The weakening global economic environment will slow down growth in Asia and the Pacific, too, this year, but China, India and Japan are expected to keep up the momentum in the region, says the Economic and Social Survey of Asia-Pacific 2007. The three economies contribute more than 60 percent of the region's GDP and close to 45 percent of its imports, creating considerable opportunities for the whole region, says the survey, to be released today by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). Developing economies in the region grew at 7.9 percent in 2006, up from 7.6 percent in 2005. But their economic growth is projected to slow down to 7.4 percent this year. The decline is mainly because of the unfavorable external environment, including the slowing down of the US economy and falling demand for electronics across the world, says UNESCAP Executive Secretary Kim Hak-Su in a recorded video on the commission's website. The survey shows investment continues to grow in China, while investment and consumption posted healthy gains in the two special administrative regions of Hong Kong and Macao. The survey, however, warns against several downside risks in the region, such as a possible oil price hike, abrupt cooling of the US housing market, vulnerability of the currency, global imbalances and reversal of the Japanese economy after its recovery. To ensure better long-term growth in the region, the survey suggests Asian economies monitor the vulnerability of the currency and boost domestic demand through private investment.

Fifty-two of the 57 speakers at a public forum Thursday opposed the development of a chemical plant in the city of Xiamen, Fujian Province.Provincial authorities had invited residents to share their views and give suggestions on the proposed development of the plant in Haicang district.A further 42 participants will get the chance to voice their views today.Some of those who opposed the scheme are believed to either own or have plans to buy an apartment in Haicang.They argued that Xiamen has long been known for its beautiful scenery and for being one of the most livable cities in China.Other representatives said the government should find a way to balance the economic development of the area with environmental concerns.The authorities put the paraxylene (PX) plant, which was to be built 16 km from the city center, on hold in May after coming under pressure from locals opposed the project.Paraxylene is a highly polluting, cancer-causing petrochemical used to make purified terephthalic acid, a raw material for producing polyester film, packaging resin and fabrics. Health experts have also said it can cause fetus abnormalities.The 10.8 billion yuan (.5 billion) plant for the Tenglong Aromatic PX (Xiamen) Co Ltd was expected to produce 800,000 tons of paraxylene and add about 80 billion yuan a year to the local economy.The authorities started soliciting opinions from the public following the publication last Wednesday of an environmental assessment report by experts from the Chinese Research Academy of Environmental Sciences (CRAES).It said public participation was an important step in the environmental assessment of urban planning.The CRAES report advised Xiamen's urban planners to choose between developing Haicang district into a sub-center of the city or creating an industrial zone focused on the chemical industry.It also indicated that creating an industrial zone would require demolishing a number of houses, relocating residents and conducting strict safety controls over the chemical plant.Participants in the forum were chosen by lottery on Tuesday, under the supervision of the Xiamen notary office, from the 624 people who registered online or by calling a hotline number.A further 100 people were selected as alternative representatives. More than 100 people were disqualified for providing invalid ID numbers, the local government website stated.

