SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO (KGTV)- Nearly 200 volunteers are working in Logan Heights fixing up homes for families. One of those volunteers is Alexandra Pasquale. She believes this isn't just about grabbing tools and doing work, this is about families in the community.She's glad she can help them, "create their own wonderful memories, providing an environment they can have family meals in." Pasquale is part of Realty Income. The real estate company has teamed up with Habitat for Humanity. They will build 11 homes.As teams they're building fences, painting, and installing plywood. SAN DIEGO, Calif. (KGTV) -- A lot of people will do just about anything to avoid the dentist.Needles, drilling, and pain can cause all kinds of anxiety, but a local dentist is using a new laser that he says could transform dentistry.Sara Scarafone 15, is a patient at Dr. Alex Corondoni’s office in San Carlos. “Put the sunglasses on you, and we'll get started,” Corondoni said.But instead of a drill, Corondoni is using a laser. “It's hitting that tooth at 1800 pulses a second. It's almost like if you were jack hammering something,” he said.It's called Solea.  The laser vaporizes the enamel, allowing dentists to fill cavities painlessly. Corondoni has been practicing for 28 years and says it's unlike anything he's ever seen.“I've done some big, big, big fillings, that I was like, ‘You're not feeling this?!’” And no drilling means no Novocain. “I was excited to hear that there wasn't any needles involved,” Scarafone said.“My average patients are in their 60s and 70s, so I have a lot of medications, so if they have arrhythmias or heart problems, I'm not having to give them any anesthetic.It's huge,” Corondoni said. He says this new procedure turns what normally takes an hour into less than 10 minutes. “It just felt like a lot of air, and a little bit of water,” Scarafone said.The device is made by Boston-based Convergent Delta and claims to be revolutionary-- reducing recovery time.“You're not numb. You can go to work. There's no excuses,” Corondoni said. “I can do all the different parts of the mouth at one time.”Even normally complex procedures on soft tissue like gums become more routine. “I would have had to cut it, suture it, wait a couple weeks, and now it's just done and they come back in 4 or 5 days and it's healed. It's amazing!”A nearby touch screen lets dentists adjust the speed and precision of the laser. Ultimately, Corondoni says it's not just improving his patient's experiences, but his practice and reputation.“Sometimes, I'd have to sedate patients to have them come in here, just to get a needle.” Now, he no longer feels like the enemy. “I'm a good guy now. SAN DIEGO,Calif. (KGTV) -- A North San Diego County mother died early Sunday morning and the father of her children has been arrested, authorities said.San Diego County Sheriff's Department deputies responded to calls of a possible shooting just after midnight at a home on 25969 Duro Rd. in Valley Center, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.When deputies arrived, they found an adult female suffering from a traumatic injury. The victim was rushed to Palomar Hospital where she succumbed to her injuries, said Boudreau.The victim was identified as Mayra Meraz, 31.
