SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. According to San Diego Police, the shooting of the three employees was reported at the restaurant in the 3700 block of Del Sol Boulevard just after 5:30 p.m. Police say a man in his 30s walked into the restaurant early in the evening. "The suspect got into a verbal argument with employees and left the restaurant. Surveillance video from a business across the street shows the suspect parking and re-parking his car several times between 4:40 p.m. and 5:22 p.m. At 4:53 p.m., video shows the suspect walking into the establishment before going back to his car at 5:08 p.m. The man re-parked his car at 5:22 p.m. before walking into the restaurant a final time at 5:27, when the shooting took place. At 5: 30 p.m., video shows the suspect walking to his car before driving away with his lights off. Minutes later, at 5:34 p.m., a San Diego Police vehicle arrived at the Church's Chicken. SAN DIEGO (KGTV) - A San Diego nonprofit is hoping to tackle the homeless crisis with a creative solution.The nonprofit, Amikas, envisions a San Diego where every woman and child has a safe place to live in.They hope to build emergency sleeping cabins, which could temporarily house homeless women and children as they look for a permanent place to live. "They're small, they're immediate, they go up in a matter of days, and so we can house a lot of people very quickly with this solution," said Shanna Welsh-Levin, President of Amikas.Designed by San Diego-based Treecycling, the homes are inexpensive and can be built within 24 hours. The cabins are mobile, able to be dismantled within a few hours. "We built these things like houses so they feel like homes," said Gabriel Stafford, with Treecyling. The house built this week is on display at the Meridian Baptist Church in El Cajon. The ultimate goal would be to run a two-year pilot program, creating an emergency cabin village to test the idea. SAN DIEGO (KGTV) -- A San Diego-based financial investment advisor is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement, and taking more than million, according to bankruptcy court records.Sharon and David Vega said they started working with Christopher Dougherty about 17 years ago. A few years ago, Sharon Vega said that he recommended to take money “out of the TD Ameritrade and place it in private placement in farm subsidy accounts.”The Vegas trusted him and placed approximately ,000 in these new accounts. They said they continued to receive statements showing how their money was doing, but they started to see red flags. Sharon Vega said when checks bounced, Dougherty gave various excuses.She showed Team 10 one bounced check where Dougherty claimed “there was a mix-up at the bank.” They decided to sever ties and asked for their money back.“He said no problem, he would start on it right away,” Sharon Vega said. However, she said that did not happen. She showed Team 10 several text messages from Dougherty late August into early September promising their money. One message said the transfer was “already in motion. Should see it shortly.”“We have not received any funds back. He filed bankruptcy and he’s trying to have ours discharged with many other people’s,” Vega said. She said the ,000 was money they had been saving to try and help their grandchildren with college.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said. “It’s devastating,” said Jerry, another former client of Dougherty. He and his wife declined to use their last name.Jerry and his wife Diane told Team 10 they invested more than million with Dougherty over the years. At first, it was with traditional accounts. They said he later convinced them to invest in an Alpine farm. They thought they were diversifying their retirement money, but what they know now is everything they saved for is gone and what happened to their funds is unclear. Like Sharon and David Vega, they said Dougherty kept sending them statements.“We rely upon our children now,” Jerry said. “We can’t even afford a burial plot.”In 2011, Dougherty was charged for stealing money from a youth baseball league. He was ultimately sentenced to three years summary probation, according to the District Attorney’s Office.
