The family of a Rochester, New York man killed during an encounter with police earlier this year, says officers' use of force led to his death as he suffered a mental health crisis.Following the release of the arrest video by Prude's family on Wednesday, protesters called for the city council to pass legislation that would forbid police officers from responding to mental health crises.On March 23, police encountered Daniel Prude in a Rochester street, naked, bleeding and unarmed. According to ABC News, he had been brought to the hospital earlier that evening after experiencing suicidal thoughts and had been subsequently released.Prude initially complied, and officers placed him in handcuffs.With the coronavirus pandemic in its infancy, officers then chose to place a spit hood over Prude's head. The hood appears to agitate Prude, and he asked officers to remove it.Moments later, Prude attempted to stand up, and officers wrestled him back to the ground.Video shows officers pressing Prude's face into the pavement for two minutes.It was then that police realized that Prude had stopped responding. Officers administered CPR, and he was rushed to the hospital.On March 30, Prude died when he was taken off life support."I tell this particular officer that comes to my door (prior to the incident), don't you kill my damn brother," Prude's brother Joe said on Wednesday. "Not even 15 minutes later, he comes back and tells me my brother is dead. You put a bag over his head — what did you put a bag over his head for?"An autopsy from the Monroe County Medical Examiner found that Prude died from complications of asphyxia from physical restraint. He also may have had PCP in his system.The Rochester Police Chief said he ordered criminal and internal investigations following the incident. The case was sent to the New York Attorney General's office, as required by state law when investigating in-custody deaths.None of the officers involved in the incident have been suspended. Protesters in Rochester Wednesday night called for the removal of the officers from the department."A naked and defenseless man lynched and we need to think about that in this moment," activist Stanley Martin said. "We have no excuse. This happened under the watch of the city." 2276

The coronavirus pandemic and the renewed focus on systemic economic inequality in our country are bringing new attention and support to community-based nonprofit lenders.Community development financial institutions, or CDFIs, focus on rural, low-income and minority communities.Around 300 CDFIs made more than billion in Paycheck Protection Program loans to help small businesses, many of which had been left out previously.By comparison, JPMorgan Chase, which is nine times the size of the entire CDFI industry, made only four times the amount of PPP loans.“Many CDFIs we are in many ways like small businesses, we didn't come into this situation strong in terms of our capital,” said Luz Urrutia, CEO of Opportunity Fund. “Now more than ever, during the rebuilding, we've got to have the balance sheet strength because we are supporting these low-income communities, small businesses and communities of color.”Opportunity Fund is one of those CDFIs. It's been raising millions of dollars since March, specifically to help minority, immigrant and women-owned businesses.Serena Williams and MacKenzie Scott have both donated recently. But there are questions about how long all the support these nonprofit lenders have been getting will last.“What I would say for the minority-owned businesses right now, timing is perfect and when timing is perfect, you need to strike while the iron is hot,” said Maurice Brewster, CEO of Mosaic Global Transportation. “And right now, there's a lot of support, a lot of ground swelling with dealing with small and minority-owned businesses.”Maurice Brewster’s business received loan payment deferral from Opportunity Fund during the pandemic. His advice for other minority-owned businesses: if you can, have a relationship with a lender way before you need the money.He says education is also going to be key for minority-owned businesses going forward.That financial coaching is something opportunity fund is pushing for too, along with more money from congress to support CDFIs. 2026

The Department of Justice announced Thursday that 57 people have been arrested across the country for fraud related to the Paycheck Protection Program (PPP).In a press conference Thursday, officials with the Department of Justice said that the suspects attempted to steal millions of dollars of taxpayer money.The PPP was established in the CARES Act, a stimulus package signed into law in March amid the coronavirus pandemic. The funds were meant to be used by small businesses to keep their businesses afloat.Officials said some of those arrested used the funds to buy "flashy or expensive" luxury items for themselves, rather than use the funds for their businesses. The DOJ also described that some of the suspects were part of "coordinated criminal rings" meant to obtain the funds through fraud.While officials did not put a specific dollar amount on the amount of funds stolen, officials called the number "significant." The Centers for Disease Control and Prevention is now publicly acknowledging people can be infected with the coronavirus through airborne transmission, especially in enclosed spaces with inadequate ventilation.The update embraces growing evidence and international research showing the coronavirus can linger in the air longer - for minutes and hours - and travel farther than six feet.The update comes two weeks after the official CDC website was updated to reflect this, only to be removed a few days later with the agency saying it was “posted in error” before it was fully reviewed.The draft language seemed to imply aerosol or airborne transmission was the main way the coronavirus spreads, and the CDC says that is not the case.“Infections occur mainly through exposure to respiratory droplets when a person is in close contact with someone who has COVID-19,” the CDC states.Their added section is titled “COVID-19 can sometimes be spread by airborne transmission,” and includes information about smaller particles lingering in the air after an infected person had left the space. "Some infections can be spread by exposure to virus in small droplets and particles that can linger in the air for minutes to hours," it reads.“There is evidence that under certain conditions, people with COVID-19 seem to have infected others who were more than 6 feet away. These transmissions occurred within enclosed spaces that had inadequate ventilation. Sometimes the infected person was breathing heavily, for example while singing or exercising,” the new section on the CDC’s website reads. “These transmissions occurred within enclosed spaces that had inadequate ventilation.”The World Health Organization changed their guidance in July and noted the prevalence of airborne transmission of coronavirus and particles lingering in the air. Hundreds of scientists encouraged the WHO to make the acknowledgement following research and studies. 1943
