SAN DIEGO (KGTV) -- San Diego’s City Council Monday approved a key step in turning Horton Plaza into The Campus at Horton. At Monday night’s meeting, the council approved reducing the current retail deed restriction on the property, creating the opportunity to build the office space. The campus would combine employment, entertainment and retail. According to a news release, the office space would be large enough for 3,000 to 4,000 jobs. RELATED: Horton Plaza buyers hope to transform center into tech hub by 2020; Renderings releasedWith the approval, the campus will include 700,000 square feet of office space and 300,000 square feet of retail space. Construction is slated to begin later this year, with estimated completion by the end of 2020. “Today’s approval marks an exciting new chapter for the current Horton Plaza property and for the Downtown community,” said Betsy Brennan, President and CEO of the Downtown San Diego Partnership.“Just as Horton Plaza reshaped Downtown San Diego more than three decades ago, the Campus at Horton will be a catalyst for growing San Diego’s innovation economy and enhancing the Downtown San Diego lifestyle.” 1166

SAN DIEGO (KGTV) — Saturday, San Diego County reported a record 1,478 new coronavirus cases and six additional deaths, bringing the county's totals to 70,709 cases and 966 fatalities.Saturday's new cases yielded a 7% positivity rate out of 21,947 tests reported. The new daily case report marks the third time in a week that the county has reported more than 1,000 new cases. It was also the 11th-straight day the county reported at least 600 new cases.Eleven new community outbreaks were also confirmed on Friday: Three in business settings, three in faith-based settings, two in childcare settings, one in a TK-12 school setting, one in a restaurant/bar setting, and one in a gym setting. A community outbreak is three or more COVID-19 cases in a setting and in people of different households over the last two weeks.County businesses saw purple tier restrictions go into effect on Saturday, further limiting reopening of the county due to the surge in coronavirus cases seen over the last couple of weeks.California's limited stay-at-home order is also set to begin Saturday night, limiting non-essential businesses between 10 p.m. and 5 a.m. for one month in counties under the state's purple tier.County public health officials are worried that fatigue is setting in on San Diegans and urged residents to avoid large gatherings this week for Thanksgiving,"The virus is widespread and every element of our community is impacted," said Dr. Wilma Wooten, the county's public health officer. "Now more than ever it is vital that San Diegans avoid gatherings and crowds, wear a face covering when they are out in public and stay home if they are sick."Hospitalizations due to COVID-19 continues to rise as well, with 440 hospitalized and 127 in intensive care. Those numbers are nearly double the amount recorded a month ago.The county is reminding residents that gatherings should be limited to three households, held outdoors if possible, and be two hours or less. They also recommend wearing face coverings when not eating or drinking. 2046

SAN DIEGO (KGTV) - San Diego-based Qualcomm won a million decision Friday against Apple in a patent infringement case involving iPhones. A jury in the U.S. District Court for the Southern District of California found the iPhone 7, 7 Plus, 8, 8 Plus, and X infringed Qualcomm’s patents. One of the patents enables "flashless booting”, eliminating the need for separate flash memory. It also allows a smartphone to connect to the internet quickly after being powered on, according to Qualcomm officials. The other two patents allow smartphone apps to access internet data quickly, and enable high performance and graphics while increasing battery life, Qualcomm said in a news release. Qualcomm was awarded million in damages from July 6, 2017, the date the lawsuit was filed, through the end of the trial. "Today's unanimous jury verdict is the latest victory in our worldwide patent litigation directed at holding Apple accountable for using our valuable technologies without paying for them," said Don Rosenberg, executive vice president and general counsel for Qualcomm. "The technologies invented by Qualcomm and others are what made it possible for Apple to enter the market and become so successful so quickly. The three patents found to be infringed in this case represent just a small fraction of Qualcomm's valuable portfolio of tens of thousands of patents. We are gratified that courts all over the world are rejecting Apple's strategy of refusing to pay for the use of our IP." Courts in Germany and China also ruled in favor of Qualcomm in similar legal disputes in the past six months. 1614

SAN DIEGO (KGTV) - San Diego Police searched Friday for a very tall man who robbed a Hillcrest bank with a semi-automatic handgun. The man walked into the California Bank and Trust at 3737 Fifth Avenue about 9:15 a.m., police said. Officers said the man demanded money from a teller who gave him cash, then he ran from the bank. A witness said the man dropped some of the money as he fled the area. No injuries were reported. Police said the man is black, 6’5” tall, and 220 pounds. He was last seen wearing a fisherman's hat, dark sunglasses, a dark colored hoodie, and khaki pants. SAN DIEGO (KGTV) — Seven families are suing the company that runs the San Diego County Fair after they say members of their family contracted E. coli traced to the fair's livestock last summer. The lawsuit alleges the 22nd District Agricultural Association, which runs the annual fair and the fairgrounds, was negligent in its handling of the petting zoo area, failed to safely guard guests and warn of risks, properly inspect and clean, and screen animals at 2019's fair."People were getting sick all the way from June 8th to June 22nd, at least," said attorney Ben Coughlan, who is representing the plaintiffs. "That demonstrates a real failure by the fair to clean and properly protect the people they were inviting on, they were selling tickets to from this deadly disease."RELATED COVERAGE: Families file claims for fatal E. coli outbreak at San Diego County FairAs of July 2019, there were 11 laboratory-confirmed cases and two probable cases of patrons who visited the San Diego County Fair in June 2019 and contracted shiga toxin-producing strain of E. coli O157:H7 (STEC) thereafter, the suit states. The County of San Diego Health and Human Services Agency traced the outbreak to children that had visited the animal areas or the petting zoo at the fair, or had other animal contact at the fair, county health officials reported. Officials added that the illnesses had no link to any food facilities the children accessed. The family of 2-year-old Jedidiah King Cabezuela, from National City, is also represented in the suit. The toddler died 10 days after visiting the fair's petting zoo, suffering from kidney failure and other complications from STEC.RELATED COVERAGE: E. Coli outbreak linked to San Diego County Fair reaches 11 casesCoughlan says the family is still reeling from the loss and wants to see action taken."Of course, they are still struggling, they are dealing with an incomprehensible loss," Coughlan said. "For any of us who have children, it’s just something that’s unimaginable. The strength that family has, the strength to step up and say what happened last year was wrong, we want it fixed and we want it better in the future is remarkable."In the lawsuit, the 22nd DAA is accused of also failing to provide adequate hand-washing stations and immediately remove or quarantine animals suspected of transmitting E. coli to guests.RELATED COVERAGE: CDC: How to protect yourself around fair animals 2435
