SAN DIEGO (CNS) - The city of San Diego will begin enforcing parking regulations again starting Oct. 1 with a two-week grace period before full enforcement Oct. 15.The city temporarily suspended parking enforcement on March 16 following the COVID-19 stay-at-home order. SAN DIEGO (CNS) - Rail service along the Los Angeles-San Diego-San Luis Obispo rail corridor will again be suspended Saturday through 5 a.m. Monday from Oceanside to San Diego for track and signal improvements, according to the San Diego Association of Governments.The scheduled rail work in Cardiff-by-the-Sea, Carlsbad and San Diego is the second of two weekend-long closures for track and signal improvements along the LOSSAN corridor. Rail service was also suspended from Oct. 13 to Oct. 15. Rail service for the four railroads affected by the closures -- the North County Transit District, Metrolink, Amtrak and freight line BNSF -- is expected to resume Monday for morning commute hours, albeit with possible delays.Track crews in Cardiff-by-the-Sea will replace rail ties as part of a double-tracking project to add a second rail track between Cardiff-by-the-Sea to the San Elijo Lagoon. Work crews connected the second line to the existing track last month. Workers will also update the rail signals at the Chesterfield Drive grade crossing.MAP: Traffic conditions around San Diego County Crews in Carlsbad plan to prepare the NCTD Coaster Poinsettia Station for a new western alignment of the existing track as well as move existing rail signals at the station to more optimal locations. SAN DIEGO (CNS) - The San Diego Legion Major League Rugby team announced Tuesday that it released recently signed player Steffon Armitage in the wake of his conviction for sexually assaulting a woman in France.On Monday, a French court found Armitage guilty of groping a woman's breasts outside a bar last year in the town of Pau, where he was playing at the time of the assault. Armitage, 34, admitted he had also been drinking heavily that night.The court handed Armitage a suspended prison sentence and ordered him to compensate the victim with 5,000 euros, roughly ,500 in U.S. dollars.The Legion signed Armitage in July. Earlier in the decade, Armitage won three European Rugby Champions Cup titles with France's FC Toulannais and was named the European Rugby Cup's 2013-2014 player of the year.He had been expected to join the team at the beginning of pre-season training in December."Armitage's conduct does not reflect the values of the Legion and therefore, the team is going to go in a different direction for the 2020 season," the team said in a statement released Tuesday.The Legion launched with Major League Rugby in 2018 as one of the league's seven founding teams. SAN DIEGO (CNS) - The ride-hailing company Lyft announced an expansion Wednesday of its pilot program at Camp Pendleton that streamlines access to the U.S. Marine Corps base for military members, their families and civilians who work at the military installation.Lyft launched the pilot program in collaboration with Marine Corps Community Services last year to make it easier for people living on the base to book a ride with a company like Lyft or Uber, which previously required security clearance to enter the base. The ``Base Mode'' feature is now integrated into the app, automatically matching base residents with eligible drivers.In addition, a new state law allows active-duty military members and their families to drive for companies like Uber or Lyft in California with a valid driver's license from any U.S. state. SAN DIEGO (CNS) - San Diego County has seen a nearly 5% increase in its response to the 2020 Census above the 2010 response rate, according to state census data.Data collected through Tuesday indicates 72.9% of county households have responded this year, as opposed to 68% in 2010, mirroring an increased response rate statewide.Census officials say that California's 2020 self-response rates surpassed the 2010 rate on Wednesday, with 68.4% of California households responding either online, by phone or mail. The 2010 rate was 68.2%.State census officials touted the success of their outreach campaign, particularly given California is considered one of the ``hardest-to-count'' states in the country due its size and a high number of people who are difficult to contact for census purposes, such as recent immigrants, people who lack high-speed internet access or people with limited English proficiency.Campaign efforts will continue until the Sept. 30 deadline.``It is through the collective efforts of millions of Californians that we have surpassed our 2010 self-response rate. But make no mistake -- we are not done yet. We know the hardest-to-count Californians still may be missed or undercounted given the shortened deadline, so it's essential these households complete the form now,'' said Ditas Katague, director of the California Complete Count -- Census 2020.``With two weeks left, our message is loud and clear: Californians need to act and fill out their Census forms,'' Katague added. ``We have just days to secure funding and representation in our state for the next decade.
