SAN DIEGO (KGTV) — As California deals with its worst energy crisis in two decades and the threat of more rolling blackouts, a lot of people are wondering who -- or what -- is to blame.Energy experts say last weekend’s blackouts are raising new questions about the way the state manages its electrical grid. California is the only state in the west that uses an independent system operator, an entity known as Cal ISO.“This is really just a demonstration that the reliability of the grid is less reliable with [Cal ISO] than when we just had regular utilities,” said San Diego-based energy consultant Bill Powers.Cal ISO manages 80 percent of California’s power grid. It manages the flow of electricity for investor-owned utilities like an air traffic controller manages the flow of privately owned airplanes down a runway. City-owned utilities like the Los Angeles Department of Water and Power are not part of the Cal ISO system.Cal ISO, previously known as CAISO, was formed in 1998 after regulatory changes during the Clinton administration that were designed to make the energy market more competitive.Powers said the fundamental idea was simple: “instead of having these monopoly utilities controlling everything, let's open up the transmission systems.”But it didn’t take long for flaws in the system to emerge. In 2001, market manipulation from companies like Enron prompted dozens of rolling blackouts.In other states like Arizona, utilities are responsible for the electrical transmission within their service territory. Those utilities are able to rapidly respond if conditions prompt the need for additional power generation, Powers said.“[It’s] one-stop shopping. Here it’s two-stop shopping,” he said. “You've got another layer of fat in there. And if that layer of fat is playing the game a different way, simply making sure everyone is covered, then you have the potential to have a breakdown. And we're now experiencing a breakdown.”The most recent major breakdown was in 2011, when 1.4 million San Diegans suddenly found themselves in the dark.A federal investigation into the Great Blackout of 2011 cited “inadequate real-time situational awareness” -- basically bad grid management -- and faulted several entities, including Cal ISO.Edward Lopez, the executive director of the Utility Consumers’ Action Network, said last weekend’s rolling blackouts were another example of bad grid management.“This is an indication that, again, this statewide organization needs to be better prepared and ready to jump into action quicker,” he said.Cal ISO blames another state agency for the recent rolling blackouts, the California Public Utilities Commission, along with California’s evolving energy portfolio.About one-third of the energy California now generates in-state is from renewable sources like solar and wind. When clouds roll in and the winds subside, that can be a problem.“Lack of resources, the heat, those go into account,” Lopez said, “but on the other hand, this was not unpredictable.”Even though more Californians have been staying home due to the pandemic, last weekend’s conditions were not particularly remarkable, he said. With the impact of climate change, above normal temperatures are expected to become more common.One solution to California’s renewable energy problem, he said, is to invest in more energy storage.Cal ISO’s own data shows energy demand last weekend was lower than in previous peak years and there were reserves available, Powers said.“Why do we keep reserves if we’re not willing to use those reserves when conditions get tight?” Powers said.City-owned utilities like LADWP that are independent from Cal ISO did not experience rolling blackouts, one reason Powers thinks there’s a problem with California’s energy air traffic controller.“Maybe we need better rules. Once I got the results back, I was shocked how much it changed people's perspectives by 30%."And it wasn't just his creativeness that got the judge's attention. He was also asked to answer two questions, one to offer a solution to the global wildfire issue. "You'd have a fleet of drones that'd detect fires with image processions and AI, that was my idea for solving the wildfires." His sharp responses then placed him in the top 30. "I just freaked out, it was incredible."Next month, Agastya will be competing in the final round as the contest goes virtual for the first time amid COVID-19. He said the most exciting takeaway so far, has been seeing others his age come up with real solutions that could change the world. SAN DIEGO (KGTV) - Conservationists planted dozens of Short-leaved Liveforever in a secret location Friday in an effort to help the succulent survive, according to San Diego Zoo Global Plant Division and the Chaparral Conservancy.The reason for the secrecy was due to the same two reasons the plant is endangered: Illegal harvesting and vandalism. David Hogan, Director of Chaparral Conservancy, lent seeds from an area in Torrey Pines to San Diego Zoo Global, which cultivated the plants for two years.Hogan grew up in San Diego and says his earliest memories are