SAN DIEGO (KGTV) -- San Diego is among 25 counties throughout the nation at risk for a measles outbreak, according to a new report. According to the University of Texas, a paper published in the Lancet Infectious Diseases warns that the epidemic will worsen. The analysis considered a county’s volume of international travel from foreign countries as well as non-medical exemptions for children. Our results show how travel from regions elsewhere compounds this risk,” said the study’s lead author, Sahotra Sarkar.Sarkar’s team accurately predicted major outbreaks in areas of Washington, Oregon and New York. Cook County, Illinois, Los Angeles County, Miami-Dade County and Queens County, New York are among the most at-risk areas for an outbreak in the US, the report says. SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090

SAN DIEGO (KGTV) -- Residents downtown are fighting against adding more low-income housing. They say it's only making the homeless problem worse. Merle Jones moved to this East Village high rise for the views and the lush lifestyle."It's categorized as a luxury apartment complex, and there's nothing really luxury about it at all right now," said Jones. Homeless people frequent the streets and sidewalks outside the property. "There was a knife fight that broke out and that was in the afternoon," said Jones. "My girlfriend she's not even comfortable walking outside alone so its an issue."In an effort to fight the deadly Hepatitis A outbreak,  more shelters and housing solutions are popping up downtown. One of them is a 16-story high rise for low-income families on 14th and Commercial Streets. "I don’t believe that's a good idea," said Jones. "I think they need to clean up the area because when you have that type of housing, it attracts attention from other areas."The high rise is one of five Father Joe's projects to add about 2,500 affordable housing units. One-third of them would be downtown. More than 500 people signed an online petition to move more housing solutions to other parts of the county. "I think it would be a nice distribution of the concentration of it so that way it's not just one area and one area's problem," said Jones. For now, he's stuck paying high rent for a view he's not happy with.  "I pay quite a bit, so I expect a certain level of lifestyle when I'm living here," said Jones. "When my lease is up, I do plan on moving towards the other end of downtown that’s a little safer and a lot cleaner."The building is set to open January 2021.  1830

SAN DIEGO (KGTV) – Restrictions in California due to the COVID-19 pandemic have forced many youth sports teams around San Diego County to head to other states to play games.Under current pandemic-related guidelines, youth sports teams in California have been limited to practices only. The restrictions have been frustrating for many parents and coaches.Anthony Lococo, a coach for San Diego travel baseball organization King Kong Baseball, said, "At this point, we thought we would be in a position where there would be a plan in place to get us back to playing. If I told you five or six months ago that we'd have to travel to play, I would have told you no way. I thought we would have had a plan in place by now."Rene Miramontes, director of coaching for local-based Crusaders Soccer, feels traveling to play in other states was bound to happen."In youth sports in particular, with no recourse, you have to start looking for options,” Miramontes said.Those options include heading east to places like Yuma, Arizona. In fact, the San Diego Union-Tribune reported about a recent baseball tournament in Yuma which featured 51 teams. Of those teams, 49 were from California."I gave it a couple months, with the plan that if we weren't open by October or November, we would have to look into going to other states," said Lococo.Since pandemic regulations went into effect in March, many youth tournaments in San Diego have been canceled, costing the city a lot of money. According to the U-T report, the amount of money lost could be in the hundreds of millions of dollars.Now, San Diego families are heading to places like Arizona and Utah for tournaments, and of course, absorbing the costs that come with it.Lococo plans to take his King Kong Baseball teams to Arizona in the next month."As a family, you are renting a hotel for one to two nights, depending on how long the tournament is. Price-wise, you're probably talking five, six, seven hundred dollars per family,” said Lococo.Of course, the most important thing is the safety of the young athletes. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September.So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience.Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini.At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. In Torrey Pines, Sunset Cliffs, and Solana Beach, onlookers have a full coastline of areas to peer from.San Diego's Tourism Board also adds Birch Aquarium at Scripps as a prime viewing area.And a tip to remember: During the winter and spring seasons gray whales tend to feed closer to San Diego's shore than blue whales, Biagini says.By seaOne benefit of heading out on the water to whale watch, aside from getting closer, is having San Diego's skyline in the background. Also, you may encounter other life roaming around whales as they feed.Whale watching journeys are offered around San Diego, but there are some things to watch out for before picking a company. Biagini recommends checking on what a company has seen already before booking a trip."If they’ve been seeing a lot of animals that’s your best bet to have a good experience, and if the company isn’t posting their sightings they’re either not a serious company, or not seeing anything," Biagini said. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. San Diego's Tourism Board provides a list of companies to research if you plan to hit our coastal waters.And, of course, if you plan to take in some whale watching on the waters, read up on the Marine Mammal Protection Act beforehand so as not to put whales, dolphins, and other life at risk. 2827
