California is the single worst state for drivers in the United States, according to a new report from Bankrate.com. Long commute times is the top reason listed by the site with the average commute time in the Golden State being nearly 30 minutes. RELATED: Here are the new laws going into effect on California roads in 2019The state also has more thefts and higher insurance premiums. But wait, there’s more. The report also factored in repair costs and extremely high gas prices. Check out the list below for the top 5 worst states for drivers: California HawaiiConnecticutNew Jersey Washington 705

CAMP PENDLETON, Calif. (KGTV) — The last two cottages to grace San Onofre Beach and replace the deteriorated trailers near Camp Pendleton will be dedicated Thursday. The Camp Pendleton Cottage Renovation Project has worked to replace 13 of the 30-year-old FEMA trailers at the beach with manufactured homes. The new cottages are build using metal roofs, composite siding, stainless-steel appliances, and furniture. Cottages are also constructed to include wheelchair accessibility, railings, and wider hallways for service members with special needs. RELATED: World War II veteran laid to rest in MiramarService members from any branch of the armed forces can rent the cottages for short-term stays during the summer, based on service classification level for active duty members or retired personnel. While the stay may be short, the trailers that once sat on the beach didn't provide much comfort and were "corroded beyond repair and without handicap accessibility."San Diego Nice Guys, a non-profit that works to help underserved San Diegans, provided the funding for four of the 13 cottages at the beach.RELATED: Making It in San Diego: Millennial veteran home purchases surging"The Nice Guys have been long-time supporters of the military and their families," Jeff Schreiber, Nice Guys president, said. "This project is another way to show that we recognize and appreciate those who have sacrificed so much for us."Back in 2015 when two beach cottages were dedicated, Bob Clelland, chairman of the Camp Pendleton Cottage Renovation Project, said the newly installed homes are integral to local military life."It’s a place that allows you to clear your head and get away from the difficulties of life, some of which might be related to military service," said Clelland. "We’ve provided for those with physical disabilities handicap-friendly kitchens, toilets and passages."I think some of the wounds that our servicemembers are coming back with are those that you can’t see. A peaceful place like this can help heal those wounds." 2041

CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic. This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions. When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas. On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining. The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. Outdoor operations are permitted through the duration of the health emergency. 1991

Carnival Cruise Line announced Thursday that most of its remaining US-based cruises for 2020 have been canceled due to coronavirus concerns. The cruise line canceled all cruises originating from US ports except for those leaving Miami and Port Carnival during November and December. Carnival said Thursday that it’s possible all remaining cruises in the US will be canceled amid the pandemic.“As we have said throughout this pause, our return to operations will be gradual and phased in. And while we are not making any presumptions, once cruising is allowed, we will center our initial start-up from the homeports of Miami and Port Canaveral,” said Christine Duffy, president of Carnival Cruise Line. “The health and safety of our guests, crew and communities we serve remain the cornerstone of our plans and decisions. The patience and support of our guests and travel agent partners have been a huge motivation to our team as we have worked through this unprecedented situation and we are dedicated to getting back to operations when the time is right.”Anyone with a Carnival cruise reservation in 2020 has the ability to voluntarily cancel their reservation, which includes a combination future cruise credit and onboard credit, or a full refund.Late Wednesday, the CDC extended a no-sail order through October 31 on all cruises in US waters carrying 250 or more passengers. The CDC said it has identified at least 3,689 coronavirus-related illnesses, and 41 associated deaths, although the CDC cautions these figures are likely an underestimate.“On cruise ships, passengers and crew share spaces that are more crowded than most urban settings,” the CDC said. 1669

Chicago police announced at a Monday morning news conference that 66 people were shot, 12 of them fatally, between Friday at 6 p.m. and Sunday at 11:59 p.m.Chicago Police Superintendent Eddie T. Johnson said it was "no secret that we had an unacceptably violent weekend," at the news conference. In three hours beginning at 1:30 a.m. Sunday, records show, 30 people were shot and two killed in 10 incidents. In all, over the weekend, there were 33 shooting incidents. Fourteen juveniles were shot, and an 11- and 13-year-old were killed."The city of Chicago experienced a violent night," Bureau of Patrol Chief Fred Waller said Sunday afternoon. "Some of these instances were targeted and were related to gang conflicts in those areas."In at least one incident, shooters opened fire into a crowded street party, Waller said.Johnson said the issue stemmed from a small group of people such as repeat gun offenders."This isn't a widespread issue among citizens of this city. This is a small subset of individuals who think they can play by their own rules because they continue to get a slap on the wrist when we arrest them," Johnson said."I'm tired of it. Everybody in this city should be tired of it."Johnson said 46 people were arrested this weekend on gun charges, and 60 guns were seized as a result of ongoing investigations. However, he said there have been no arrests made in connection with any violence from this weekend.Experts say crime tends to pick up during the hot summer months, but Chicago Mayor Rahm Emanuel dismissed that."You can talk about the weather, but the weather didn't pull the trigger," he said. "You can talk about jobs, and they count, but in parts of the city where there aren't jobs, people did not pull the trigger."There are values. There are too many guns on the street, too many people with criminal records on the street, and there is a shortage of values about what is right and what is wrong," he added.Of the wounded who reported an age, the oldest was 62 and the youngest 11, police records show. Before the particularly violent Sunday, there were six shootings, none fatal, on Friday, and 15 shootings, one fatal, on Saturday. The Sunday shootings occurred between midnight and 2 p.m., records show.Chicago has struggled with high shooting and murder rates in recent years. Waller said shootings are down 30 percent from 2017, and murders are down 25 percent.June marked 15 straight months of fewer killings and shootings, police said. However, on June 25, at least 21 were shot and two died.Johnson said that both murders and shootings are down on the year, but said this weekend showed there was still a lot to do."Despite what we saw this weekend, I'm still pleased between CPD's work, the mayor's investments, and the work of our community members, that we're still reducing our gun violence this year," Johnson said. "But we still have a lot more work to do, and I think that was evidenced by this weekend." 2966
