Arizona Governor Doug Ducey announced during a news conference Wednesday that local governments now have the ability, if they so choose, to mandate masks in their cities.The move comes as healthcare workers and many city leaders across the state called for the governor to make it a statewide requirement to wear masks in public to prevent the spread of coronavirus.Ducey said during the press conference that the amount of positive cases and the percentage of positive cases per test varies greatly by city and county across the state. Therefore, he says he is choosing to leave it up to local governments whether or not to mandate masks.Ducey did not clarify how exactly each local government could implement a mandate on masks, but Phoenix Mayor Kate Gallego tweeted that the Phoenix City Council would vote on a mandate on the upcoming agenda.When asked about how the use of masks would be enforced, Ducey said that would be left up to the mayors to decide.Ducey also announced during the press conference that 300 National Guard members will be called upon to help with contact tracing across the state.A spokesman for the governor has said, "addressing COVID-19 remains our highest priority. An escort and "her protection" were arrested in Florida after they apparently showed up to the wrong house.Linda Elkins and Bosha Dawes, both 26, are facing loitering charges after Cape Coral Police said they showed up to a home on SE 10th Terrace and rang the doorbell just before 3 a.m."I would have answered the door with my shotgun," Rachad Leanari, a neighbor, told Scripps station WFTX in Fort Myers, Florida.The couple who lives in the home called police. They told officers Dawes rang their doorbell with something white covering his face. Elkins was with him. The couple then left, but came back shortly after before leaving again."They hid behind the post so they couldn't see him out the peephole," Melissa Jones, who lives next door, said. "She texted me at 2:30 while it was happening, saying 'is your husband banging on my door or ringing my doorbell?'""She seemed petrified. Petrified. I think they were seriously in fear for their life," Jones said.Police were able to catch up with Dawes and Elkins, who first claimed not to know each other or why they were there. They said Elkins was wearing pink see-through lingerie, and she told police she's an escort off of Backpage.com. Army officials at Fort Hood confirmed the identity of a soldier who was a suspect in the disappearance of Pfc. Vanessa Guillen who died of a self-inflicted gunshot wound on Wednesday morning during a confrontation with police.Officials with the Army Criminal Investigation Division (CID) confirmed the suspect who died Wednesday morning was Aaron Robinson. They also confirmed a second suspect — the estranged wife of a Fort Hood soldier — is also in custody in the Bell County Jail.CID declined to identify the name of the civilian suspect because it was "not in their jurisdiction."CID officials said Robinson and the civilian suspect are currently the only two suspects connected with the case. Officials said social media reports of a third suspect in the case were "irresponsible."The press conference took place a day after Guillen's family claimed that the missing soldier had reported to them before she disappeared that she had been sexually harassed. While CID said Thursday that an investigation into those allegations remains open, they have not yet found credible evidence of harassment.CID also refuted the family's claim that Robinson had harassed Guillen and that Robinson was Guillen's superior officer.Guillen went missing from Fort Hood on April 22. It wasn't until late June that the Army said it suspected foul play in connection with Guillen's death.Army officials reported earlier this week that human remains were found in connection with the search.
