SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630

SAN DIEGO (KGTV) - A Seattle man injured in an ATV accident in Mexico has died in a San Diego hospital, according to his family.Chad Carrico was on a cruise October 10 when he chose to leave the ship for a day trip in Ensenada.Carrico and friends rented ATV’s, according to his mother Theresa. He had surgery at Velmar Hospital in Mexico and was placed on life support, his family said.The need to return Carrico to the United States became more pressing when his family learned he contracted a dangerous fungus on his nose that could spread to his brain.Carrico was brought back to the U.S. Tuesday night but died at a Scripps Mercy hospital hours later, his family told 10News.The family had started a GoFundMe account to raise money for Carrico's medical bills. SAN DIEGO (KGTV) - A San Diego man thanked lifeguards Thursday for saving his life after he fell from the Ocean Beach pier.Adrian Castillo, 19, was drinking alcohol with his brother and friends in January when he suddenly fell backwards into the cold water.Castillo’s brother called 911 and after nine minutes, lifeguards Marc Brown and Jim Lockwood found him floating face-down in the water.Castillo was technically dead for five minutes.He spent three days in a coma and also suffered pneumonia from the cold water.“I have a scar in the back of my head,” said Castillo. “I have a couple of scars on my chest from grabbing on the poles.”Castillo is now fully recovered.“I’m very grateful,” said Castillo.  “If it wasn’t for them I probably would have been lost out in the ocean for like a month or something.”“We’re happy that you’re back and safe and alive,” Brown said to Castillo. “You have a second chance in life now.”San Diego Lifeguards, Police and city officials want everyone who heads outdoors this summer to be educated on rip current safety, drowning prevention, bonfires and know what they should not bring to our local beaches.The city has created a website to help guide locals and visitors to safety. 1230

SAN DIEGO (KGTV) -- An investigation is underway to find the driver in a hit-and-run crash that injured two passengers in City Heights.Police say the female driver crashed into multiple parked cars on Fairmount Avenue just after midnight on Wednesday.Witnesses told police they heard the crash, and then saw the driver jump out of the car and run, leaving the two female passengers behind.Both women managed to crawl out of the mangled car with the help of nearby neighbors. One of the passengers was seriously injured, but neighbors say they kept her calm and stable until paramedics arrived.Police are investigating what led up to the crash.This is a developing story stay with ABC 10news for updates. 711
