BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

TAIPEI, June 16 (Xinhua) -- China's eastern Zhejiang Province and Taiwan have agreed to deepen cooperation in agriculture, tourism, finance and other sectors, according to sources with a Zhejiang delegation which concluded its eight-day visit to the island on Wednesday.The sources said that the delegation, led by Zhejiang governor Lu Zushan, purchased 31 million yuan (4.5 million U.S. dollars) worth fruits and tea products from local farmers in Kaohsiung and Nantou.Zhejiang provincial government also pledged to help Taiwan farmers to sell their agricultural products in Hangzhou, Ningbo, Yiwu and other cities in the province and offer them preferential treatment in participating farm produce exhibitions.Zhejiang Province plans to increase its imports from Taiwan to about 10 billion U.S. dollars by the end of this year, from last year's 7.7 billion U.S. dollars.After the first six Zhejiang companies which have been permitted to conduct investment in Taiwan, Zhejiang government will promote more companies to invest in the island.Commercial banks in Zhejiang and Taiwan have also achieved cooperation agreement on financial service, insurance, futures trading and other services for small and medium-sized companies on both sides.Zhejiang is where many Taiwan people come from.The province is also a magnet for Taiwanese investment. The trade volume between Zhejiang and Taiwan hit 9.06 billion U.S. dollars last year, according to Lu.Since the beginning of this year, leading officials from various municipalities and provinces - Shanghai, Hubei, Fujian, Guizhou, Qinghai, Shandong and Sichuan - and the ministries of commerce and agriculture have led delegations to Taiwan to boost cooperation and exchanges with the island.

BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges.On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools.The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. The first group of postgraduate students are expected to arrive next March and the first college students can enroll next September.

  

GUANLING, Guizhou, June 30 (Xinhua) -- Rescuers have recovered eight bodies from the ruins of a southwest China village, two days after a devastating rain-triggered landslide destroyed 37 houses and buried 99 villagers under mud, authorities said Wednesday.As of 10:30 p.m. Wednesday, 91 residents of Dazhai Village, Guanling County, Guizhou Province, remained missing, said officials at the rescue headquarters.From 6 p.m. to 10 p.m. Wednesday the bodies of three buried villagers were recovered, bringing the confirmed death toll to eight, said the officials.A total of 26 heavy backhoes had removed 100,000 cubic meters of clay. Some 2,000 people took part in the rescue work, said Pu Jianjiang, head of the provincial work safety bureau.The landslide brought down about 1.5 to 2 million cubic meters of mud, which was unstable and likely to trigger additional landslides, said Yin Yueping, a researcher with the Ministry of Land and Resources.The landslide struck 37 homes in Dazhai Village at 2:30 p.m. Monday.At least 1,000 villagers who lived in the area have since been evacuated.
