CHULA VISTA, Calif. (KGTV) - The City of Chula Vista is launching a new pedestrian safety initiative after seeing a sharp increase in fatal crashes last year.According to the Chula Vista Police Department, nine pedestrians were killed in 2017 on city streets. That’s up 125% from 2016.In the first three months of 2018 there have already been three fatal pedestrian crashes, a 200% increase from the same period last year. Police say it's the first time in four years they’ve had more than one pedestrian killed within the first quarter of the year.The map below shows those killed in auto-pedestrian crashes between January of 2017 to March of 2018. In an effort to combat the trend and educate the public, the city unveiled a new campaign on Thursday called “Stay Safe Chula Vista.”To kick off the program they have named April as “Pedestrian Safety Awareness Month.” The Chula Vista Police Department along with the Fire Department and Department of Traffic Engineering will be working together on enforcement and education.CVPD will have increased patrols targeting both drivers and pedestrians who violate traffic laws. Along with the ticket, violators may also relieve pamphlets with information on the “Stay Safe Chula Vista” campaign. Of the nine fatal collisions in 2017, CVPD said pedestrians were found to be at fault in seven of them.The announcement came a little over a month after a 90-year-old man was killed while crossing the street.RELATED: 90-year-old dies hit, killed by two cars in Chula Vista Police say the man was crossing East H Street when he wasn’t supposed to when he was struck and killed.Similarly, in January of 2018, a 94-year-old man was hit and killed on the 1500 block of Third Avenue. CHULA VISTA, Calif (KGTV) -- More than 20 people showed up to a town hall meeting hosted by the Baldwin and Sons regarding their development in Otay Ranch.Right now, the massive project includes 292 condos, 300 apartments, a 2-acre park and 15,000 square feet of commercial and retail space, as well as two hotels.  One of the hotels opened in 2017, and condos are under construction.The developer now wants to add 300 more apartments to their plan.  They say the plan will not require any additional space but instead will require a different building and site design.RELATED: Developer wants to add 300 apartments to Chula Vista propertyMany in the community raised concerns about traffic and the overcrowding in schools at the open house. Developers were there to address those concerns.According to Nick Lee, a study of the area says the roads it can accommodate nearly 12,000 trips a day. Even with the additional 300 units, it would push those numbers to around 8,000 trips a day.They also said they’ve spoken with the Elementary and High School districts, and both have told them they should be able to accommodate the students with their existing facilities.The developers expect to bring the new plans to planning commission next month. 1268

Since then, three other teams have represented the South Bay in central Pennsylvania, and each time, the community rallies together for send-offs, viewing parties, and championship parades. Luke Ramirez celebrated his 13th birthday during Park View's magical run in 2009. CHULA VISTA, Calif. (KGTV) — Police say they rescued a kidnapping victim this week, after the man was able to signal for help through a car's cracked window as the suspect tasked with guarding him slept.Sunday night, a 36-year-old man was attacked by two men and thrown into a pick-up truck while walking to his car from a restaurant in the 600 block of Broadway, Chula Vista Police said.Police said the suspects took the victim to a second location near Sequoia St. and Presidio Point Ct. and handed him off to a third suspect waiting in a parked car. While the suspect in the front seat was supposed to be watching the victim in the backseat, he fell asleep instead, police say.Police say that's when the victim was able to signal for help, waving a white cloth out of a slightly cracked open window in the backseat. A passerby spotted the victim flagging for help at about 11:30 a.m. Monday and called police.Police arrived and rescued the man and arrested the sleeping guard.That's when the suspected pick-up originally used to abduct the victim drove past, police said. Police say they arrested one of the two men inside the truck who they believe to have been involved with Sunday's incident.Police are still looking for a third suspect.The motive behind the abduction remains unclear, police said, but it didn't appear the victim knew the kidnappers.The victim was taken to the hospital for treatment of injuries sustained during the ordeal, police added. 1470

(KGTV) -- Hope, peace, unity and love are some of the simple words painted on rocks that Maria Gutierrez walked by each morning."I was thankful and I would look for more and more stones," Maria said.Maria just moved to the neighborhood and was surprised to learn who was behind those painted messages."One day I was walking my dogs and I saw Ava carrying a couple of stones and just quietly putting one down," Maria described.Ava is her neighbor, an 8-year-old doing her part in lifting others in difficult times."I’s because a lot of people aren’t happy right now. My mom and I were trying to make the people in our neighborhood happy," said Ava.I asked Ava what works like hope meant for her and she replied, "if someone doesn’t think they can do something, there’s hope they’ll make it."Her mom Cyndi said others neighbors have joined in their "rocks of hope" movement."We noticed other stones placed around the tree. It was cool because other people starting doing it as well," Cyndi said.Maria moved to Eastlake last month and said Ava's efforts showed how helpful and hopeful her neighborhood could be."It made me smile and I didn't really know anybody here.
