Saturday will mark the last time this decade we'll be able to see a blue moon, according to the Weather Channel.A blue moon actually has nothing to do with color —it simply means there have been two full moons in the same calendar month. A full moon occurs once every 29.5 days, so blue moons occur sporadically — about once every two-and-a-half years.When the full moon peaks at 8:37 ET on Saturday, it will mark the second full moon this month. The first full moon occurred on March 2. Take a good look, because it will be awhile before we see one again —Oct. 31, 2020, to be exact.It will actually be the second time this year we've experienced a blue moon. January also saw two blue moons — the first on Jan. 2, the second Jan. 31.2018 marks the first time since 1999 we've seen two blue moons in a single year. (KGTV) - New upgrades at the Health Occupations Center are allowing students in the medical fields to continue their hands-on training during the Coronavirus Pandemic."These students can't go do clinicals in a hospital like they used to be able to," says Barry Jantz, the CEO of the Grossmont Healthcare District. "So it's even more important that we've got these kinds of abilities and facilities for students to train."Thanks to a bond passed by the voters, and a 0,000 grant from the Grossmont Healthcare District, the HOC recently finished construction on two state-of-the-art classroom and lab buildings. They also bought new, life-like mannequins and an ambulance simulator."It's very realistic," says Nursing Student Nyna Huynh. "Everything we do, from the pulses to listening to the breathing sounds, it's very realistic to what we'd come encounter in a clinical, a real situation.""It's an environment to make mistakes without harming the patient," says fellow student Deanne Murray. "We get to see a lot of things and see how situations can pan out. So it's a safe environment."The HOC also made several changes to make sure their students learn in a safe environment. All theory classes have moved online, and in-person labs are restricted to just a few students at a time. The new buildings also have touchless sinks and hand sanitizer stations.Like all schools in San Diego County, the HOC shut down in March at the start of the Pandemic. But, since the need for healthcare workers rose as the virus spread, they worked with County Health Officials to get special permission to resume classes. 288 students went back to class in June to finish the spring semester. This fall, a record of 455 students enrolled."There's fulfillment for them," says HOC Director Heather Peterson. "They're able to not only help immediately in this pandemic situation, but they really are part of a field where the labor market needs are immense."A majority of the new students were left unemployed by the Coronavirus. This new technology and in-person learning can help them find a new job in just one semester.Training new healthcare employees is vital, and not just because of the Pandemic. The US Department of Labor says demand for healthcare workers will increase by 23% between 2016 and 2026."People have lost jobs, and maybe this is a tremendous opportunity and time for them to go get some training they always thought about. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753

  

SARASOTA, Fla. — The Sarasota County Sheriff's Office arrested 21 people during an Operation Intercept V, an initiative to protect Sarasota County children from online predators. The suspects, ranging in age from 22 to 58, responded to internet-based ads, online apps or social media sites and engaged in sexually explicit written and verbal conversations, according to the Sarasota County Sheriff's Office.One of the suspects promised to stay with a 14-year-old child if he impregnated her while another agreed to have sex with who he believed was a 12-year-old. More than four of the men brought condoms and some offered to bring drugs. Several suspects sent explicit photos. They all traveled with the intent to have sex with a male or female child, according to deputies. “You would think the frequency of Internet predator operations here in Sarasota County and surrounding jurisdictions would reduce the number of criminals prowling online for the sole purpose of sexually exploiting children,” Sarasota County Sheriff Tom Knight said. “Unfortunately, for some reason, they still think it’s OK to disrupt our community and the children within it. Let this be a reminder for parents to stay cognizant of what their children are doing in this new age of technology. Remember to be a parent. It’s OK to ask questions.”The six-day operation resulted in 21 arrests.  1395

  

SANTEE, Calif. (KGTV) -- A broken water main damaged a Santee street and flooded at least one nearby business early Friday morning.At around 3:45 a.m., authorities were called to Prospect Avenue and Cuyamaca Street in response to a water coming out of the roadway.The water blasted out of the street and flooded an auto repair business. At least six vehicles were partially submerged due to the rising water.By 4:15 a.m., authorities were able to shut off the water and begin road repairs.A city official said they believe the overnight temperature change may have caused the water main break.ABC 10News learned repairs are expected to last throughout the day.The public is asked to avoid the area of Prospect Avenue and Cuyamaca Street, as lanes have been closed. 772
