CHULA VISTA (KGTV) -- Laurence and Cherryl Lector's two small children were eager to show off their costumes and hit up their neighborhood for sweets. But the couple didn't want to abandon their home on Baywood Circle in Chula Vista and disappoint the several trick-or-treaters likely to stop by for confectionery.So, the couple filled a large candy bowl hoping their security camera -- fixed visibly in their porch -- would keep visitors honest.  The family then set off on their haunts.The Lectors phones were buzzing with video alerts showing little ghosts and ghouls digging through the self-serve candy bowl and respecting the Halloween honor system.Then they received a video showing an esurient group of older kids, and one small girl, emptying out the dish into their bags."I was devastated someone could just get all the candy and ruin the night [for other trick-or-treaters]," said Laurence Lector.One of the kids noticed the camera and even pointed it out to someone else in the group, but the kids continued to snatch all of the treats until every sweet was gone."We were disappointed that those that came afterward came to an empty bowl," Cherryl Castro-Lector told said.About an hour later, they received a video from their camera that warmed their hearts.The video shows a girl and boy investigating the empty bowl.  They must've known that the night wasn't over for other little trick-or-treaters. So, the group took turns emptying their own their treats into the bowl, starting with their mom."I got a little teary eyed.  Gosh, I hope my kids are like that someday," Castro-Lector said. "I would have hugged those little kids and mom if I were there."The Lectors are eager to find these children and their parents to say thanks.  "I would love to meet them and thank them for being so kind. (CNS) - The family of a 56-year-old man who died earlier this year following an encounter with Chula Vista police announced Monday they are filing a pair of wrongful death lawsuits against the city.The lawsuits seek the names of the officers involved in the March 13 call for service that culminated in Oral Nunis' death.Both lawsuits are being filed in San Diego federal and state courts on behalf of four of Nunis' children, including his daughter Kimone, who called 911 shortly after midnight March 13 after her father began experiencing a mental health issue and attempted to jump out of a second-story window.While addressing reporters at a news conference announcing the lawsuits, Kimone Nunis said responding officers did not speak to her or ask her what was happening with her father when they arrived."That night, I just wanted help. I picked up the phone. I didn't know what I was getting myself into," she said.Attorneys for the family say officers tackled Nunis outside the home and "dogpiled" atop him, placed him in a WRAP restraint device and put a "spit hood" over his head.In a statement released shortly after Nunis' death, the police department said he was restrained to prevent him from hurting himself or others. The department also alleged Nunis was "uncooperative with officers and struggled as they attempted to detain him," resulting in injuries to two of the officers.The federal lawsuit alleges Nunis was unconscious and unresponsive after the altercation, and that those restraints were placed upon him while he was unconscious.Nunis was taken to a hospital, where he was later pronounced dead.Attorney John Burris, who represents the family, said police should have responded by de-escalating the situation."Mr. Nunis was seeking help. The family was seeking help. But instead of getting help, he was met with force," Burris said.A similar lawsuit was filed last month on behalf of Nunis' widow and three other children. Their attorney, Carl Douglas, alleged the city has withheld Nunis' cause of death, while a statement released by the city last month indicated his cause of death has not yet been determined."The City of Chula Vista understands and shares the public's and the family's desire to have all of their questions answered about this incident. However, it is premature and inappropriate to come to any conclusions at this time," according to the city's statement in response to that lawsuit. "The investigation is ongoing, and the true cause of death has not been determined by the Medical Examiner. Because of this, and now the threat of litigation, the City and the Police Department must refrain from commenting further beyond the statements already made. The City and Police Department continue to express our deepest condolences to the family and all of those touched by Mr. Nunis' tragic passing."City officials did not immediately respond to a request for comment regarding the latest filings.In addition to the federal lawsuit alleging wrongful death and violations of Nunis' civil rights, the state lawsuit seeks the release of the officers' names.The complaint states Kimone Nunis submitted a California Public Records Act request in July seeking the names of the involved officers, as well as body camera footage, reports and statements from witnesses and other information police have regarding the case.According to the lawsuit, which alleges the city violated the CPRA, the family was told months later that the information was being withheld "because of ongoing criminal and administrative investigations." 3591

Chick-Fil-A is testing a new menu item in Arizona, and depending on how it goes, it could be rolled out to menus nationwide.Starting Monday, spicy chicken strips will be available at Chick-Fil-A restaurants in Phoenix, Tucson and Yuma, the fast-food chain said.They've been under test in Philadelphia and Texas since last year.The strips come in orders of three or four, and a choice of dipping sauce.The company said it combined their original chicken strips and spicy chicken strip sandwich to create the new menu item.The strips are seasoned with a spicy blend of peppers, hand-breaded, and cooked in refined peanut oil. Cigarette use among American adults is at the lowest it's been since the Centers for Disease Control and Prevention started collecting data on the issue in 1965, according to a report released Thursday."The good news is that cigarette smoking has reached unprecedented lows, which is a tremendous public health win, down to 14 percent from over 40 percent in the mid-1960s," said Brian King, senior author of the report and deputy director for research translation at the CDC's Office on Smoking and Health. About 47.4 million Americans, or 19.3%, used any tobacco product in 2017, the report says.He believes that the decline is due to proven interventions, such as smoke-free policies and rises in the price of tobacco products.As stated in the report, the data is from the National Health Interview Survey, "an annual, nationally representative, in-person survey of the noninstitutionalized U.S. civilian population." The 2017 sample included 26,742 adults and had a response rate of 53%.Researchers assessed the use of five types of tobacco products: cigarettes, cigars, pipes (including water pipes and hookahs), e-cigarettes and smokeless tobacco (such as snuff or dip)."During 2016-2017 declines occurred in current use of any tobacco product; any combustible tobacco product, [two or more] tobacco products; cigarettes; and smokeless tobacco," the report says.King added, "on balance, we still have some public health hurdles in that there is still 47 million Americans that are using some form of tobacco products, and we still have significant disparities among the groups in the country in terms of tobacco product use."So, who is still using these products, and what are they using?Beyond the 14% of Americans smoking cigarettes, 3.8% are smoking cigars, 2.8% are using e-cigarettes or vaping, 2.1% use smokeless tobacco products, and 1% are using pipes.Males (24.8%) were more likely to be smoking than females (14.2%). The highest age group for smoking was among those between 25 to 44 (22.5%); those 65 and older smoked the least (11%). Southerners and Midwesterners (20.8% and 23.5%, respectively) smoked more than those in the Northeast (15.6%) and the West (15.9%)The researchers also looked at race, education level, income level, sexuality, insurance provider and marital status to determine smoking rates.Although cigarettes are the leading cause of tobacco-related deaths and diseases in the country, according to King, he also believes other tobacco products, such as e-cigarettes, need to be considered to continue declining rates of overall tobacco product use."It's critical that we not only modernize our strategies in terms of population but also modernize our interventions to be sure that we are capturing the full diversity of tobacco products that the American public are using," King said. 2850
