SAN DIEGO (KGTV) — Phone and tuition scams have stole more than 0,000 from the UCSD community since July, university police warn.Police say in just two months, victims within the university community have collectively lost 2,000 to suspects claiming they were with law enforcement in their home country. The scammers would demand money or threaten the victims with detention.In the case of phone scams, scammers would call and pose as an IRA employee or officer claiming to have an open case or, for international students, law enforcement of their home country. International students should refer to their local consulate for any type of government communications.When it comes to reported tuition scams, police say scammers have been targeting students with promises of tuition reduction if they use a third-party service to pay their fees. Scammers often promise a 5% tuition discount and request the victims send the reduced tuition funds. The scammers then request the victim's university credentials to pay their tuition with fraudulent or stolen credit card info. But by the time credit card companies receive the information that the the payment was fraudulent, the scammers have already withdrawn the victims' funds.RELATED: The Venmo scam you should know aboutVictims are then left out of the money paid to scammers and still paying their own tuition.Police say students should never give out their personal information to anyone and work through UC San Diego-approved payment methods. Police add that any requests for funds through Bitcoin, wire transfer, or pre-paid cards are most likely scams.Any instances of scams should be reported to university police at 858-534-4357. 2021

SAN DIEGO (KGTV) -- Police are investigating after a body was found in Balboa Park Wednesday afternoon. According to officers, the body was found on the 2100 block of Balboa Drive near Juniper Road and the San Diego Chess Club. The cause of death is unclear at this time. SAN DIEGO (KGTV) — New studies are showing that one of the most important risk factors for COVID-19 is weight, including for children.People who are obese are more than twice as likely to wind up in the hospital with COVID-19 as those with normal weight, and 48 percent more likely to die from it, according to a study last month that looked at hundreds of thousands of patients.“Some people have made the argument that the deaths from COVID are just in people with preexisting conditions. Well, this is a preexisting condition that affects a third of the U.S. population in the obese range and another third in the overweight range,” said Dr. Christian Ramers of Family Health Centers of San Diego. “So it’s extremely common.”More than 71 percent of adults are either overweight or obese, according to the CDC. Adults are considered overweight if their body mass index is 25 or higher, and obese if their BMI is 30 or higher.The U.S. has one of the highest rates of obesity in the world, and some experts have theorized it’s one of the reasons why the virus has hit our country harder than others.The risk extends to children as well, who are generally spared from severe cases of COVID-19. Among children hospitalized with the disease, 38 percent had obesity, by far the largest risk factor, according to a CDC study.But what is it about fat that makes the virus worse?There are several theories. People who are obese have blood that clots more easily, one of the main ways COVID-19 kills. Fat cells secrete tiny proteins that cause inflammation, another huge problem with COVID patients that can spiral out of control in what’s called a cytokine storm.Overall, obese people have weaker immune systems.“The theory is that the fat is taking over in certain parts of your body that normally are producing white blood cells,” said Dr. Marsha Blount of Sharp Rees-Stealy Medical Center.Extra fat on the abdomen makes it harder to get air into the lungs, exacerbating conditions like pneumonia. And the extra weight makes it harder to use a ventilator, said Dr. Ramers.On top of all that, people with obesity frequently have other underlying conditions.“Hypertension, diabetes, obesity, fatty liver -- these things are all associated with each other,” Dr. Ramers said. “What we’ve seen is that each of them is related to a poor outcome with COVID.”Studies have shown that simply being overweight increases the risk of COVID-19. A study of nearly 17,000 hospitalized patients in the U.S. found that 29 percent were overweight and another 48 percent were obese.The encouraging news, according to Dr. Blount, is that losing just 5 percent of your weight can have significant benefits. Dr. Blount teaches other physicians how to talk about weight loss with a technique called motivational interviewing.“That 5 percent has been proven time and time again to decrease the risk of getting diabetes. It decreases breast cancer risk for females. It lowers triglycerides and improves HDL, which are different lipid numbers and that thereby decreases your risk of stroke and heart attack,” she said.It can also reduce blood pressure, another major risk factor for COVID, suggesting a little weight loss can go a long way. 3215

