Thursday marks National Coming Out Day — an LGBTQ holiday that encourages young queer people to be comfortable with their sexuality and live an open lifestyle.2018 marks the 30th anniversary of the first National Coming Out Day, first celebrated in 1988. According to the Human Rights Campaign, the day was started by gay activists Robert Eichberg and Jean O'Leary. Recognized by all 50 states, the day is celebrated each year on the anniversary of the Second National March on Washington for Lesbian and Gay Rights, which took place on Oct. 11, 1987.As a psychologist, Eichberg wrote extensively on the act of "coming out" to friends, family and coworkers. in 1978, he established "The Experience," a community workshop in Los Angeles that encouraged young  LGBTQ people to live an openly gay lifestyle among friends and family.According to Eichberg, when LGBTQ people lived an open lifestyle it made their friends and family more likely to be accepting of queer lifestyles. It also encourages other gay people to live openly and helps develop a support network for those who may be struggling with their sexual identities.The Human Rights Campaign has published a resource guide to coming out, which you can read below. TIJUANA, Mexico (KGTV) - According to a Tijuana newspaper, a power outage over the course of last weekend at the Tijuana General Hospital led to the deaths of five patients who were on ventilators. Officials, though, deny it.On Wednesday, ABC10 News spoke media partner Televisa's anchor Estephania Báez about the report from newspaper Zeta. “What they got was interviews with doctors but they remained [anonymous]," said Báez.She said that state authorities and the hospital admitted there were five deaths but denied that they were caused by the outage and claimed that a backup generator kicked in but only at low voltage.Televisa is reporting that copper wire thieves are suspected of causing the loss of power. “The thieves that [steal] the copper from homes decided to do it to the General Hospital and I can’t even think about why they did this with knowing that patients are connected to ventilators,” added Báez.Tijuana's General Hospital has been hit hard since the start of the pandemic. There have been reports of a lack of beds and equipment. More recently, Báez said, there have been problems related to accessing cancer care. “They even had lots of families that have children with cancer protesting outside the hospital because they couldn't even get their treatment done,” she added.In part of a statement to ABC10 News, the hospital wrote that it categorically denies that the outage resulted in the death of any of its patients.ABC10 News reached out to the Joint Commission which oversees safety standards for hospitals in the United States to ask about power outage protocols. We were sent the following."The Joint Commission Emergency Management Standard EM.02.02.09 EP 5 requires that hospitals identify an alternative means for providing "fuel required for building operations, generators, and essential transport services that the hospital would typically provide." The facility should assess how it would be affected if outside emergency support could not be obtained for 96 hours. This does not mean that they need to have 96 hours’ worth of fuel on site. The plan could include memoranda of understanding (MOUs) with suppliers to replenish fuel as needed during the emergency period. Additionally, the plan could be to operate without normal branch of power to reduce fuel consumption, to extend run-time of the available fuel. If the generator is used as the backup power source for the life safety branch of the electrical system, the facility should have enough fuel to run the generator for a least 1-1/2 hours for as long as the building is occupied." 2592

Photos taken by 10News show makeshift camps where migrants hid in tents while others shielded themselves with tarps as rain drenched the area. Many of the migrants waiting to claim asylum say they’ve lost hope following a clash Sunday in which hundreds of migrants rushed the border in a show of force. There have been 80 confirmed cases of the polio-like illness known as AFM in 25 states this year as of Friday, the US Centers for Disease Control and Prevention said Monday.In addition, there are 139 cases under investigation for a total of 219 confirmed and suspected.This is eight more confirmed cases than the agency reported last week and 20 additional patients under investigation.The CDC noted an increase in reports of patients under investigation who began experiencing symptoms in August, September and October. It has not identified the 25 states with confirmed illnesses, nor has it said how many states are reporting cases under investigation.AFM, or acute flaccid myelitis, is a rare illness that affects the nervous system, especially the gray matter in the spinal cord, and can cause muscle weakness and sudden onset of paralysis. Last month, the CDC said that 90% of patients since 2014 have been children under the age of 4, although adults can also develop AFM.Other symptoms include drooping of the face or eyelids, difficult eye movement, trouble swallowing or slurred speech.Research is underway to determine the cause of AFM, although there is a focus on enteroviruses, which can cause respiratory illness and West Nile virus, and other viruses in that family.According to the CDC, there have been 404 confirmed cases in the United States since August 2014. The number of cases may be higher, but the condition is not subject to mandatory reporting, so not all cases are reported to state health departments and therefore may not be counted by the CDC."Even with an increase in cases since 2014, AFM remains a very rare condition. Less than one in a million people in the United States get AFM each year," the CDC says.AFM peaks every other year seasonally in late summer and fall. but experts have yet to identify a single factor geographically or otherwise to explain the cause.
