SAN DIEGO (KGTV) — Navy Region Southwest has a brand new, state of the art headquarters on land that was recently a barren lot, and they didn’t have to pay for it.The 15-acre plot sits on Pacific Highway near the USS Midway and has been owned by the Navy for about a hundred years. Navy Region Southwest Executive Director Joe Stuyvesant said it was once a hub for ships.“Ships would come in and refuel, replenish, resupply so it was mostly supply warehousing and things that were here,” he said.RELATED: Massive biotech hub planned for San Diego's waterfrontEventually, ships stopped coming to the area and instead stopped at other nearby bases. The warehouses that were built remained, and the Navy turned those into office buildings. Now, just one warehouse stands. This is the old building for Navy offices and will soon be torn down now that the new headquarters opened in October.Stuyvesant estimated the cost of their new building at around 5,000,000, explaining the deal they made so the Navy did not have to pay for the facility.“In return for leasing that land to the developer, they would build the Navy a new headquarters building,” he said.Manchester Financial Group signed a lease on the land in 2006, agreeing to fund the 17-story, 373,000-square-foot building. The inside of the building features historic Navy photos, offices, conference space, a gym for employees, and the oceanfront view. A restaurant for the public will also be added to the first floor.Construction on the new Navy facility started in 2018 and ended in 2020. Now, the last remaining warehouse that once housed the Navy offices is set to be torn down.“It really as underutilized and frankly not an attractive parcel to be really on the front doorstep of San Diego,” said Stuyvesant.Earlier in 2020, Manchester sold part of the lot to IQHQ, which is currently building a science hub. Manchester still holds part of the property and plans to build a hotel and plaza on that space.Stuyvesant said this deal is a win-win because the Navy got a new facility that they would not otherwise be able to fund, and the city will benefit from a nicer view and the taxes that come from the property.“The money that we have for facilities really needs to be focused on building piers, building electrical infrastructure, building hangars for the aircrafts, repairing runways,” said Stuyvesant. 2377

SAN DIEGO (KGTV) -- Rain created slick streets Wednesday afternoon, slowing traffic to a standstill in some areas and causing crashes in others. Video captured by 10News shows children and an adult climbing out of a vehicle on northbound Interstate 15 near Interstate 8 after their SUV overturned. Good Samaritans and a California Highway Patrol motorcycle officer helped rescue two boys and a man from the vehicle. CHP cautioned drivers to slow down and pay attention as rain continued to drench the county. SAN DIEGO (KGTV) - Monday night's Demi Lovato concert gave San Diego — and Parkland, Fla. — fans a night to remember.Kicking off her "Tell Me You Love Me" world tour, Lovato brought six Parkland shooting survivors on stage before a packed Viejas Arena."Tonight I brought along some people who are incredibly courageous and inspiring and brave. On February 14, one of the worst mass shootings in American history took place," Lovato said?on stage. "These students were in the school that day. SAN DIEGO (KGTV) -- New numbers show San Diego housing costs are taking up more than a third of people’s income. 57 percent of renters spend more than a third on housing and so do 40 percent of homeowners. That's the result of the annual Equinox Project released Thursday by the Center for Sustainable Energy in San Diego.Mikaella Bolling, the project’s manager says it boils down to supply and demand.“A lot of people say well we don't want development in my neighborhood or we don't want infill development in our neighborhood, but this is actually the solution that's going to allow us to have more affordable units,” she said.She points to the need for more partnerships to bridge the gaps and educate the public.   “We need to have a better conversation between our residents, between our policymakers, and between our developers,” she said.The cost of a median single-family home in the county jumped 6.5 percent from 2016 to 2017. It’s now upwards of 5,000.“We're seeing that increase every year.  Great for homeowners...but not great for buyers,” Bolling added. Krysta Cordill is a certified financial planner with D’Arcy Capital in Carmel Valley.“There's really no magic to it,” she said. “You have to make saving for a home a priority.” Cordill is a past president of the San Diego Financial Planners Association and has seen more clients worry about whether they can afford the high cost of living. “If you have a Roth Ira or traditional IRA, they allow you to take ,000 of that penalty-free for first-time home-buyers," Cordill said.  She says people should consider starting in a condo or townhouse. “Just know that that's part of the process of home ownership,” Cordill said. As for saving, she offered up some simple tricks. “I've never talked to anyone who cannot pair down their expenses,” she said. First, she suggests cutting out easy online spending.  Instead, say to yourself, ‘If I really need it, I'm going to go to the store.’”Cordill also suggests that you make your morning cup of coffee at home. SAN DIEGO (KGTV) -- Police are investigating after they say four teenagers were beaten, stabbed and robbed near a City Heights elementary school Saturday night.Police say the four teens were in a skate park near Cherokee Point Elementary School on the 3900 block of Landis Street when they were approached by a group of men.According to police, the man tried to start an argument, so then teens ran to a pedestrian bridge where another group of men was waiting for them.Police say the approximately 15 men punched and kicked all four victims and stole their cell phones and wallets.One of the victims was stabbed in the elbow and another was cut on the finger.One of the victims was taken to the hospital for his injuries, police say. The condition of the victims wasn’t specified.   806