SAN DIEGO (KGTV) - Psychiatrist Clark Smith, MD, shed light on the San Diego County Medical Examiner’s findings in Trevor Heitmann’s autopsy that revealed the 18-year old suffered from mania.Heitmann caused the fiery 805 crash on August 23 that ended not only his own life but the lives of Aileen, 43, and Aryana Pizarro, 12.The Medical Examiner’s report showed Heitmann died of blunt force injuries. Toxicology reports indicated there were no signs of drugs or alcohol in Heitmann’s system. So what led an otherwise healthy 18-year-old man to drive the wrong way at 100 mph? The Medical Examiner believed there was a long build-up to the crash. The reports stated, five days before the crash, Heitmann began showing signs of mania."The manic mood swing could be so powerful, that people lose contact with reality,” Dr. Smith said.Dr. Smith reviewed the autopsy reports with 10News. Although Heitmann had no history of depression or mental illness, Dr. Smith believed he might have been bipolar with manic tendencies. "The mood swing can change like that from being king of the world, on top of everything, to crashing, and being horribly depressed and suicidal,” Dr. Smith said. “My guess is he was feeling badly because of the setbacks that he had, losing his business and source of income. And that would be a time when he would be reactive and become more depressed.”Heitmann was a popular YouTube gamer with a successful business selling game pieces online. That was how he said he bought his high-end sports car. But earlier this year, his business was suddenly banned and shut down. The Medical Examiner said his parents noticed his mood changes and tried to get him help. They physically blocked his McLaren from leaving the driveway, and called authorities to report his behavior. But Dr. Smith believes at that point, Heitmann’s symptoms had progressed too far. “Most people who are suicidal, just take their own life, but some people are also homicidal,” Dr. Smith said. “And in this case, it's a murder-suicide. I think he had lethal intention. He didn't know who he was going to kill. But he knew he was going to kill someone."Dr. Smith said this was a true tragedy that was preventable. “This was treatable, and it’s just a heartbreak that he didn’t get treatment,” Dr. Smith said. He added bipolar manic depression is nothing to be ashamed of. SAN DIEGO (KGTV) - On Wednesday, the San Diego Police Department issued a press release in which the Chief reaffirmed his commitment to unbiased policing, months before the anticipated release of a new report about officers stopping people in the field. It comes amid community concern over a different report that suggests that minorities are stopped at higher rates.Over FaceTime on Wednesday, 10News spoke with Chris Burbank, a retired police chief from Utah who is now working with the Center for Policing Equity. It’s a nonprofit that looks at data surrounding police interactions with the community. “We try and reduce the disparity that exists in law enforcement today, throughout the country,” he adds.In September, his team partnered with SDPD to start analyzing the department’s stop data for a new report that should be released in about six months. Wednesday’s press release states in part, “Police Chief David Nisleit [reaffirms] his commitment to reviewing internal operations and making any necessary changes based on the report's findings."Last week, a separate ACLU-commissioned report was released that caused some community concern. According to the ACLU, records from SDPD and the San Diego County Sheriff's Department show a pattern of discriminatory policing against black people and people with disabilities. SDPD has not issued a formal comment on the ACLU-commissioned report. Last week, the San Diego County Sheriff’s Department sent 10News the following statement. “The San Diego Sheriff's Department is committed to providing the highest level of public safety in all the neighborhoods we serve. We expect all of our stops, detentions, arrests, and searches to be constitutional and within Sheriff's policy. We regularly meet with community groups which allow us to address concerns and continue to build trust with the citizens of San Diego County. We have just been made aware of a report evaluating policing in San Diego. It would be premature to speak about the findings prior to reading and evaluating the methodology used to reach the conclusions presented in the report. However, at a glance some of the statistics in the report do not correlate with our numbers. For example, the report seems to overstate the rate at which Blacks and Hispanics are stopped within Sheriff's jurisdictions. The numbers in the ACLU report do not appear to be consistent with our data. Once we have had ample time to review the report, we will provide a more comprehensive response.”10News reached out to the Sheriff’s Department again on Wednesday for any new comment.
