That sidewalk, laid down in 1922, is likely one of upwards of 81,000 backlogged locations the city has marked for repair."I actually am afraid now," St. George said. "People could trip. It's become sort of a hazard."The city has a program to split the construction cost with residents, as both the city and homeowners can be liable for the condition of the sidewalk. St. George, however, was willing to pay all of the cost because she wanted it done faster. However, when she called to get the permits, the city representative said she couldn't waive the fees. "I thought based on the mayor's announcement that it would be waived, so it was pretty shocking," she said. Councilman Mark Kersey, who heads the Active Transportation and Infrastructure Committee, which was moving the fee waiver program forward, said in a statement that he hopes this will be prioritized as money comes available. “Repairs on sidewalks are even more important in the pandemic since so many people depend on them every day," he said. "Programs like the fee waiver can keep residents moving safely and save valuable City dollars by preventing trip-and-fall lawsuits."The city says it also repaired or replaced more than 7,500 sidewalk locations last fiscal year. SAN DIEGO (AP) — A pathologist testified Monday at a Navy SEAL's murder trial that a wounded Islamic State militant in Iraq could have died from a stabbing described by other witnesses.Dr. Frank Sheridan said he couldn't determine a cause of death because there was no body and a lack of other evidence.The testimony at the trial of Special Operations Chief Edward Gallagher, though, countered a statement offered last week by another SEAL who stunned the court when he confessed to the killing.Corey Scott testified Thursday that he killed the victim by plugging his breathing tube after Gallagher unexpectedly stabbed the fighter while treating him for injuries suffered in an air strike outside Mosul in 2017.Scott testified that the militant, described as an adolescent boy, would have survived the stabbing.But Scott said he decided to asphyxiate him because he assumed he would later be tortured and killed by Iraqi forces who captured him and brought him to the Navy medics for treatment.Gallagher, 40, is charged with murder in the killing of the boy and attempted murder for allegedly gunning down civilians from his sniper's post.He has pleaded not guilty and his lawyers blame his former troop mates for fabricating the accusations to get Gallagher ousted from the special forces because they didn't like his tough leadership.Scott and another SEAL said Gallagher had initiated medical treatment for the boy and then stabbed him one to three times in the neck for no apparent reason.Gallagher later texted a photo of the corpse to friends with the following message: "Good story behind this, got him with my hunting knife."His lawyers said the message was an attempt at dark humor.Sheridan based his testimony on witness accounts and video of the wounded war prisoner before the alleged knifing.After the boy was wounded in an air strike — more than an hour before he was brought to the U.S. forces for treatment — he was interviewed by an Iraqi TV news crew. SAN DIEGO (CNS) - A 69-year-old man was hospitalized this morning with a broken leg he sustained in a hit-and-run crash in the Teralta West neighborhood.The pedestrian was crossing northbound at the intersection of Orange and Central avenues at 10:15 p.m. Friday when a vehicle driving east on Orange Avenue turned north onto Central Avenue and struck the man, according to Officer Robert Heims of the San Diego Police Department.The vehicle backed up after the crash, then drove away west on Orange Avenue, Heims said.The victim sustained non-life-threatening injuries and was taken to a hospital, Heims said.The suspect vehicle was described as a light-colored, 4-door sedan, possibly a Pontiac G6 or similar vehicle. SALT LAKE CITY, Utah – A wildlife overpass near Salt Lake City is proving to be successful at helping animals safely migrate over a busy interstate.The Utah Division of Wildlife Resources (UDWR) hailed the Parley's Canyon overpass a success in a recent Facebook post, saying it has also helped motorists stay much safer as well.In its Facebook post, UDWR included video that show many animals using the overpass to safely cross to the other side of Interstate 80. Cameras set up along the bridge captured moose, bears, porcupines, squirrels, mountain lions, deer, coyotes, and other critters.The Utah Department of Transportation (UDOT) and Utah State University have been monitoring the overpass throughout the year.The overpass opened in December 2018. UDOT says it spans six lanes of interstate and was constructed to improve safety on I-80 by reducing wildlife and vehicle collisions.UDOT coordinated with UDWR on the wildlife issues specific to the project, including wildlife migration patterns.While it may be tempting to visit the bridge in an attempt to spot some critters, UDWR says to keep off the overpass and not disturb the animals. 1154

SAN DIEGO — Home construction in the city of San Diego increased in 2019, but is still far off pace to meet the region's high demand for housing.The findings come in a report released Tuesday by the city's planning department.It shows that in 2019 the city issued 5,221 permits for new housing units, up from 3,895 the year before. Still, that's way off pace for any sort of building activity that could help lower the cost of housing. Consider that the city only issued permits for 42,275 housing permits from 2010 to 2019, which is 48 percent of its goal of 88,096. The city says it issued permits for 940 affordable housing units in 2019 and 456 granny flats in 2019."This year's report shows early success for our recent initiatives," City Planning Director Mike Hansen said in a statement. "However, it's important the City continues to adopt new housing reforms to meet new, ambitious housing targets and address all of San Diego's housing needs."For 2020 to 2029, the city has a goal of 108,000 new homes. The city has created incentives such as waiving parking requirements in transit priority areas, offering density bonuses to developers who include affordable housing, and waiving water and sewer fees for accessory dwelling units (aka granny flats).
