A man who tried to enter a teenage girl's bathroom stall was confronted and killed by the girl's father, officials say. According to Phoenix police, around 11:30 p.m. on August 2, 40-year-old Melvin Harris went to the QuikTrip near Dunlap and 19th avenues to pick up his teenage daughter and her friends. A man, who would later become the victim, approached Harris' car in the parking lot and asked for money. Harris gave him some money, and he went into the QT. Harris was later informed that a man tried to enter the bathroom stall his daughter was using. The teen told an employee, who in turn alerted an on-duty security guard. The man exited the store and was pointed out to Harris, who realized it was the same man he had given money to earlier. Harris went into the store and told the security guard that, "he needed to take care of the situation, or [Harris] would do it himself." The guard reportedly told Harris he would handle it. According to witnesses, Harris later approached the man and punched him in the face. Witnesses also reportedly told police that Harris stood over him, hitting him in the face several more times. He also allegedly kicked and stomped on him. Harris then left the area. Police identified and located Harris at his home nearby. He reportedly told police that the man punched him first, hitting him in the neck. He denied striking the man when he was down. The victim was taken to the hospital with a broken nose and brain injuries. He later died.Harris has been charged with second-degree murder. 1612

A military jet went down at Lake Havasu Airport on Tuesday morning.According to the United States Air Force, an F-16C aircraft assigned to the 56th Fighter Wing at Luke Air Force Base in Glendale, Arizona diverted and attempted to land at the Lake Havasu Airport around 10:30 a.m. local time.Lake Havasu Fire said the pilot of the plane was able to eject and is expected to be okay. The incident occurred during a routine training exercise. It is unclear what type of plane was involved in the incident or where the pilot is based.Lake Havasu Airport is located about three and a half hours northwest of Phoenix near the state border with California. 668

A third leading candidate COVID-19 vaccine has entered a final stage of human testing in the United States. AstraZeneca announced Monday its potential COVID-19 vaccine has entered final trials in the U.S. to test the effectiveness and safety of the product. The Cambridge, England-based company said the trial will involve up to 30,000 adults from various racial, ethnic and geographic groups. A US advisory panel has released their recommendations on how a future COVID-19 vaccine should be distributed, and is now seeking public comments on their draft plan.The National Academies of Science, Engineering and Medicine published their discussion draft Tuesday afternoon on their website. It is meant to “assist policymakers in planning for equitable allocation of a vaccine against COVID-19.”The draft plan has a four-phased approach to handle the intense demand for and limited supply of the vaccine when it is first developed.“While major efforts are being made to have a significant supply of COVID-19 vaccine as soon as possible, the committee has been tasked with considering the tough choices that will need to be made for allocating the tightly constrained initial supplies,” said committee co-chair Helene Gayle, president and CEO of the Chicago Community TrustThe plan states in the first phase “would be ‘frontline’ health workers—health professionals who are involved in direct patient care, as well as those in transport, environmental services staff, or other health care facility services, who risk exposure to bodily fluids or aerosols. Under conditions of such scarcity, access should not be defined by professional title, but rather by the individual’s actual risk of exposure to COVID-19.”Their plan also gives higher priority to older Americans living in group settings. They cite data showing about 80 percent of all COVID-19 deaths in the US occurred in people over the age of 65, and a significant proportion of them were people living in long-term care facilities.“Recognizing the importance of education and child development,” tier 2 includes teachers and school staff, as well as those with pre-existing conditions that put them at a heightened risk of severe complications from COVID-19 and those living in group housing situations not included in tier 1.The group states that by the time there is enough of the vaccine to reach tier 4, “ideally, these individuals would be willing to participate in an egalitarian process (such as a lottery) if there are persistent local or regional shortages in this phase.”The group that developed this draft was formed in July at the request of the National Institutes of Health and the Centers for Disease Control and Prevention.“We are pleased to help inform the government’s decision-making process and provide our expert advice for priority-setting for the equitable allocation of potential COVID-19 vaccines,” said National Academy of Medicine President Victor J.
