The General Services Administration, a government agency that assists incoming presidents with their transitions into the Oval Office, announced Monday that it has formally recognized President-elect Joe Biden’s victory in this month’s presidential election, according to a memo sent by the GSA.The announcement comes as the Trump campaign has been failing to gain traction in its legal battle against a number of states that Biden won.With the GSA’s decision, the White House will be required to provide intelligence briefings for Biden, along with classified government documents. So far, Trump’s campaign has not been able to substantiate any evidence of fraud in court, and has had a number of lawsuits dismissed.After past presidential elections, the apparent winner is given funding and access to documents to begin the transition.Biden pointed to the Presidential Transition Act of 1963, which says that government services and documents be made available to the “apparent” victor of the presidential election.While Trump did not concede on Monday, he said he is recommending his team to cooperate in the transition of power. The death toll in the deadliest wildfire in California history continues to increase as Cal Fire officials said on Tuesday that six more bodies were found, marking the Camp Fire's death toll at 48. The six bodies were found in Paradise, California, a town that authorities said was destroyed by the Camp Fire, which is only 30 percent contained as of Tuesday. The Camp Fire alone has destroyed 8,817 structures and continues to spread. The fire is spreading despite nearly 5,000 fire personnel responding to the fire, Cal Fire said. Unfortunately, the Camp Fire is just one of several wildfires raging currently. The Woolsey Fire, which has claimed two lives of its own, continues to spread throughout Ventura County, California. The FDA issued an emergency use authorization for a saliva-based coronavirus test that has been used to identify COVID-19 cases by NBA players. Leading officials are calling the test a “game-changer.”The SalivaDirect test is said to be both rapid in its findings, and inexpensive. Yale said it doesn’t hope to commercialize the test, rather increase the country’s testing capabilities.“Widespread testing is critical for our control efforts. We simplified the test so that it only costs a couple of dollars for reagents, and we expect that labs will only charge about per sample. If cheap alternatives like SalivaDirect can be implemented across the country, we may finally get a handle on this pandemic, even before a vaccine,” said Nathan Grubaugh, a scientist with Yale Public Health.Yale scientists say that the nasal samples are less invasive than swabbing, but are equally as accurate.“This is a huge step forward to make testing more accessible,” said Chantal Vogels, a Yale postdoctoral fellow. “This started off as an idea in our lab soon after we found saliva to be a promising sample type of the detection of SARS-CoV-2, and now it has the potential to be used on a large scale to help protect public health. The city attorney is cracking down on independent living facilities that are posing a danger to their residents - and potentially neighbors.City Attorney Mara Elliott's office is investigating about two-dozen of these facilities and prosecuting the operators of six, the office announced Wednesday. The facilities, often inside single-family homes, are unregulated and unlicensed. They provide physically and mentally disabled persons a last chance to avoid homelessness. But Elliott said the operators often take advantage of residents. She said this came onto her radar after investigating a home last year. "It was a horrible situation where 11 individuals were essentially being held captive in this home and didn't have sanitary facilities," she said. "The shower facilities were covered in feces, they didn't have food they didn't have ventilation, they didn't have access to telephones."On Wednesday, Elliott's office announced charges against two more facilities, one on Parkbrook Lane in Skyline and another on Brandywood Street in North Bay Terraces. Operators and owners are charged with violations including vermin infestations, blocked exists, improper plumbing, and fire hazards. People who live near the Parkbrook Lane home described shouting in the middle of the night, verbal harassment, physical fighting and graffiti. "We moved because of it," said one neighbor, whose first name was Tammy. The home had trash and old mattresses on the property. The owner, Evelyn Louise Peters, said the issues identified were only one-time instances and the trash accumulated after the home was vacated. Sherry Lynn Bennett, who manages the home in North Bay Terraces, said the issues are being dealt with."The owners have been doing all the repairs, everything is done, everything's back to normal, we've done everything the city's said," Bennett said. Bennett and Peters are charged with 22 misdemeanor violations of the health, safety and municipal codes.There is no telling how many of these facilities exist in the county. In December, a man living in an El Cajon independent living home was beaten to death with a frying pan.
