SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. RELATED: Here's what happens if voters approve Measure B - Newland SierraAs far as roads, the measure includes “dedicated finding for fixing our streets.” If passed, money would go toward repaving an additional 150 miles of city streets every year. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. We can’t trust the supporters who have taken money from a private prison company and been exposed for paying for support."Below is a breakdown of how the money would be spent: From the date the tax takes effect through the city’s fiscal year 2023-2024, the revenue from the tax would be allocated as follows: 59% to Convention Center purposes; and 41% to homelessness programs and services. After Fiscal Year 2023-2024, revenue from the increase would be allocated: 59% to Convention Center purposes; 31% to homelessness programs and services; and 10% for street repairs. 2575

SAN DIEGO (KGTV) - A patient at a North Park dental office got upset after she got hit with surprise fee.Two Thursdays ago, Linda Morrow - donning a mask and gloves - went to Pristine Dental Group for a root canal and bone grafting. After the procedure, Morrow, who doesn't have dental insurance, paid cash for the bill. It was in line with the estimate."The total bill was 0. I didn't have change, so I gave them 0 because I only had bills," said Morrow.Morrow says when no one in the office could make change, the receptionist spoke up."She commented, 'Oh, PPE.'" said Morrow.Morrow says her new bill was for 0 dollars, including a charge for personal protective equipment used by the dental staff."That shut my mouth. I was stunned," said Morrow.Confused, Morrow paid the full amount and left."My concept was that it was definitely an afterthought. If I had exactly 0 or my debit card, I would not have had to pay the charge," said Morrow.Morrow posted details of the charge of the Nextdoor app. Quickly, several neighbors responded that they also have paid similar charges at their dentist offices, ranging from to . On its website, the California Dental Association cautions dental offices who apply the fee to charge the same amount of everyone.As for Morrow's bill, her dentist calls it an oversight, saying the fee should have been added to the estimate, because everyone is charged the same fee. The owner of Pristine Dental says all patients with an email on file are sent an explanation of the new fee before the appointment. Morrow says she get email updates but says she never received such an email.Some insurers do cover the PPE fee. 1981

SAN DIEGO (KGTV) -- A group of activists are upset after the San Diego Police Department rescheduled a Black History Month celebration for the department's current and former black police officers.The department's celebration was scheduled to take place Saturday, February 24th, but was canceled just days before. The group says a committee of officers was appointed to plan the event in January. They think the cancellation was politically motivated. Monica Montgomery spoke during a brief press conference on Monday at the Civic Center Plaza. She thinks the decision to reschedule the event was made after the keynote speaker was announced. The speaker was supposed to be Geneviéve Jones-Wright, the candidate for San Diego district attorney. She's running against interim D.A., Summer Stephan. The police department told 10News the event was rescheduled due to planning conflicts. Lt. Scott Wahl said they plan on notifying officers when a new date is set. The D.A. sent 10News the following statement: "District Attorney Summer was not involved in the planning or the rescheduling of this event." 1143

  

SAN DIEGO (KGTV) - A new Father Joe's Villages bike program is giving homeless clients a hand-up, teaching them valuable skills in demand throughout the community.It's the latest addition to their STEPs program which stands for Skills and Training Enhancement Programs.After several weeks of hands-on training, homeless individuals receive a certificate as well as resume help and other workforce skills.RELATED: This is San Diego's plan to become more bike-friendlyThe program doesn't technically launch for several more weeks but caught the attention of a former music manager who is currently biking across the country for a good cause.Through his Dream Machine Tour, Charlie Jabaley is on a mission to change a million lives through giving to people in need.During his stop in San Diego, Jabaley learned the bike program was in need of more supplies. He visited local bike shops and collected thousands of dollars in donations.The bike program officially kicks off in June and you can also follow Jabaley's cross-country journey on his Instagram handle @charlie.Several businesses donated and are helping the bike program get off the ground: 1158

  

SAN DIEGO (KGTV) -- A man is being investigated on suspicion of DUI after driving into a house in San Diego’s Skyline neighborhood early Sunday morning.According to police, the man was driving his 2002 Mercedes Benz on the 6800 block of Madrone Avenue when he drifted off the road, went down an embankment and slammed into a house.The man received serious facial injuries and was taken to the hospital with non-life threatening injuries, police say.The house had only minor damage. It’s unclear if anyone inside the home was hurt in the crash. 556
