Four suspects that were allegedly involved in the murder of Baltimore County Police Officer Amy Caprio have been identified and charged as adults.Eugene Genius IV, 17, Darrell Ward, 15, Derrick Matthews, 16, and Dawnta Harris, 16, are all being charged with first-degree murder after Caprio, was run over by a car and killed on Monday. Genius, Ward, and Matthews are also facing first-degree burglary charges as well. On Monday, the teenagers were allegedly breaking into homes in the Perry Hall area when Caprio responded. Genius, Ward, and Matthews were reportedly inside a home when Caprio arrived.Harris was waiting in a Jeep Wrangler, and when Officer Caprio told him to get out of the car he allegedly ran her over and then drove away. After a multi-day manhunt, al four teenagers are in police custody.According to charging documents, Genius was arrested a day after the murder occurred and objected to his murder charges, saying that he was in the house when the murder happened. He added that he only knew two of the others involved, not all three. They all have a trial date of June 1. ????Harris has been charged with a series of carjackings, including stealing the vehicle that police say was used to kill officer Caprio. Police say Harris was under house arrest and wearing an ankle monitor at the time.Speaking at the District Court for Baltimore on Tuesday, the judge in the case said he wasn't sure any juvenile facility is secure enough to hold Dawnta Harris.Prosecutors said Harris was arrested four times for auto theft since December of last year.“This 16-year-old perhaps shouldn’t have been out (of jail),” Baltimore County Police Chief Terrence Sheridan said.Maryland Secretary of Juvenile Services Sam Abed said the court acted with the Baltimore City State's Attorney and the public defender to let him out on house arrest. “On May 10, there was a detention that the department was not privy a party to where the youth was released back to electronic monitoring,” Abed said.Between then and May 18, Abed said his compliance was poor and they requested that he be brought in.His mother had reached out to the court to let them know she couldn’t find him. “We attempted to contact the youth through his cell phone,” Abed said. “Went to his school and other places that we knew him to frequent to try and locate him. We made many attempts to try and contact him.”Three other suspects are in custody, and Baltimore County State's Attorney Scott Shellenberger said they are planning to pursue murder charges against all three.“They are in for everything that occurs as a result as that burglary, including when their co-defendant is outside running over a police officer and killing her,” Shellenberger said. “We believe we have a solid theory to proceed on murder charges against all 4 of them.”City State's Attorney Marilyn Mosby’s office did not return a request for comment on Abed’s claim that his department wasn't privy to Harris being put back on house arrest. 3091

For Rep. Martha McSally, there may be another way to get to the Senate: an appointment.A day after the Arizona Republican conceded her Senate campaign to Democratic Rep. Kyrsten Sinema, the state's other senator, Jon Kyl, told CNN on Tuesday he has decided whether to leave office before his term ends at the end of next year. He wouldn't reveal his decision, but said he will talk to Gov. Doug Ducey about it.He also praised McSally, who once worked on his staff as a national security adviser, when asked about her as a potential replacement if he resigns."Martha McSally would be a very good member of the United States Senate, however she got there," Kyl said. "And I regret that she didn't make it in her election.""I can't think of anybody more qualified than Martha McSally," he added.In the interview, Kyl made clear that an appointment would be Ducey's decision, saying he didn't "want to try to try to influence that." He said his comments "have nothing to do with any potential candidate to replace me."Later Tuesday, in a separate interview, Kyl continued to praise McSally, but said his praise was meant outside the context of an appointment "because it is strictly the governor's job and he's got a lot of factors to consider and I'm not getting in the way of that."In September, Ducey tapped Kyl to temporarily replace former Sen. John McCain, who died in late August. At the time, Kyl said he would remain in office at least through this year -- but that he would not run for re-election in 2020, when a special election will be held to fill the remaining two years of McCain's term. It left open the possibility that Ducey would be choosing a second replacement after the midterm elections.Kyl said Tuesday that he and his family have "pretty much come to the conclusion of what we want to do," but would not reveal that decision.When asked if he would continue to serve in the Senate in 2019, Kyl said, "I'm going to be discussing my plans with the