toddling around in nature. He says he's been keeping a close eye on these tiny plants for years, and is now thankful for the handful of grants from various agencies to make reintroducing Liveforever possible.The plant gets its name from its life cycle, sprouting leaves in the summer, and dying down to its root in the winter.Just off the trail, two yellow measuring tapes sat straight as arrows, creating a grid for the Zoo Global team to note where they planted root shafts. "[They're] pretty tiny; the only way we're going to find them is from these measurements," Joyce Maschinski, Vice President of Science and Conservation with Zoo Global said.She wasn't kidding. Looking down, the tiny plant blends right into the rocks surrounding it. Only a trained eye and careful steps keep these conservationists from stepping on the precious wildlife.Hogan said the Liveforever would grow about three times its size in a good year. In the summer, they can bloom beautiful flowers. That's part of the draw for illegal harvesters who sell the plants in Asia.Conservationists used tweezers to hold the roots in just the right place as they filled the marker-sized hole and watered the plants."Everybody knows that it's kinda hard to kill a succulent so they should be able to do well as long as we get them in there, in the right place to grow, and give them some water," Research Assistant with Zoo Global, Joe Davitt, said.Altogether they planted 46 root shafts across two locations."They're nowhere near as appealing to a lot of people as a, say, a baby polar bear or a giraffe, but they're just as equally important. They're part of the incredible biodiversity of life on earth," Hogan said.The Liveforever only grows in five places on Earth, between La Jolla, Carmel Valley and Del Mar, Hogan said."Sometimes it's appealing to go out onto the cliffs to get a better shot for the camera or the ocean or the sunset, but that's unfortunately where a lot of these really rare and endangered animals and plants live," Hogan said, encouraging people to stay on the trails."A lot of us who work with conservation connect with nature as home; this is where we go for comfort, this is where we feel the most connected with the rest of the world," he said. 2817
SAN DIEGO (KGTV) — As wildfires continue to burn in California, researchers say they may be adding fuel to another emergency: the pandemic.Parts of the Golden State have been buried in a blanket of smoke for weeks. Wildfire smoke is a mixture of many pollutants, but the majority consists of tiny particulate matter called PM2.5, which can also be produced by cars and power plants.“It’s a threat amplifier,” said Dr. Abisola Olulade of Sharp Rees-Stealy Medical Group.In April, researchers at Harvard found that just a small increase in this kind of air pollution led to an 8% jump in the death rate from COVID-19.Studies have shown that air pollution from these tiny particles can increase the risk of death in older adults from other causes, but the Harvard researchers found the increase from COVID-19 was 20 times larger.Why? The most widely accepted theory is that smoke particles, which can burrow deep inside the lungs and enter the bloodstream, can add a layer of health complications for people already fighting the virus.“People that are already fighting off a COVID-19 infection already have compromised heart and lung function if they have severe illness,” Dr. Olulade said. “So that can increase their susceptibility to the effects of wildfires.”The particles can contribute to more inflammation and potentially lead to blood clotting, she said.“Any chink in the armor, so to speak, is going to really make people have trouble maintaining” the body’s stressful fight against the virus, said Dr. Christian Ramers of Family Health Centers of San Diego.Another theory from early COVID-19 research that hasn’t been peer-reviewed: smoke particles could allow the virus to travel farther and survive longer, potentially allowing it to spread to more people. Both Dr. Ramers and Dr. Olulade said there was less research to support this theory.“What makes the sky look hazy when there’s smoke? It’s particles. So it's conceivable, again this is kind of conjecture, but it's conceivable with more particles in the air then yes the virus can latch onto those particles a bit more,” said Dr. Ramers.Doctors say there’s stronger evidence to suggest that wildfire smoke could help the virus enter a healthy person’s body. Not only does smoke wear down the protective lining of our airways, it stimulates certain receptors in the lungs -- the exact receptors that the spike proteins of the coronavirus use to get inside cells.“The virus binds to those ACE2 receptors, so if you have more of them, it can increase the viral load,” said Dr. Olulade.All kinds of air pollution put us at greater risk from respiratory diseases like coronavirus, not just wildfires. But one thing is for sure: Californians have been exposed to a lot of smoke lately.Since the beginning of the year, wildfires in California have burned more than 3 million acres, according to CAL Fire.
