WINDHOEK, Nov. 29 (Xinhua) -- An agreement on Economic and Technical Co-operation was signed here on Tuesday between the Chinese and Namibian governments.The agreement was signed after Namibian Cabinet ministers and officials from various ministries held talks with Chinese State Councilor Liu Yandong, who arrived in Namibia on Tuesday for a three-day official visit.Minister of Presidential Affairs Albert Kawana, who is the Acting Director-General (DG) of the National Planning Commission (NPC), and Ambassador of China to Namibia Wei Ruixing signed the agreement.The two also exchanged letters on the provision of office supplies and solar energy equipment to the Namibian government by the Chinese government.During their talks, Liu highly spoke of the steady, healthy development of the relations between the two countries.She said the substantial cooperation have been obtained on agriculture, mining and human resources. BEIJING, Oct. 18 (Xinhuanet) -- Autism can likely develop when low birth weight babies are combined with other factors such as environment and genetic predisposition, new research suggests.Researchers from the University of Pennsylvania School of Nursing and School of Medicine identified 1,105 children who weighed less than 2,000 grams at birth between Oct. 1, 1984, and July 3, 1989.Sixteen years later, researchers were able to reach 623 of those children, and used a questionnaire to screen them for autism spectrum disorders.When 189 of the children turned 21 years old, 60 percent of those who screened positive for an autism spectrum disorder, and 24 percent of those who screened negative with the condition. All in all, the rate of autism spectrum disorders among the study participants with low birth weights was five times higher than the general.Autism spectrum disorder makes people have difficulty communicating, difficulty interacting in social situations, and restrictive or repetitive interests, said study co-author Jennifer Pinto-Martin, a researcher in the University.Those with mild autism spectrum disorders, "may only want to talk about one subject," Pinto-Martin said. "They're perfectly functional. They can go to college. They can hold a job." Premature babies are often born with low birth weights, though full-term babies can also have the condition. The research suggests a need not only for better prenatal care to reduce the number of premature babies, but also a need for early diagnosis and intervention for people with autism.

HONOLULU, United States, Nov. 12 (Xinhua) -- Chinese President Hu Jintao said here Saturday that China will deepen economic structural reform, grow a green economy, enhance protection of intellectual property rights and open wider to the outside world.Hu made the remarks at the CEO summit of the Asia-Pacific Economic Cooperation (APEC) ahead of the APEC Economic Leaders' Meeting.Hu noted that while China's economy has grown steadily and the country is opening wider to the outside world, China still faces the major challenge of unbalanced, uncoordinated and unsustainable development.China, he said, will continue to deepen reform and opening-up, improve people's livelihood and promote sustained, steady and fairly fast economic growth and social harmony and stability.Hu then laid out a four-point proposal to achieve the goals, with the first being that China will deepen economic structural reform and improve business and investment environment.Second, China will honor its commitment to growing a green economy and promoting the conservation culture, Hu said.From 2011 to 2015, China's investment in the environmental sector will double that of the previous five years to about 3.1 trillion yuan (about 488.5 billion U.S. dollars), Hu said, adding that China's green industry is a key area for foreign investment.Third, China will step up protection of intellectual property rights and make itself a country driven by innovation, he said.China will vigorously boost scientific and technological innovation and turn enterprises into major players of such innovation, while further improving the legal system for intellectual property rights protection, he said.Fourth, China will open wider to the outside world and take an active part in global economic governance and regional cooperation, Hu said.China, he said, will give equal importance to import and export and focus more on increasing import while maintaining a stable level of export.Noting that China's development constitutes an important force driving regional and global economic growth, Hu said that China will work together with others to create a better future for the Asia-Pacific region.