governor, and everybody else will be the second to know."Aides and operatives close to Ducey deflected questions about a potential replacement for Kyl early this week."The governor is hopeful that Kyl will continue to serve in the appointed Senate seat through 2020," said Ducey senior adviser Daniel Ruiz. "At this point we would not speculate on a vacancy that does not exist."Kyl said he talks to Ducey "all the time" and not to expect an announcement "anytime soon" about his future.But in the wake of Sinema's victory in the race for Arizona's other Senate seat, some Republicans in the state buzzed about the possibility of McSally replacing Kyl."I don't think it's an unreasonable thing to think that he would do. The governor's kept his cards very close to his chest," said Chuck Coughlin, a veteran Arizona Republican strategist.There are, several Arizona Republicans pointed out, significant downsides to appointing McSally, too: She's the only Republican to lose a Senate race in Arizona in 30 years. And she cast aside what had been a more moderate record on issues like immigration to align herself closely with Trump -- a departure from the tactics of Ducey, who ran as an independent-minded, business-focused governor in a runaway re-election victory."Hopefully she'll have learned something from this election, in terms of making herself more friendly to the Arizona electorate," Coughlin said of McSally.McSally and Ducey aren't particularly close, Arizona Republicans said -- and McSally is just one of several possible selections. Others on the list include Karrin Taylor Robson, an Arizona Board of Regents member and real estate developer, who is well-liked by the GOP donor community; Kirk Adams, a former Arizona House speaker who is Ducey's chief of staff but widely expected to leave his office soon; and Eileen Klein, a chief of staff for former Gov. Jan Brewer who Ducey appointed state treasurer in April.Ducey's appointment wouldn't preclude other Arizona Republicans from running in the 2020 primary in a race that's likely to be among the nation's most competitive.Former Arizona attorney general Grant Woods, a former chief of staff for McCain, has said he is considering running for Senate as a Democrat. Former astronaut Mark Kelly, the husband of former Rep. Gabby Giffords, has also openly mulled a run. Rep. Federal prosecutors prepared a detailed 80-page indictment against Michael Cohen that outlined President Donald Trump's role in directing payments to women to keep quiet about alleged affairs, the Wall Street Journal reported Friday.The report adds new details to Cohen's comments in court when he pleaded guilty in August, in which he said the payments to the women were coordinated with Trump.Trump was involved in or briefed on nearly every step of the payments that were made to former Playboy model Karen McDougal and adult film actress Stephanie Clifford, who goes by the stage name Stormy Daniels, to keep quiet about their alleged affairs with Trump, the Journal reported, and the US Attorney's office in Manhattan gathered information about Trump's participation.The transactions may have violated campaign finance laws.The 22-page document prosecutors ultimately filed against Cohen alleged that he coordinated with one or more members of the Trump campaign. In court, Cohen admitted that "in coordination and at the direction of a candidate for federal office," he kept information that would have harmed Trump from becoming public during the 2016 election cycle.Prosecutors had prepared a draft indictment of Cohen that was more detailed and included additional charges, people familiar with the investigation have told CNN.The indictment was sent to the Justice Department in anticipation of charging Cohen, a person familiar the matter said. But negotiations between Cohen and prosecutors then began in earnest and they negotiated a plea deal. Prosecutors never filed the indictment and Cohen pleaded guilty to a court filing containing fewer charges.The Journal report adds new details about how Trump was involved.Trump met in August 2015 at Trump Tower with David Pecker, the CEO of American Media, who offered to use the National Enquirer to buy the silence of women who might try to publicize sexual affairs with Trump, according to the Journal. The criminal filing from prosecutors described the meeting in vague terms, but didn't go into detail.During the campaign, Trump asked Pecker to stop McDougal from telling her story, and Pecker's company paid 0,000 to the former Playboy model. Then in October 2016, Cohen paid 0,000 to Daniels himself to keep her from going public about an affair with Trump.The President lawyers declined to comment. Trump has previously denied both affairs.Michael Avenatti, the lawyer representing Daniels, said the new developments vindicated his client."For over 8 months we have been battling Donald Trump and the lies he has told about his payment to my client.
