SAN DIEGO (CNS) - Power outages left tens of thousands of homes and businesses across San Diego without electrical service Tuesday.The first of the two blackouts began for unknown reasons about 11:15 a.m., affecting Fort Rosecrans, Lindbergh Field, Marine Corps Recruit Depot, the Midway area, Mission Bay, Ocean Beach, Pacific Beach, Point Loma and Sunset Cliffs, according to San Diego Gas & Electric.In all, the outage left about 13,000 utility customers without electricity, SDG&E reported.Repair crews had power restored to all the affected areas as of 12:30 p.m., according to the utility company.About 90 minutes later, another outage took place to the east, knocking out electrical service to roughly 8,300 addresses in Balboa Park, Center City, Chollas Creek, City Heights, Golden Hill, Normal Heights, North Park, Oak Park and University Heights, SDG&E reported.The utility predicted restoration of power to those neighborhoods by late afternoon. 976

SAN DIEGO (CNS) - The California Highway Patrol arrested 58 people for alleged intoxicated driving in San Diego County during its annual Thanksgiving holiday enforcement period this year.CHP officers made the arrests between 6 p.m. Wednesday and 6 a.m. Sunday in the agency's jurisdiction in the county, which includes all freeways, as well as roads in unincorporated areas.All available officers were to be deployed to catch drunk or drug- impaired drivers, speeders and other traffic violators during the enforcement period.Last year, 66 people were arrested for impaired driving in San Diego County over the Thanksgiving holiday.Statewide, the agency made 855 arrests for impaired driving during the enforcement period, down from 965 last year. And 44 traffic fatalities were reported across all California jurisdictions -- two of which were in San Diego County. SAN DIEGO (CNS) - Taking swift action after Thursday's San Diego City Council meeting in which a lone franchise utility bid was revealed, Mayor Todd Gloria Friday announced he was rejecting San Diego Gas & Electric's bid for the city's gas and electric utilities.The lone bid revealed Thursday was for million -- the minimum amount set by former Mayor Kevin Faulconer in September for the 20 year contracts -- and many callers into the meeting asked for the council to ask for a one-year extension for the new mayor and councilmembers get up to speed.The Thursday meeting was informational only, but the information was enough for Gloria."After reviewing the bid submitted by SDG&E and consulting with the City Attorney's office, we have determined their bid is unresponsive to the city's invitation to bid. Therefore, I am rejecting the bid and canceling the current ITB process," Gloria said. "I will be pursuing an extension of the existing agreement between the city and SDG&E to allow enough time for the new City Council to get up to speed and more opportunities for public engagement to occur."The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. SAN DIEGO (CNS) - Police Tuesday were searching for a man suspected of carjacking another man on a Bay Terraces street.The victim was sitting in his 2018 Kia Forte around 9:55 p.m. Monday in the 1300 block of Manzana Way, near the Hillsborough Recreation Center, when a white van pulled up alongside him, San Diego police Officer John Buttle said.A man got out of the van and told him he wanted the car, then the victim -- assuming the man had a weapon -- got out of his car, Buttle said.Another person driving the van sped away, followed by the thief in the victim's Kia, which had California license plate 8BCW102, the officer said.
