SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. It's like setting off a bunch of wild tigers out in the community," said Alice Keyser, a 15-year resident. Summer Stephan has gone on record saying that she disagrees with the judge's decision and that her office is looking at all options to reverse Quarles' release. If you'd like to sign the petition click here. 1572

SAN DIEGO (KGTV) - A new camera system along the west coast helps firefighters pinpoint wildfires faster. ALERTWildfire has officially launched the first 70 cameras in Southern California including 15 here in San Diego. There are 160 total cameras along the west coast in Washington, Oregon, Nevada and California. UCSD Geosciences Professor Neal Driscoll has worked for two years as the co-developer for ALERTWildfire. Driscoll tells 10News, "they form this network, we can triangulate and we can actually locate the fire so we can give this ignition point to the first responders". Driscoll hopes to see ten times the number of cameras installed in five years. For him, it's more than just new technology, Driscoll says it's a faster way to protect buildings and people caught in wildfires, "in the old days wed have to send out engines or aircraft". Now, fire crews will be able look at the cameras online to see how sever the flames are before calling rigs to the scene. "We can scale our response up or down from the information on the camera". SAN DIEGO (KGTV) — A new grant for City Heights businesses in San Diego is aimed at helping small businesses get back on their feet after pandemic impacts.The City Heights Business Relief Fund has so far grown to 0,000 and that money will go to businesses in the area. Each business can get up to ,000. To be eligible, the business must be located within City Heights. The priority is on businesses owned by women and/or minorities that are already established in the community who have not received other relief funds. The deadline to apply is June 24.LISC San Diego Program Officer Avital Aboody said the idea started a few months ago when local leaders realized the neighborhood businesses were struggling. She said as of Thursday afternoon, they’ve received 60 applications. Of those 60, 52 are minority-owned and half are female-owned, showing the need for this demographic. She also said half of those applicants have not received any relief yet, which she said can be because of language barriers and extensive applications.Some of the money has come from donations from Price Philanthropies and U.S. Banks.Addis Ethiopian Restaurant, located at 3643 El Cajon Blvd., is one of the businesses hoping for help. The owners say they’ve had days during the pandemic where no customers have bought food. 1503

  

SAN DIEGO (KGTV) - A new pilot program in San Diego hopes to break the barrier between older adults and ridesharing apps. Together, Jewish Family Service (JFS) and the Ed Brown Center are testing an outreach and education program connecting older adults with free ridesharing services so they can participate in health and wellness programs.The pilot program is part of a partnership with Lyft and the National Council on Aging (NCOA). The Ed Brown Center was one of three senior centers selected from across the country.The goal is to understand whether ridesharing can improve an older adult’s well-being by enabling them to travel to their local senior center to take part in activities such as health classes, nutrition programs, lifelong learning, and social opportunities.JFS partnered with Lyft two years ago to provide rides to seniors and individuals receiving breast cancer treatment. Called “On the Go: Navigator,” the program allows older adults to easily book rides to the grocery store, doctor’s appointments and more, without a smartphone. With this service, seniors must pay for the trip, as well as a service fee.
