LEMON GROVE, Calif. (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.As of Sunday afternoon, the video received more than 600,000 views. The incident took place at a Target located in the Marketplace at the Grove Shopping Center near San Deigo. WARNING: The video below contains graphic language.  936

LA JOLLA, Calif. (KGTV) - San Diego photographers, mark your calendars for Scrippshenge. Named for the ancient British site Stonehenge, where the sun lines up among ancient stones on the solstice, the sun lines up with the gap in La Jolla’s Scripps Institution of Oceanography pier on certain days of the year. The natural phenomenon makes for spectacular photos. This summer, Scrippshenge is set to take place August 7 - 9, according to the Photo Ephemeris app. “You might even get the shot on Aug 10/11 also, probably with a partially set sun,” says Stephen Trainor of Crookneck Apps. “You'll see the sunset line is ever so slightly to the north of the pier center: that's what you need, because sunset is the moment the sun disappears below the horizon, hence in order to frame the setting sun between the legs of the pier, it still needs to be just above the horizon, and therefore true sunset has to be just slightly to the north,” says Trainor. LAKELAND, Fla. — A 90-year-old man dressed in full protective gear so he could say his final goodbyes to his wife of nearly 30 years.Sam Reck had been separated from his wife, JoAnn Reck, during the pandemic after the state placed a ban on visitors at nursing homes.He was reunited with his wife at a hospital in the Tampa area shortly before she died of COVID-19."Here's this 90-year-old man, he did risk his life to go see my mom, but that was his choice, that's his freedom to do that. He knew what he was risking," said Scott Hooper.Scott Hooper also dressed in personal protective gear so he could say goodbye to his 86-year-old mother. His family recorded the moments his stepdad said goodbye to their mom."It was my wife who recorded the video and I remember everyone in the room was crying. I remember looking at my wife, she was crying so hard, she could barely hold the camera. It was a very emotional moment," said Hooper.Hooper said his mother lived in a skilled nursing area. His stepdad lived in a nearby apartment. The couple was known as "Romeo and Juliet."The two would schedule distant visits during the pandemic after the state stopped visitors from coming into nursing homes.Sam would sit outside his second-floor apartment balcony then JoAnn would talk to him from a garden below.Hooper says his mother contracted COVID-19 last week and developed a fever, cough and fatigue."COVID was hitting her so hard and so fast," he said.Hooper said doctors said they could put his mother on a ventilator, but it would be a very painful procedure and her quality of life could be worse than before.JoAnn was diagnosed with dementia about a year ago."Anyone who has dealt with it knows what I am talking about because they don't always remember you or know the situation they're in or they think something weird is happening and you try to tell them it's not," said Hooper."It was the hardest decision, we ever made. We talked about it for a long time, but we decided to go to palliative care."JoAnn raised three children, including a daughter who died before her. She leaves behind grandchildren and great-grandchildren."She was a very giving person. LAS VEGAS (AP) — Nevada’s new vote-by-mail law includes provisions allowing anyone to collect and return ballots on a voter’s behalf, a practice critics deride as “ballot harvesting” and that President Donald Trump and Republicans are targeting amid a broader fight over voting during the pandemic. The practice is expressly allowed in more than half of states and used by political groups and campaigns to boost turnout and ensure voters who are older, homebound, or live far from U.S. postal services get their mail-in ballots counted. Trump and the GOP contend “ballot harvesting” opens the door for fraud and have fought to restrict it in states. 658

  

LA MESA, Calif. (KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136
