win in court. A church would have to prove that they were treated differently.“If religions are being treated in a nondiscriminatory fashion, in other words if there’s a general law that establishes how many people can be in a room or what are the conditions, and it happens to have an incidentally impact on religion, that’s not a special problem as long as government has a rational reason for doing that, that’s alright. It’s only when government discriminates against religion that a special level of review called strict scrutiny is required and government has to have a really really good reason for discrimination,” said Smith.He added that the makeup of a court will also impact any future decisions on religious freedom, saying when Justice Ruth Bader Ginsburg was alive, cases regarding religious freedom during the pandemic were found to not be discriminatory, however with the newly appointed Justice Barrett, it’s more likely the Supreme Court would rule in favor of a church. 3009

SAN DiEGO (KGTV) - Police deployed tasers to arrest a man following a road rage outburst that got out of control Wednesday evening.Police identified the man as 33-year-old Jason Berard. He was driving a silver SUV that backed into a white pickup truck near Park Boulevard and Howard Avenue in the University Heights neighborhood.  According to the driver of the pickup, they pulled over into a Chevron. The driver of the pickup truck thought they were going to exchange insurance information, but instead, Berard was confrontational.  According to witnesses, Berard punched the other driver before ripping away the man’s cell phone and throwing it on the ground, smashing it.A gas station employee called the police.  After police responded and made contact, police say Berard assaulted an officer. That’s when another officer came to help and fell to the ground during the struggle.Police say Berard took off on foot and got about a block down Howard Avenue but was taken down after an officer using their taser.Berard could be facing battery charges on an officer as well as resisting arrest. 1122

SAN DIEGO (KGTV)- Drugs and graffiti were just some of the problems filling parks around San Diego, with most of the activity happening during the night hours. A curfew has now been put in place for several parks.Community members and city leaders threw a party Friday morning to celebrate the change. Residents have been rallying for a curfew at City Heights Square Mini Park, which sits in the middle of an assisted living facility for seniors. Neighbors say before the curfew, they observed everything from gangs and drugs at the park. “We are this beautiful community,” says Delia Contreras. “We have kids, we have a lot of good things, but the drugs are no good.”Since the beginning of the year, 217 crimes have been reported within a 1,500 feet radius of the park. The crimes include assault, theft, and vandalism. “To me, San Diego is a paradise, and we need to clean up the whole town,” says Ronald Tieken. City Heights Square Mini Park will now have a nightly curfew from 9 pm to 5 am. There were other parks around the city with the same problems. Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park. These parks will now have a curfew of midnight to 6 a.m. “It took a lot of time because we didn’t want to take just one site, so we opened it up for other sites to bring their concerns in, and five parks were identified to go forward with it,” says Raul Contreras, with the city’s Parks and Recreation Department. City Heights Square Mini Park will also offer programs for all ages, like aerobics and arts and crafts. The events are free of charge. 1619

SAN DIEGO (KGTV)- Roger Francis, also known as Francis Love, died two years ago at the age of 70. He was a marine who served in the Vietnam War. When he died, his family discovered about 300 paintings from over the years and as of a few months ago his sister, Peggy Starns found a gallery to host an art show. "He goes what are you going to do with all these paintings and I said I don’t now we already gave a bunch to the church."For a period of his life, Love was homeless. "He was homeless for about 20 years and then he finally hooked up with VA and then he got some living expenses and was in the studio,” his sister tells 10News. After being homeless for two decades, he grew close with the community and continued to donate after he got his own apartment. Two years since his death, all proceeds from the art show on Friday will go to the Alpha Project to help San Diego’s homeless. 250 paintings will be for sale at Good Friday Gallery located downtown at 556 19th Street. The art show starts at 6 pm and will last four hours. 1043
