SAN DIEGO (KGTV) - One of four teenagers accused of fatally beating a man near Petco Park was charged Tuesday with murder and torture.San Diego Police said Dominick Wells, 19, and three juvenile females aged 14, 15 and 17 attacked Edward Starland near a bridge behind the ballpark the afternoon of Nov. 18.Witnesses said Starland had been fighting with the group before he was thrown to the ground and beaten. The group ran off down Imperial Avenue. Starland’s sister Catherine flew to San Diego from Florida to be by his side when he was on life support in the hospital. She said her brother had a heart condition and a pacemaker, and didn’t know why anyone would attack him."I came here for my brother because I don't want him to be alone. I want him to know I'm by his side; when he wakes up he knows I'm here,” she said. Starland, 56, died of his injuries Dec. 3.Police later arrested the teens. Wells is currently being held on a first-degree murder charge at San Diego Central Jail. SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said. SAN DIEGO (KGTV) - Raids are expected to begin across the country this weekend targeting undocumented immigrants with deportation orders.According to the New York Times, ICE agents will target some 2,000 who have deportation orders in at least ten cities. The raids will include "collateral" deportations, meaning undocumented immigrants at the scene may also be detained."There is definitely fear," said Benjamin Prado, a member of the 38-year-old group Union Del Barrio. This weekend, the group will be sending out an unspecified number of patrols in various communities. Prado showed 10News a video recorded by the group on Thursday morning. In it, a tip from neighbors in City Heights led them to two vehicles believed to being driven by ICE agents. The group in turn informed people through different means, including social media posts about the presence of the agents.Another group taking action is the Council on American-Islamic Relations. On Thursday morning, national CAIR reissued a community advisory ahead of the impending raids."When you're stressed the first thing you forget is your rights," said Aleena Jun Nawabi, who heads outreach for CAIR San Diego.In the advisory, CAIR officials emphasize rights, including not having to open the front door unless there's a warrant.Those rights are also highlighted in cards and handouts that will be given out by Union Del Barrio. Sources tell 10News that San Diego is not expected to be included among the cities in this first round of raids.An ICE spokesperson issued the following statement: “Every day, as part of routine operations, U.S. Immigration and Customs Enforcement (ICE) Fugitive Operations teams target and arrest criminal aliens and other individuals who are in violation of our nation’s immigration laws for the safety and security of our communities. SAN DIEGO (KGTV) — One person died and two others were injured, and Coast Guard crews rescued 17 others after a mega yacht collided with a fishing vessel off the coast of Imperial Beach Friday night. The 332-foot yacht, Attessa IV, crashed into the 65-foot sportfisher vessel, Prowler, just before 8 p.m. about nine miles off the shore of Imperial Beach, according to the Coast Guard.The collision caused extensive damage to the right side of the Prowler.One man was airlifted to UCSD Hillcrest and died at the hospital, the Coast Guard confirmed.
