The majority of them are homeless.Tents belonging to the homeless were back up in downtown just two days after the city sprayed down streets and sidewalks to control the outbreak. David Ross is known as "the waterman" in downtown. He is an advocate for the homeless and regularly passes out water to those living on the street. SAN DIEGO (KGTV)— Families and friends of crime victims shared stories of their loved ones at a healing circle.On October 11, 2015, Juan Carlos Munoz got the worst news of his life. "Three years ago, we got that phone call, that our son was murdered,” Munoz said. That single phone call changed the Munoz family forever. Their son, 18-year-old Juan Carlos Munoz Jr. was shot and killed while sitting in a parked car on Prospect Street in National City. “We didn't know what to do, we didn't know where to go get help, and we didn't know how to move on in life,” Munoz said. The shooter and driver got away. Lost in the confusion, heartbreak, and an endless cycle of ‘what-ifs’ the Munoz family found the group, Crime Survivors for Safety and Justice. “We don't want any parent to join this group, because that means they lost a loved one, but this group is needed for those victims have nowhere else to turn,” Munoz said. That is why he and his wife created the San Diego chapter. 'Loss' is the only criterion for membership into this exclusive group. But sadly it is growing. On the last day on national Crime Victims Right’s Week, the San Diego chapter welcomed all members. Instead of focusing on the loss, they shared stories of their loved ones to keep their memories alive. "He had a big heart, he loved people, he loved kids, feeding the homeless,” Munoz said about his son. “Junior” wanted to be a psychologist. But he never became one.Then last year, National City Police caught a break in the case. "November, we got that phone call that we've been waiting,” Munoz said. This was the other phone call that changed their lives. The two men responsible for killing Junior were arrested. "To hear that they were caught, it's a healing process,” Munoz said. He said it is a process that will never end. San Diego's affordable housing crisis has been getting more dire over the last five years because there's a lack of resources, a new report from the California Housing Partnership says. The report, released Wednesday, says the county needs 143,800 more affordable rental homes to meet current demand. However, there's less money and resources going to them. The average rent in the county is now up to ,992, and about the city's lowest income renters are spending 70 percent of their money on housing. Stephen Russell, who heads the San Diego Housing Federation, said the region took a hit in 2012, when the state eliminated redevelopment funds - 20 percent of which were reserved for affordable housing. Now, as cost of living rises, there are nearly 10,000 homeless San Diegans, thousands of them sleeping on the streets.Bruce Carron, 72, was one of them, until he got into Talmadge Gateway, a new 60-unit complex for low-income seniors with ongoing medical needs."It's just more than what I thought I deserved, but somewhere along the line God wanted me to win somewhere in this crazy life that we have," Carron said. The city will soon decide whether to place a property tax bond on the November ballot to pay for more affordable housing. SAN DIEGO (KGTV) --Jurors found ex-NFL tight end Kellen Winslow II guilty Monday on three counts including rape, lewd conduct, and indecent exposure.Around 4 p.m. Monday, the jury sent another note indicating that they remained deadlocked on the remaining eight counts. Later in the day speaking in front of the judge, one of the alternate jurors said he had doubts about juror number 12 and their memory. Deliberations are set to continue Tuesday. SAN DIEGO (KGTV)- The San Diego Fire-Rescue Department and local military members are working to put smiles on the faces of kids this holiday season. The 2019 Toys for Tots drive started Sunday. The fire department is partnering with the U.S. Marine Corps Reserve. They have been collecting toys for more than 15 years. Through December 16, all San Diego Fire facilities will be collecting toys and books. The items must be new and unwrapped. Toys for Tots is in its 71st year. U.S. Marines distribute the donated items to the children each year. Since 1947, more than 244 million children have benefited from the toy drive. Local Marines are asking for volunteers to help distribute the items, Monday through Friday, from 9a to 3 pm. The distribution site is at 9955 Pomerado Road. 790
