SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. SAN DIEGO (KGTV) - Anyone touched by Alzheimer's knows how painful the disease is. "It's affected my family. It's affected most families. It's such a prevalent disease. As people get older, it becomes quite likely this will become an issue," said Paul Aisen, director of USC's Alzheimer's Therapeutic Research Clinic (ACTC).Aisen's team began their research in San Diego many years ago and teamed up with USC about four years ago. He's spent over 30 years trying to solve Alzheimer's mysteries and is leading the upcoming clinical trial.Aisen says the large-scale study is the culmination of decades of work from scientists worldwide."Our focus lately has been trying to alter the disease, prevent it, or significantly slow its progression. How should we do that? We think attacking amyloid early is the most promising approach," said Aisen. Researchers believe sticky amyloid deposits, which form on the brain later in life, start the Alzheimer's process. Aging, genetics, and lifestyle factors can all contribute to amyloid build-up.The worldwide clinical trial aims to target amyloid. A drug called BAN2401 will be delivered intravenously, designed to bind to the sticky amyloid. The binding neutralizes beta amyloid and helps "tag" it, so the immune system can recognize it and clear it from the brain. A previous phase 2 study showed that BAN2401 removes brain amyloid and possibly slows cognitive decline.They're seeking participants over 50 who are not yet showing symptoms of Alzheimer's but do have elevated amounts of amyloid on their brain. Researchers can determine that through a PET scan or spinal tap. "We think that the most promising approach of all is to take a vigorous attack on amyloid while the brain is still functioning normally. And we can see amyloid in people many years before they develop the symptoms of Alzheimer's."Investigators hope that by treating a patient with BAN2401 very early in the disease, before symptoms occur, it will significantly slow disease progression. "If we're successful, it will have a huge impact on human health," said Aisen. There will be 100 sites worldwide for the study, including major cities like San Diego and Los Angeles. Study participants will receive treatment for four years, given either the drug or a placebo. Results are expected in seven years, Aisen says. SAN DIEGO (KGTV) – Californians voted to pass Proposition 22 – reclassifying rideshare drivers as independent contractors. But, companies like Uber and Lyft are still battling lawsuits from the state claiming billions in wage theft.The legal battle over rideshare drivers did not end with the passing of Prop 22. The California Labor Commissioner is still suing gig companies for not following current law which classifies drivers as employees instead of independent contractors.The Labor Commissioner’s Office is seeking billions for unpaid minimum wage, overtime, sick leave, and business expenses.Nicole Moore with Rideshare Drivers United led the fight against Prop 22. She says since the new law is not retroactive those lawsuits still stand.“This is about back pay that under the law as it was over the last three years, those drivers are still owed that money,” said Moore. “It was .3 billion that were owed to those drivers. Half of that is damages but the other half is just straight pay that under labor law.”Some drivers had to file for unemployment when the pandemic hit, including those with pre-existing conditions hoping to limit exposure to the virus. Others are unable to drive since they have to stay home with kids now out of school for distance learning.Moore says those unemployment protections won’t last once the new law takes over.“If you don’t have unemployment that’s when people become homeless, that’s when kids go hungry. We need that safety net as workers,” said Moore.As San Diego moves into the state’s purple tier, Tonje Ettesvoll says she’ll have to limit hours to reduce her risk of exposure. She says the move for her own safety may prevent her from qualifying for benefits under Prop 22.“I will not be doing my 60 hours a week. I’ll be doing maybe 30 so I may be one of those people who don’t qualify and will have to be on Medi-Cal,” said Ettesvoll. “And that is an expense that’s not Uber’s and Lyft’s. SAN DIEGO (KGTV) - As the Valley Fire raged across parts of eastern San Diego County, emergency assistance workers put into action plans they'd been working on for months to handle the dual disaster of a wildfire during a pandemic."It completely changed our approach," says Red Cross Regional CEO Sean Mahoney.The Red Cross has been planning and training for months, knowing this situation would likely arise this fall.Mahoney says their plan included Temporary Evacuation Points instead of group shelters, hotel rooms for people who needed somewhere to stay, grab and go or delivery meals, and an emphasis on sanitation and health screenings to keep volunteers and evacuees safe."We planned for this as much as we possibly could, but exercise is just an exercise. Doing the real thing is where you have those real lessons learned," Mahoney says.During the Valley Fire, the Red Cross assisted 440 people in 174 families. They served around 9,000 meals and snacks.Mahoney says his staff's dedication, along with 107 volunteers who worked 12-hour shifts, helped things go smoothly.But not everything went according to plan. On the first night of evacuations, the Red Cross ran out of hotel rooms, especially for people who had pets. Some evacuees without RVs had to sleep in their cars.Mahoney says the busy Labor Day Weekend, combined with hotel capacity restrictions because of the coronavirus, leads to fewer available rooms.To make sure it doesn't happen again, Mahoney says the Red Cross is already working on backup plans to open limited group shelters, with social distancing put in place to keep people apart. He told 10News they've already scouted hundreds of locations around San Diego.Meanwhile, the San Diego Humane Society also put in new protocols for safety during the pandemic. They helped hundreds of animals during the Valley Fire, and say the most significant challenges were limiting contact with owners and making sure their field teams followed the rules about distancing and wearing masks."The more people you interact with, the more likely you are to come in contact with somebody who is transmitting coronavirus," says Lt. John Peaveler. "So, we've had our biggest safety precautions on that side."Both groups say they'll take all the Valley Fire experience and put it to use in the next disaster. SAN DIEGO (KGTV) - Behind every mammogram Dr. Lisa Watanabe looks at is a woman waiting, and hoping, for good news. Dr. Watanbe is a radiologist, and the Chief Medical Officer for CureMetrix, an artificial intelligence (AI) technology company focused on early breast cancer detection.Their FDA-cleared software is able to learn, using millions of mammograms, to identify, mark, and score anomalies. "Cancers that were missed by a radiologist were detected by the machine, some of them weren't even small, sometimes they were just obscured by dense tissue," said Dr. Watanabe.She says the technology has found breast cancer up to five years earlier than it was found by the human radiologist. "It may detect features on mammograms the human eye can't detect," said Watanabe.The technology is already being used by doctors around the world and is also available to anyone with internet access.Women can pay 9 to get their own CureMetrix second opinion by uploading their mammogram to the online portal DocPanel.Dr. Watanabe says the software is not meant to replace humans but rather help them do their job better.San Diego resident Amanda Caniglia says the technology gave her peace of mind. "As a woman and going for my first mammogram and knowing the family history, there is a lot of anxiety going into it, you don't know what to expect," said Caniglia.While Caniglia's initial mammogram results came back normal, she wanted a second opinion because of her family history of cysts, tumors, and cancer. When the CureMetrix results also came back as normal, it was a huge relief.
