SAN DIEGO (CNS) - Military and civilian emergency crews battled a raging blaze aboard the USS Bonhomme Richard at Naval Base San Diego for a fourth day Wednesday.Despite the destructiveness of the explosive, out-of-control fire, Navy officials reported Tuesday that the 22-year-old vessel appeared to have escaped irreparable harm, though all-out efforts to quell the flames and smoldering hot spots were ongoing."First, we have investigated the four main engineering spaces (of the ship) and found no major damage," Rear Adm. Philip Sobeck told reporters during a briefing at the naval base south of downtown San Diego. "There is no threat to the fuel tanks, which (are) well below any active fires or heat sources. The ship is stable, and (its) structure is safe."As of 6 a.m. Wednesday, flight personnel had conducted more than 1,500 helicopter water drops on the ship, a process that was "cooling the superstructure and flight deck, enabling fire crews to get onboard internally to fight the fire," Navy officials said.The blaze broke out shortly before 9 a.m. Sunday in a part of the vessel where supplies such as cardboard boxes are kept, and soon was sending thick columns of acrid smoke above the bay. Because the ship was undergoing maintenance work when the fire erupted, its built-in flame-suppression system was inoperative, according to base officials.After about 90 minutes, authorities decided to remove all firefighters from the vessel for safety reasons and battle the blaze by remote means, including helicopters and boats surrounding it on the bay.The conflagration sent below-deck temperatures as high as 1,000 degrees and eventually left the ship listing due to the amount of water it had taken on due to the firefighting efforts, Navy officials said.About two hours after the fire began, a blast of unknown origin shook the vessel.No San Diego city firefighters "were on board the ship when the explosion happened, but the blast threw several firefighters off their feet," the municipal department reported.Adding to the dangers posed by the inferno, the flames were burning several decks away from a section in the ship where a million gallons of oil are housed, Sobeck acknowledged Monday, though he expressed confidence that firefighters could keep the blaze away from that storage area.A total of 40 sailors and 23 civilian firefighters have suffered various minor injuries, mostly heat exhaustion and smoke inhalation, while battling the blaze, according to Navy officials.There were 160 sailors and officers aboard the ship when the fire broke out, Navy spokesman Brian O'Rourke said.About four hours after the ship began burning, the Navy moved the USS Fitzgerald and USS Russell to berths farther away from the fire, according to Mike Raney, deputy public affairs officer with the Naval Surface Force.What sparked the blaze remains unknown."Going forward, the Navy will do a thorough investigation of the incident, to assess the cause of the fire (and) damage to the ship," said Sobeck, commander of USN Expeditionary Strike Group Three. SAN DIEGO (CNS) - A San Diego physician already facing a federal mail fraud charge for allegedly selling a false COVID-19 cure has been indicted on new charges of impersonating one of his employees to obtain hydroxychloroquine, making false statements to investigators and importing what he believed was hydroxychloroquine smuggled out of China, the U.S. Attorney's Office announced Thursday.Dr. Jennings Ryan Staley, 44, who formerly operated Skinny Beach Med Spas in and around San Diego, was indicted on the latest charges Wednesday by a federal grand jury. In addition to mail fraud, he's now charged in a superseding indictment with importation contrary to law, making false statements, and aggravated identity theft.Staley was originally charged earlier this year for allegedly marketing and selling pricey "COVID-19 treatment packs," described as a "concierge medicine experience" priced as high as ,995 for a family of four. Prosecutors allege he paid roughly per tablet of hydroxychloroquine included in the kits.The U.S. Attorney's Office said Staley's marketing materials stated customers should "NOT BELIEVE THE REPORTS THAT HYDROXYCHLOROQUINE DOESN'T WORK!" and he allegedly told an undercover FBI agent who posed as a customer that the purported treatment was a "magic bullet" and a "miracle cure."When asked whether the treatment kit would cure someone infected with COVID-19, he allegedly said, "One hundred percent," but later denied ever making the claim.The U.S. Attorney's Office alleges he tried to solicit investments for his COVID-19 cure venture, telling one customer and prospective investor that he sought a ,000 minimum investment and aimed to raise 0,000 total. He allegedly promised the customer that she would be repaid "triple your money in 90 days."Prosecutors allege Staley obtained hydroxychloroquine pills in several ways, including by soliciting them from acquaintances and employees with preexisting hydroxychloroquine prescriptions, and writing prescriptions for immediate family members and acquaintances to get the drugs "by any means necessary."He allegedly wrote a fake hydroxychloroquine prescription using the name, date of birth and prior home address of one of his employees, and took the prescription to multiple pharmacies in an attempt to obtain the drug. SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property.
