IMPERIAL BEACH (KGTV) -- Some South Bay parents said they are frustrated with their internet company after they learned of planned outages during the middle of the school day.Michael Crawford’s daughter is in her first year of high school and like many local students, is starting the year online. Crawford said the transition to virtual learning has not been easy for her. When he learned of the Cox communications outage planned for Tuesday, Crawford said it only added insult to injury. According to a notice he received on his door Friday, the planned service outage was slated to begin at 5 a.m. and last until three in the afternoon.He called Cox Communications, but did not get any answers. “I spent an hour on the phone with them. The lady seemed very sympathetic at first and then she [came] back on the phone and said there’s nothing we could do about it,” Crawford said.His neighbors received the same notice about the planned outage. Crawford questioned why the company doesn’t perform the work later in the day or on the weekends.“I pay them 0 a month for my services and that’s just my house,” Crawford said. “This is a lot of money they’re making and I don’t see why they can’t just pay some overtime for a Saturday. We’re all making sacrifices right now and even the big companies need to make the sacrifices as well.”A Cox Communications spokesperson confirmed the outage due to network upgrades. She said the time on the notice is a window and the average time that a customer is without service is two hours.“We recognize the inconvenience to our customers,” said spokesperson Ceanne Guerra. “Our crews are working really hard to complete this work as quickly as possible. He and his soon to be ex-wife filed for divorce in October. McEachern said it should have been finalized in April. When he tried to find out why divorce documents were not mailed back to him yet, he learned it was going to take much longer. “I called the clerk’s office. That was the first time, I realized they were telling me we’re eight to ten months behind,” McEachern said.  It’s affecting him both personally and financially. “I can’t change health insurance until I have the signed divorce decree. She doesn’t want to use my health insurance because we’re separated, getting a divorce, so I’m paying for coverage no one’s using,” McEachern said. “We’re hearing a lot of complaints from people,” Roddy said. “They want to get divorced.” Roddy said this fiscal year, they’ve had to make million in budget cuts on top of a million deficit.  “That’s a million dollar hit to the court. We lost about 100 employees and we had a hiring freeze,” Roddy said.  In small claims court, Roddy said it takes about a year to set your case for trial.  When asked who is at fault for the backlog, Roddy said it started with the recession. “The recession hit California very hard, hit the courts very hard, and we have not bounced back to that level,” Roddy said. “It’s just very frustrating because every day, I’m still being tied to a marriage that we both have left from,” McEachern said. He added that it is “disheartening” that people pay for a process and the service isn’t being delivered. Roddy said they are hoping for more money in this next fiscal year, which they can use for personnel. (KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year.
