CHULA VISTA, Calif. (KGTV) — Four students at Montgomery High School were arrested Halloween Day during a state-mandated lockdown drill at school. The arrest is causing controversy, and many are now questioning the decision to carry out real arrests during a drill. It was a short 15-minute drill. No one in, no one out. “The whole school was on lockdown and everyone was in their classes. And we had to stay inside because cops came,” student Ernesto Miranda said. Police presence during a lock down is protocol. However, this time, four students were taken away in cuffs. Some are now criticizing San Diego Police officers’ unusual arrest strategy, accusing the department of suing the drill as a ruse to arrest the students under investigation. “It shouldn’t be, like use the lockdown as an excuse to OK, bust down these kids,” student Derek Uribe said. 10News spoke to Sweetwater Union High School District spokesman, Manny Rubio, who told us over the phone, this is the first time the district has ever agreed to cooperate in this kind of arrest. Montgomery High School’s state-mandated lockdown drill was planned for Tuesday, Nov. 13. But on Oct. 29, Rubio said SDPD requested the district to move the drill up sooner, because they urgently needed to make an arrest on campus. The school agreed. They immediately notified students and parents that there would be a drill sometime that week, before noon. Two days later, Rubio said the school carried out the drill. During the 15-minute drill, school stage brought each student in question into the office, where they were arrested by San Diego Police. Rubio said the school made sure to minimize the effects onto the 1,800 students and 100 staff, making the arrests away from classrooms. "I want to be a cop so I think it's smart to not make it a big deal and come in and everything. Just [during] a lockdown drill,” Miranda said. The police department, the school district, nor the District Attorney’s office would specify the exact charges the students face. But Rubio said they allegedly committed multiple violent crimes throughout the county that were, “incredibly severe in nature.”10News asked SDPD a number of questions, including why the students were not arrested at their homes, and why they waited two days before arresting them. CHULA VISTA, Calif. (KGTV)- A Hilltop High School alumnus who graduated in 1972 is more grateful for one of her teachers on the anniversary of D-Day. Kathy Cappos Hardy had Mr. Tom Rice as a United States Government teacher her senior year of high school. She tells 10News, “the way he enlivened it and related it to our lives made it truly something important to me”. Cappos Hardy has vivid memories of Rice and even says she pursued her career in education because of his impact he had on her. It wasn’t until about 20 years ago when Cappos Hardy realized her US Government teacher was also one of the thousands of troops who stormed the beaches of Normandy, France during World War II. 97-year-old Tom Rice is from Coronado. He was a paratrooper with the 101st Airborne Division who landed in Normandy on June 6, 1944. On D-Day, Cappos Hardy wrote an editorial thanking her teacher for his service in and out of the classroom. Now, she’s not only hoping he sees it, but that she also gets a chance to tell him thank you when he returns from Normandy. “I hope he knows that there are a lot of us that admire him not only as a teacher but what he did prior to that.” Cappos Hardy tells 10News. 1203

He says their customers are family too. “When I'm working up front, they come in and say my grandparents came here, we come here, our kids come here, You can't stop that, you've got to keep it going," said Michael Raso. CINCINNATI -- Police officers trying to arrest a man ended up fatally shooting him and wounding one of their own after the man struggled and drew a realistic pellet gun.Police were serving a robbery warrant for 20-year-old James Clay in an apartment in Cincinnati at about 3:40 p.m. Friday, according to Police Chief Eliot Isaac.The officers knocked, but there was no response. Then an employee of Talbert House, which owns the building, helped the officers inside. They immediately encountered Clay, Isaac said. 530

Cigarette use among American adults is at the lowest it's been since the Centers for Disease Control and Prevention started collecting data on the issue in 1965, according to a report released Thursday."The good news is that cigarette smoking has reached unprecedented lows, which is a tremendous public health win, down to 14 percent from over 40 percent in the mid-1960s," said Brian King, senior author of the report and deputy director for research translation at the CDC's Office on Smoking and Health. About 47.4 million Americans, or 19.3%, used any tobacco product in 2017, the report says.He believes that the decline is due to proven interventions, such as smoke-free policies and rises in the price of tobacco products.As stated in the report, the data is from the National Health Interview Survey, "an annual, nationally representative, in-person survey of the noninstitutionalized U.S. civilian population." The 2017 sample included 26,742 adults and had a response rate of 53%.Researchers assessed the use of five types of tobacco products: cigarettes, cigars, pipes (including water pipes and hookahs), e-cigarettes and smokeless tobacco (such as snuff or dip)."During 2016-2017 declines occurred in current use of any tobacco product; any combustible tobacco product, [two or more] tobacco products; cigarettes; and smokeless tobacco," the report says.King added, "on balance, we still have some public health hurdles in that there is still 47 million Americans that are using some form of tobacco products, and we still have significant disparities among the groups in the country in terms of tobacco product use."So, who is still using these products, and what are they using?Beyond the 14% of Americans smoking cigarettes, 3.8% are smoking cigars, 2.8% are using e-cigarettes or vaping, 2.1% use smokeless tobacco products, and 1% are using pipes.Males (24.8%) were more likely to be smoking than females (14.2%). The highest age group for smoking was among those between 25 to 44 (22.5%); those 65 and older smoked the least (11%). Southerners and Midwesterners (20.8% and 23.5%, respectively) smoked more than those in the Northeast (15.6%) and the West (15.9%)The researchers also looked at race, education level, income level, sexuality, insurance provider and marital status to determine smoking rates.Although cigarettes are the leading cause of tobacco-related deaths and diseases in the country, according to King, he also believes other tobacco products, such as e-cigarettes, need to be considered to continue declining rates of overall tobacco product use."It's critical that we not only modernize our strategies in terms of population but also modernize our interventions to be sure that we are capturing the full diversity of tobacco products that the American public are using," King said. 2850