International community should work together to support a "fast and smooth" implementation of the newly-announced agreement on sending hybrid peacekeeping troop to Sudan's Darfur region, China's special representative for Darfur Liu Guijin said on Friday. Meanwhile, political process with all parties involved should continue in order to help restore a lasting peace in that troubled area, he said after discussions with South African Deputy Foreign Minister Aziz Pahad and other foreign ministry officials in the South African capital on Friday. South Africa is part of Liu's trip to Africa for consultations after the Sudanese government on Tuesday accepted the deployment of a hybrid African Union-United Nations force of between 17,000 to 19,000 troops in Darfur. Liu said both Chinese and South African governments welcomed the decision, which was announced after a closed-door meeting of the UN, AU and the Sudanese government in Adis Ababa, Ethiopia, early this week. "China and South Africa hold similar view with regard to the Darfur issue... We need to give encouragement to the flexible attitude demonstrated in the recent meeting in Addis Ababa," Liu told a media briefing. The newly-appointed Chinese envoy, who made a fact-finding trip to Darfur last month, said this was achieved thanks to efforts of the international community. "Now the Sudanese government has responded positively," he said. The deployment of the hybrid peacekeeping troop is the final part of a three-phase support plan, also known as the Annan plan as it was put forward by former UN secretary-general Kofi Annan, with aims to end armed conflicts in Darfur. The AU, the UN and the Sudanese government agreed last November on the plan. With the first phase of the plan already underway, Sudan announced on April 16 that it approved the inauguration of the second phase, which involves the deployment of 3,000 UN troops and six attack helicopters in Darfur to support the 7,800-strong African force, as well as preparation for the next phase. The Sudanese government has been accused by the United States of delaying the deployment of the hybrid force. But Khartoum strongly requested that the joint force must be predominantly African one. Liu said the international community should now concentrate on how to support the deployment of the hybrid peacekeeping troop. He said China, as a permanent member of the UN Security Council, has been closely cooperating with the UN, AU and the Sudanese government on the Darfur issue, including the commitment to send 275 engineering troops to Darfur to support the second phase of the Annan plan, as well as 10 million U.S. dollars and other humanitarian support to Darfur. "We have been playing a role of bridge... We have been trying to give advice and to persuade Sudan to be more flexible to accept the UN plan," he said. Liu said he would also hold consultations with the AU Commission Chairman Alpha Oumar Konare in Addis Ababa, with officials of the Arab League during his visit to Egypt, and make another visit to Sudan. Liu said China opposed the move to put sanctions, which the United States threatened to use on Khartoum. "We do not need to rush to put more sanctions," he said. "It's not a proper time now. Peace has a future. We need to work together, make efforts and help with the newly deployed AU-UN hybrid operation." The Chinese diplomat also shrugged off the accusation on China' s failure to exert pressures on Khartoum, allegedly due to China's oil interest in Sudan. "Pressure cannot solve anything," he said. "No matter how many troops you send, without a political presence and cooperation of the government, we cannot find a long-lasting solution." "I think up to now we have been quite successful," he said. He said China's normal ties with Sudan have been "unnecessarily politicalized," which were "unfair and irrational." He said China will continue to be actively involved in projects, such as water-supply and establishing agriculture technology demonstration centers in Sudan, to help Sudan realize social and economic development, which "we regard as the root cause of the armed conflicts and humanitarian crisis."

QINGDAO, Shandong: China is likely to replace the United States as the world's third most popular tourism destination next year, a United Nations World Tourism Organization (UNWTO) official said. At present, China ranks fourth, after France, Spain and the United States. Last year, China accounted for 5.8 percent of the global tourism market, a growth of 0.3 percent compared with two years ago. Twenty-nine percent of tourists who traveled to Asia and the Pacific last year also visited China. Xu Jing, regional representative for Asia and the Pacific of UNWTO, said the market share percentages of China and the US last year were very close. "I am confident China will overtake the US next year," he said at the 2007 China (Qingdao) International Olympics & Tourism Forum, which concluded on Friday. UNWTO forecast last year that China would become the most popular destination by the year 2020. At the beginning of this year, it revised its forecast to 2015. Xu said the forecast was revised because of the rapid development of the country's tourism industry. The number of overseas travelers to China has increased from 10.5 million in 1996 to 49 million in 2006. Viruses wreaked havoc on at least 1 million personal computers during the weeklong National Day holiday, according to Jiangmin Co, a leading Chinese antivirus company.The company's monitoring system detected that more than 118,000 computers crashed on October 6 alone."Viruses have been extremely active during the long vacation because more people chose to stay at home and surf the Internet, shopping online or playing online games," He Gongdao, an antivirus expert at Jiangmin, said on Monday."More than 24,000 types of viruses were detected during the week," he said.He said computer users should be more aware of viruses that could be passed on through movable disks.Another antivirus company, Kingsoft, alerted the online community to a new virus it dubbed the "ultimate killer to antivirus software".The virus, a kind of Trojan, is capable of hijacking all kinds of antivirus software when it successfully attacks a computer."It will also automatically search the keywords, including 'antivirus, Kingsoft and Kaspersky', and coercively close the programs, Li Tiejun, an antivirus software engineer of Kingsoft, said."The virus has been supported and spread by a group of people who have developed a systematic and standardized business operation to make profit," Li said. Virus controllers could detect the IP addresses of each computer, he added.The new virus, which affected about 40,000 computers a day, will remain a critical threat to many computer users even after the holiday, Li said.According to the latest survey conducted by the Ministry of Public Security, China has encountered a rising Internet security problem over the past three years, mainly triggered by a growing number of profit-driven computer virus writers, hackers and illegal traders.Some 65.7 percent of 15,000 companies polled had suffered Internet security problems from May last year to May this year, 11.7 percentage points higher than before.
