SAN DIEGO (KGTV) — A second suspect has been arrested in connection with the murder of an 18-year-old in the Midway District last month.San Diego Police say 19-year-old Armando Alvarado, of San Diego, was arrested on Dec. 12 and charged with the murder of Eduardo Salguero. Police said Salguero had set up a meeting over Snapchat to purchase an item on Nov. 25 when the meet up turned into an armed robbery.When Salguero arrived, the two sellers entered his vehicle. One of the suspects pulled out a firearm and multiple gunshots were fired inside the vehicle. The suspects then fled.Officers arrived to find Salguero behind the wheel of a grey Acura that had collided with a retaining wall behind businesses in the 3600 block of Midway Drive. SAN DIEGO (KGTV) - A woman who was hit by a car in Normal Heights says she’s been left stranded for six months after her wheelchair was damaged in the crash. Now, replacing it is a challenge. Pet photographer Tamandra Michaels’ love for the camera came to a pause after she was hit from behind while crossing the street.“It sent me flying," Michaels said. The wreck damaged her custom wheelchair, which cost more than ,000.“It slightly bent the frame to where one of the front wheels don’t quite hit the ground.” Michaels says Geico, the insurance company of the woman who hit her, won’t replace the wheelchair after giving them proof the chair must be replaced.“Months went by, they said they did some research and that the chair should only cost between ,500 to ,100," said Michaels. Michaels says without being able to work, she can’t afford to pay the difference.“It's incredibly frustrating. They’re treating it like its a car or maybe even a bike. This is like my legs; this is my life. SAN DIEGO (KGTV) — After a bitter primary, voters are getting a clearer picture of who will move on in the race to replace Congressman Duncan Hunter in East County's 50th Congressional District. Democrat Ammar Campa-Najjar and Republican Darrell Issa, a former Congressman, are leading the field. With 100 percent of precincts reporting, Campa-Najjar had 34 percent of the vote; Issa had 25 percent, former San Diego City Councilman Carl DeMaio had 21 percent, and State Senator Brian Jones had 11 percent. There are still about 350,000 provisional and mail-in ballots to be counted. It is unclear how many of those would include district voters. RELATED: Campa-Najjar, Issa hold leads in 50th Congressional DistrictHunter resigned in January after pleading guilty to one felony count of campaign fraud. The seat has remained vacant since. On Wednesday, Campa-Najjar and Issa began taking at aim at one another in anticipation of facing off in the November runoff. Campa-Najjar pointed out at that Issa does not live in the 50th Congressional District, and said he was part of an older political establishment. "He's been going around the county trying to find a seat for himself. He fled his own seat and now wants to run in this district. It's not up for grabs, it's not for sale. We're going to vote for someone who is from the district," Campa-Najjar said. Meanwhile, Issa said he is very connected to the 50th District, and has represented swaths of it in the past. Campa-Najjar is pitching a moderate agenda that he says can bring together those who are both pro-choice and pro-life, and those who are pro-and anti-gun rights. SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630
